Flathead County, Montana Building Permit Guide

Flathead County has no building department. Kalispell, Whitefish and Columbia Falls run certified programs inside their limits; the state covers the rest, while the county handles zoning, floodplain, lakeshore, septic and roads.

Flathead County has no building department and does not enforce building codes. Outside the certified cities, building codes are administered by the Montana Department of Labor and Industry, which has a local inspector and takes permits through ebiz.mt.gov (406-841-2056, buildingcodes@mt.gov). By the Census Bureau’s Vintage 2025 estimate, that unincorporated area held 68467 of the county’s 115429 residents.

This guide covers the state’s role, the county’s land-use, floodplain, lakeshore, septic and road permits, and the three certified cities. The county page and the state’s own page give different addresses for the state office, so use the phone, email or ebiz.mt.gov. Columbia Falls’ city website could not be reached.

What requires a permit in Flathead County?

Even without a county building permit, a county site plan review by the zoning administrator is required before construction on land zoned BS, BR-4, HO, I-1H or WV (in WV only for neighborhood convenience stores). Docks, rip rap, ground-mounted decks, walkways and similar lake and lakeshore work need a county Lake and Lakeshore Construction Permit. Work affecting county roads or rights-of-way needs a Road & Bridge approach, encroachment/road work or road closure permit, and a bond and road restoration may be required.

Montana adopts one building code, based on the 2024 International Codes from 26 September 2026; a certified local program or the state Building Codes Program enforces it, and the state code does not reach houses of fewer than five units, farm and ranch buildings or private garages unless a local government has made it apply to them. County septic and groundwater rules

Septic permits come from the county Environmental Health Land and Septic program; start with a Land Research Request before applying. The county’s septic regulations and construction standards were updated April 1, 2026. Its groundwater monitoring program, which sets drainfield placement, runs roughly March 15–June 30 each year.
