Vernon County publishes no building code or county building permit, so for most projects the permit office is the city: Nevada’s Planning and Zoning department at City Hall, 110 S. Ash St. (417-448-5113), takes applications online and enforces the 2018 International Codes. On county land the County Commission in the courthouse answers floodplain questions, and the Vernon County Health Department permits septic systems under a county ordinance.

Building permits in Nevada
Nevada adopted the 2018 International Building and Residential Codes by Ordinance 8312 (February 4, 2020); the City’s Planning and Zoning page lists the matching 2018 plumbing, mechanical, fuel gas and fire codes and the 2017 National Electrical Code. - New buildings and additions
- Remodels that alter a load-bearing wall
- Garages, carports and sheds of 120 sq ft or more
- Every fence
- Driveways that add area or need a street cut (with an excavation permit and bond)
No permit
- Re-roofing (hired roofers still need a City business licence)
- Bathroom or kitchen remodels with no structural change

The residential form asks for a scale drawing with side elevations, wall sections and square footage, the total project cost including trades, and every subcontractor, who must hold a City business licence; the City allows 3–5 days for processing. Owners may do their own plumbing and electrical repairs in a home they live in, but rental work must be done by a professional licensed by the City.
Septic, floodplain and county planning
Septic systems: the state health department lists the Vernon County Health Department, 301 N. Washington, Nevada (417-667-7418), as the permitting authority under a county ordinance, and its environmental staff do on-site sewage inspections. Get the permit before installing or repairing a system. The state says its application fees are on hold from August 28, 2026 while new fees are set under the amended section 701.046 RSMo; ask the Health Department what it charges.
Floodplain: Vernon County joined the National Flood Insurance Program in 1987; its flood maps are dated May 1, 2020. Nevada, Bronaugh and Walker also take part (Walker has no mapped special flood hazard area), while FEMA lists Metz, Richards, Schell City and Stotesbury as not participating.
