Inside Warrensburg, building permits come from the City’s Building Inspection Division in Community Development, and applications are filed through the City’s online permit portal. The City enforces the 2024 International Codes and 2023 National Electrical Code, and since September 9, 2026 a new building’s permit fee is its gross area times the International Code Council’s cost per square foot times 0.00309, one fee covering all trades.
What requires a building permit in Warrensburg?
The City requires a building permit to be issued before construction starts, and the Permit Clerk (660-747-9135) can say whether a particular project needs one. Among the City’s amendments to the 2024 codes, every deck needs a permit before it is built, and the exemptions for electrical and mechanical repairs are narrowed to normal repair or replacement that does not alter the approval, add to the system or make it unsafe.

The Warrensburg permit portal
All building permit applications are submitted electronically. Applicants first register on the City’s online permit portal, and once the registration is approved they can apply for every permit type there. If a project does not match a permit type in the portal, the Permit Clerk can help.
Temporary occupancy of part of a building is possible once the Planning and Zoning, Fire and Public Works departments have signed off on the City’s form and the Building Official finds it safe; the 2026–2027 fee schedule charges nothing for a temporary certificate. When a project is complex enough to need outside engineers, architects or consultants, the City can bill the part of their charges that exceeds half the permit fee.
Warrensburg permit fees
The building permit fee is set by City Code and the 2026–2027 Schedule of Fees, adopted by Resolution 2340 on September 9, 2026. For new construction a single fee covers every trade:
Gross area × cost per square foot × permit fee modifier = permit fee. The cost per square foot is the average construction cost the International Code Council publishes twice a year, and the modifier is set by the City Council to recover about 40% of the Building Inspection Division’s costs. Resolution 2340 lowered the modifier from 0.00446, in place since October 2019, to 0.00309.

Electrical, plumbing and mechanical work in Warrensburg
On new construction the trades are covered by the single building permit fee; separate electrical, plumbing or mechanical permits cost at least $75. All general contractors and subcontractors need a current Warrensburg business licence, which City staff check before issuing a permit.
Plumbers and electricians are licensed either by showing master credentials from another city of equal or greater size or by passing the City’s exam. The open-book test takes an hour, is based on the 2023 National Electrical Code or the 2024 International Plumbing Code, and costs $65 on passing; book it with the Permit Clerk.
The Fire Department adopted the 2024 International Fire Code with local amendments in January 2025, and businesses applying for or renewing a business or liquor licence need current building and fire inspections, which the Permit Clerk schedules together.

The fee schedule charges nothing for the first two re-inspections; the third costs $100, the fourth $200 and the fifth $250. Local Warrensburg rules
Floodplain: the City is in the National Flood Insurance Program on Johnson County flood maps dated July 4, 2011. The Building Official is the floodplain administrator and issues floodplain development permits for unnumbered A and AE zones. New or substantially improved homes must have the lowest floor, including the basement, 1 foot above the base flood level; other buildings may instead be floodproofed to that level.
