Wright County does not publish a county building permit, building code or zoning program for unincorporated land. Septic systems are permitted by the Wright County Health Department, 300 S. Main St., Suite C, Hartville (417-741-7791), which works under the county’s own onsite wastewater ordinance. The county’s newest ordinance makes large data centers and commercial solar, wind and battery projects file documents with the County Commission before any grading starts. Mansfield and Mountain Grove issue building permits inside their limits.
Wright County building department: who handles permitting
The County Commission, P.O. Box 98, Hartville, MO 65667 (417-741-6113), governs this third-class county from the courthouse in Hartville; its web page gives Mondays and Tuesdays as meeting days, while the letterhead of its data center ordinance says Mondays and Thursdays. It receives the pre-construction filings under its data center and energy ordinance. Emergency management is at 1550 Highway CC, Hartville (417-741-7181). The state’s floodplain directory lists no county floodplain administrator, only the four cities.

Data centers, septic and floodplain in Wright County
Data centers and energy systems: Order and Ordinance #06112026, posted as the county’s newest ordinance (the posted copy is undated) and effective on passage, covers unincorporated land. It reaches data centers that draw more than 2 megawatts or need a dedicated substation or utility upgrade, run 24-hour cooling or generators louder than 45 dBA at the property line, or need a state land disturbance or stormwater permit, plus commercial solar, wind and battery storage projects. Before clearing, grading or building, the developer must give the County Commission a utility capacity letter, copies of state and federal environmental permits, water use and site plans, a road use agreement where oversize loads will use county roads, a decommissioning agreement with financial assurance, and proof of interconnection rights. The county confirms a complete filing within 30 days and flags gaps within 15 business days; silence is not approval.

Lighting must be fully shielded, and ground-mounted solar and battery sites must be screened from neighbouring homes that exist when they are built, with evergreens at least 6 feet tall at planting or a fence at least 80% opaque. Violations can cost up to $500 a day after a 15-day notice to cure.
Septic: the state lists the Health Department as an ordinance authority, meaning the county has its own onsite wastewater ordinance that may add requirements to the state construction standards; inside a city the state may handle the permit instead. The Health Department’s on-site sewage permit form asks for the acreage, the water supply and the installer. The state statute (RSMo 701.031) lets a one-house lot of 3 acres or more skip the rules only if no part of the system is within 10 feet of a lot line and no sewage crosses onto neighbouring land, reaches surface or ground water, or becomes a nuisance. The state suspended its $90 application fee from August 28, 2026.
Floodplain: Wright County itself is listed by FEMA among communities not participating in the National Flood Insurance Program. Hartville, Mansfield and Mountain Grove participate with maps dated November 2, 2023, and Norwood participates with no mapped flood hazard areas.

Call 1-855-478-4290 →Mountain Grove: permit fees follow the city fee schedule and are paid to the city collector, and a permit lasts 180 days. Fence permits are free, and the demolition permit form shows no charge once the utilities sign off.
