Mansfield’s Building Department, led by the Inspector of Buildings, who is also the town’s Zoning Enforcement Officer, issues every building, electrical, plumbing, gas and mechanical permit in town from Town Hall at 6 Park Row. Applications go through PermitEyes, which the department shares with the Fire Department. Under the residential schedule the Select Board approved for July 1, 2026, a new one- or two-family home is charged $0.55 per square foot with a $400 minimum.

Mansfield builds under the Stretch energy code, adopted at the April 2021 annual town meeting. Its own wetlands bylaw keeps a 25-foot no-disturb zone around resource areas, and the Conservation Commission may visit a site during the building permit review to decide whether it has jurisdiction.

Mansfield’s department serves the whole town. Neighboring Norton, Easton and Foxborough each run their own building departments, and Mansfield shares a regional public health arrangement with several of them.

What requires a building permit in Mansfield?

Construction, alteration, repair, demolition, a change of use and the installation of regulated equipment need a permit under 780 CMR. The department’s permitting FAQ and its 2026 fee sheets give the local picture of what is routinely filed.

Mansfield permits

  • New houses, additions, decks, basement finishes and renovations
  • Roofing, siding, windows and insulation
  • Detached garages, barns and sheds over 200 square feet at a one- or two-family home
  • Retaining walls and fences over 7 feet
  • In-ground and above-ground pools and hot tubs
  • Solar panels, wood stoves, fireplaces and HVAC systems
  • Demolition, temporary trailers and larger tents
  • Home occupation signs and commercial signs

Read the small print

  • The FAQ sets the shed threshold at 200 square feet for one- and two-family homes but 120 square feet for other properties
  • The FAQ still lists fences over 6 feet; the 2026 fee sheet charges for fences over 7 feet, matching the current code
  • A tent needs a permit when an open tent passes 700 square feet or a closed one passes 400 square feet
  • Work that needs no building permit can still need Conservation Commission approval near wetlands

What the town decides and what the state holds

The Board of Building Regulations and Standards writes 780 CMR, and Mansfield cannot change it. Town meeting controls the general bylaws and the zoning bylaw, and the Select Board sets permit fees. Chapter 94 of the town code adds local rules that sit beside the state code: Fire Department key boxes, in-building radio coverage, the Stretch energy code and the registration of vacant buildings. Chapter 220 is the wetlands bylaw and Chapter 230 the zoning bylaw.

Mansfield building department: who handles permitting

The Building Department reviews and issues building permits and the electrical, plumbing, gas and mechanical permits, and its inspectors carry out the inspections. The Inspector of Buildings also enforces the zoning bylaw, so zoning questions on a building permit are answered at the same counter.

Permit types

Residential permits

Every application starts in PermitEyes. The town’s application guide walks through registering with the New User link, opening a New Application, uploading plans with the paperclip icon and following each step in the Transactions Monitor; a chat icon sends messages straight to Town Hall staff. Once the fee is calculated it can be paid online, or the chat can be used to arrange cash or check. The 2026 sheets say all permits are to be filed online, and the department charges a $75 technology fee when its staff have to enter a permit for the applicant.

Residential work is priced mostly by area: new homes at $0.55 per square foot, and additions, decks, basements and renovations at $0.50 per square foot with a $150 minimum. Permits cannot be refunded or transferred.

Commercial permits

Commercial and industrial buildings, and residential buildings of three or more units, are charged $18 per $1,000 of cost for new construction, additions, renovations, roofing and siding, with a $250 minimum, and the department may ask for the contract to support the stated cost. Chapter 94 adds two local requirements: a building with a fire alarm, sprinkler or other fire protection system, other than a residential building of fewer than six units, needs a Fire Department key box, and a new building, a change of use or an addition of more than 20% must support the town’s police and fire radio coverage, with signal amplification where the structure blocks it.

