Permit applications and plan review
The City’s Apply for a Building Permit link opens the permits page on its GIS portal, and online forms cover contractor certification and occupancy inspection requests. Rezoning, conditional use and variance requests have their own fillable forms. A building permit application includes two copies of a scale drawing of the lot showing its dimensions and the size and position of the building and any accessory buildings; the building official may also ask for a land survey where a lot line is in doubt, or for engineer-certified plans where structural safety is in question. Building and Development also needs a floor plan of every floor, including the basement, with overall and room dimensions, room names and the location of the furnace and water heater.
Commercial and mixed-use development plans, including shopping centers, mobile home parks, apartments, industrial sites and recreation areas, go to the Planning Commission for approval, drawn to scale on 11-by-17-inch sheets and showing buildings and signs, driveways and parking, drainage and grading, utilities and easements, contours, zoning and any floodplain, fencing and other required permits.
The certificate of occupancy is applied for at the same time as the building permit.
West Plains permit fees
Permit charges come from the City Fee Schedule (City Code Section 10-23). The schedule now in force is the 2026 schedule adopted as Ordinance 4811 on November 17, 2025; the fee list on the Building and Development web page still shows the older $100 residential base fee.

Local West Plains rules
Floodplain: West Plains takes part in the National Flood Insurance Program; its code cites Howell County flood maps dated July 4, 2011, and FEMA lists the city’s current effective map as April 7, 2021. Development in A and AE zones needs a floodplain development permit from the floodplain administrator (the mayor or the mayor’s designee, under Ordinance 4803 of August 18, 2025), and new or substantially improved buildings must have the lowest floor, including any basement, 2 feet above the base flood elevation; non-residential buildings may instead be floodproofed. The Council’s August 17, 2026 agenda included engineering work with FEMA to add the City’s new detention basins to the flood model and update the map.
Excavation and fences: in February 2026 the Council added rules for trenchless excavation on private property and in the right-of-way (Ordinance 4817), and in July 2026 it amended the zoning code’s additional district regulations and fence section (Ordinance 4826). Street cuts are charged $4.50 per square foot.
