In Grandview, building and trade permits come from the City’s Building Services Division, not Jackson County. Contractors and homeowners apply through the GovBuilt portal and hand in paper plan copies. The City lists a residential building permit at $250 plus $5.50 per $1,000 of valuation, with residential plan review at $100 plus $1 per $1,000, and inspections are booked at least 24 hours ahead on 816-316-4817.
What requires a building permit in Grandview?
Chapter 10 of the City Code requires a permit from Community Development before any construction starts, and separate permits for mechanical, electrical and plumbing work. Its residential code amendments exempt only a short list of work.
Permit needed
- New homes, additions and remodels
- Sheds and other roof-covered accessory structures over 30 sq ft
- Decks, porches, patio covers, carports, gazebos, fences and above-ground pools
- Re-roofing and residing
- Foundation repairs
- Water heaters and any new or replacement mechanical equipment
- Electrical, plumbing and sewer work, signs and banners
No permit
- Stand-alone window replacements in existing buildings
- Landscaping on your own property
- Short-wave radio antennas and satellite dishes that meet zoning rules
- Painting, flooring, cabinets and similar finish work
The Regulations & Inspections page lists residing, doors and windows as permit work, while City Code Section 10-82 exempts window replacement done on its own; replacement windows that are part of a permitted remodel go on that permit at no extra charge. Landscaping in the right-of-way should be cleared with the City Engineer (816-316-4857) first.
Grandview building department: who handles permitting
The Building Services Division reviews residential, commercial and industrial plans, issues building, electrical, HVAC, plumbing, sewer, sign and banner permits, inspects construction, enforces the minimum building preservation codes and runs the rental registration and inspection program. Grandview applications and licences
Applications go through the City’s GovBuilt permit portal, where contractors must create an account before applying. For a new home or addition, submit the application, plans and property survey in the portal and bring two paper copies of the plans and survey to Building Services. Floor plans must show dimensions, wall sections, elevations, electrical, plumbing and HVAC layouts and the size, spacing, span, grade and species of framing members. Commercial projects, including a change of use, need a site plan package before the building permit is accepted.
Contractors: a contractor needs a City occupational licence ($50 a year) before a permit is issued. Mechanical, electrical and plumbing work also needs a Grandview craftsman’s licence, which expires on June 30 each year and requires liability insurance of $300,000 per person and $1,000,000 per accident for bodily injury and $300,000 for property. Electrical contractors with a Missouri statewide electrical contractor licence are exempt from the craftsman’s licence but still need the occupational licence.
Homeowners: the owner of an owner-occupied single-family house may apply for their own permits. For mechanical, electrical and plumbing work they must show they will do the work themselves and sign an acknowledgement waiver during the application.
Grandview permit fees
City Code Section 10-82 sets building and plan check fees by the city fee schedule. The Building Services fee page lists these amounts and notes that they may change:
Not sure this scope needs a permit?
Get a free quote →| Item | Fee |
|---|---|
| Residential building permit | $250 base plus $5.50 per $1,000 |
| Commercial building permit | $450 base plus $6.00 per $1,000 |
| Residential plan review | $100 plus $1.00 per $1,000 of valuation |
| Commercial plan review | 70% of the permit fee |
| Sheds, decks, porches, patio covers, carports, gazebos, fences, above-ground pools | $50 |
| Electrical, mechanical or plumbing permit | $75 up to $2,000 of valuation, then $6.75 per $1,000 |
| Water heater | $50 |
| Sewer connection permit | $150 residential, $300 commercial |
| Re-roof | $100 residential; $405 plus 5% of valuation non-residential |
| Sign / sign face / banner | $50 or $2 per sq ft, whichever is greater / $25 / $35 |
| Reinspection | $75 |
For example, a new house valued at $200,000 would pay $250 + 200 × $5.50 = $1,350 for the building permit and $100 + $200 = $300 for plan review, before trade and sewer connection permits. Work started without a permit adds an investigation fee equal to the permit fee.
Electrical, plumbing and mechanical permits in Grandview
Each trade needs its own permit from Building Services, issued only to a licensed master craftsman (or an owner doing their own work in an owner-occupied house). Every water heater installation or replacement needs a plumbing permit, and any new or replacement mechanical equipment, other than minor repairs, needs a mechanical permit. All trade work must be inspected and approved before it is covered.
Grandview enforces the 2017 National Electrical Code and the 2018 plumbing, mechanical, fuel gas and energy codes with local amendments. Its residential amendments require automatic sprinklers in new townhouses and two-family dwellings built since January 1, 2020, but never in single-family houses. Where no sanitary sewer is available, an alternate system must be approved by the Jackson County Health Department.

Plot plans and commercial submittals
Before a permit is issued for a one- or two-family dwelling, two copies of a plot plan drawn, signed and sealed by a Missouri-registered architect, engineer or land surveyor must be approved, at a scale no smaller than 50 feet to the inch. It shows the lot dimensions and legal description, buildings and setbacks, the lowest floor served by sewer, easements, utilities and fire hydrants within 600 feet, sewer manholes, any FEMA floodplain information the City Code requires, driveway elevations and the permeable open space.
For new commercial, industrial or multifamily buildings and additions, book a pre-development meeting with the City Planner (816-316-4822); the Fire Marshal, Building Official, City Engineer and the water district are invited. Site plans are reviewed first and building plans follow once the first comments are answered; the plans must be sealed by a registered engineer, architect or land surveyor. The Building Permits page asks for four paper copies of commercial plans with the portal application, while the Regulations & Inspections page asks for five paper sets and one electronic set; the two City pages differ.

Call the Building Services Division at 816-316-4817 at least 24 hours before the inspection time you want. A new dwelling needs these inspections before a certificate of occupancy is issued: footing and foundation wall (after rebar and before concrete), ground rough plumbing, sewer connection before the trench is backfilled, rough-in for carpentry, plumbing, electrical and mechanical before insulation or drywall, and the final before the owner moves in. Electric and gas services are cleared to the utilities at rough-in when they are ready. Each reinspection costs $75.
Local Grandview rules
Rental and non-owner-occupied homes: under an ordinance approved on January 22, 2019, rental and non-owner-occupied homes must be registered and inspected before a new tenant moves in; inspections are needed only between occupancies. The inspection certificate fee is $20 per dwelling and must be paid before the dwelling is occupied. Schedule inspections at 816-316-4819 or 816-316-4817. Short-term rentals have their own article of the City Code.
Accessory dwelling units: the Board of Aldermen amended the zoning ordinance for accessory dwelling units on September 8, 2026 (Ordinance 7675).
Floodplain: Grandview takes part in the National Flood Insurance Program, with flood maps effective January 20, 2017. A lot in a designated FEMA floodplain must supply the floodplain information the City Code requires with its plot plan.