What comes before the building permit

  • Zoning: Chapter 230 sets uses, setbacks, accessory dwelling units and the Floodplain District. Site plan approval and special permits go to the Planning Board, and variances and appeals to the Zoning Board of Appeals; both boards adopted new filing fees from July 1, 2026.
  • Conservation Commission: the wetlands bylaw covers wetlands, water bodies, banks, flood zones, certified vernal pools and isolated wetlands over 5,000 square feet, plus everything within 100 feet of them. Nothing may be done within 25 feet without a permitted exception, the commission can bar or condition work between 25 and 50 feet, and between 50 and 100 feet an applicant may file a request for determination of applicability. Revised bylaw fees took effect on August 1, 2026, on top of the state wetlands fees.
  • Board of Health and Title 5: a house or addition on a septic system needs Public Health Department review, and existing septic plans can be requested by email.
  • Scenic roads: the Planning Department takes Scenic Road applications under Chapter 167 of the town code, on a form revised in April 2026.
  • Vacant buildings: an owner must register a building with the Inspector of Buildings within seven days of it becoming vacant.

Mansfield permit costs and fees

On May 20, 2026 the Select Board voted 5 to 0 to approve new residential and commercial building permit fees, along with zoning, conservation, fire and water fees, effective July 1, 2026. The fee sheets on the permit page carry that effective date; their file names still say “proposed”. Fees are doubled for work started without a permit.

Worked example: a 2,400 square foot new single-family house pays 2,400 × $0.55 = $1,320 for the building permit. A 300 square foot deck pays 300 × $0.50 = $150, which equals the renovation minimum. Wiring, plumbing, gas and mechanical permits are charged separately.

Trade permits and who may pull them

Electrical, plumbing, gas and mechanical permits are filed in the same PermitEyes account and inspected by the town’s own wiring, plumbing and gas and mechanical inspectors. Wiring work needs a state-licensed electrician and plumbing or gas work a licensed plumber or gas fitter; structural work needs a Construction Supervisor License holder unless a homeowner files as the code allows, and work on an existing owner-occupied home also brings in Home Improvement Contractor registration.

⚠️ Trade fees changed on July 1, 2026. On June 17, 2026 the Select Board approved new plumbing, mechanical and electrical permit fees, effective July 1, so that they line up with the new building fees. The trade fee sheets still linked on the permit page are dated July 1, 2018, so rely on the fee PermitEyes calculates for the application rather than those sheets.

The FAQ notes that before an occupancy permit issues on a new building the building inspector will normally have made at least four inspections, and the wiring, plumbing and gas, and mechanical inspectors at least two each. Fire alarm and sprinkler permits also need Fire Department approval through the same portal.

Review, corrections and what causes delay

780 CMR 105.3.1 gives the building official 30 days from filing to grant or refuse a permit. In Mansfield the most common hold-ups are outside the department: a Conservation Commission site visit to settle jurisdiction, a Planning Board or ZBA hearing, or a septic design waiting on the Public Health Department. An application without the plot plan, drawings or contractor documents also sits until they are uploaded.

Inspections in Mansfield

Inspections are scheduled through PermitEyes, where the department posts instructions for each permit; call (508) 261-7360 if a stage does not appear on your record. The permitting FAQ describes the sequence as plan review, a decision, inspection of each phase for compliance with the approved documents, then final acceptance.

A failed or incomplete residential inspection costs $50 to repeat and a commercial one $100. The occupancy permit, where one is required, is the last step, issued after the building and trade inspectors have accepted the work.

Building and energy code in Mansfield

Massachusetts has one State Building Code, 780 CMR, for every city and town; towns cannot rewrite it, though many opt into a stricter energy code. The trades run under their own state codes. Massachusetts rules

Mansfield enforces the 10th edition of 780 CMR; a Public Notice page on the town site still describes the older ninth edition. Article IIIA of Chapter 94, added by the April 13, 2021 annual town meeting, makes all construction in town comply with the Stretch energy code, including later editions, from the date the Attorney General approved it or September 1, 2021, whichever came later. The town code shows no adoption of the Municipal Opt-in Specialized code. FEMA lists Mansfield (community 250057) as a participating community in the National Flood Insurance Program, with flood maps effective July 16, 2015; the town’s flood map page links them.

Mansfield permit search and official resources

The PermitEyes public view lists Mansfield building and fire permits and applications without a login. Paper copies of permits can be requested from the Building Department at Town Hall, and older files can be sought through a public records request.
