North Attleborough’s Building Department, on the upper level of Town Hall at 43 South Washington Street, permits and inspects all new residential and commercial construction, alterations, repairs, demolition, and telecommunications and solar installations in the town, along with the electrical, plumbing and gas work. Applications go through the ViewPoint Cloud online system; paper drop-offs cost an extra $25 each. Under the fee schedules approved in June 2024, a new single- or two-family home is $0.55 per square foot of living area with a $400 minimum that includes the certificate of occupancy.

The town’s own bylaws add three time limits to know: work must be actively under way within six months of a permit and finished within two years, a demolition of a building 80 years or older can be held for six months by the Historical Commission, and the Stretch energy code has applied since January 1, 2020.

North Attleborough’s Building Department covers the whole town, Attleborough Falls included. The City of Attleboro next door has its own building department and rules.

What requires a building permit in North Attleborough?

Any new construction, reconstruction, alteration, repair or demolition needs a permit, and the department publishes plain local guidelines for the projects that cause the most questions. Each dwelling unit needs its own permit for work inside that unit, and work in a basement or common area needs a separate one.

North Attleborough rules

  • Anything larger than 5 feet by 5 feet counts as a structure and needs a building permit, plus separate electrical or plumbing permits if those trades are inside
  • Pools with 24 inches of water or more follow the town’s General Pool Regulations and zoning setbacks
  • Retaining walls over 4 feet need stamped engineered plans
  • Roofs, siding, windows and doors, and insulation each carry a small flat permit fee
  • Telecommunications and solar equipment
  • Demolition, after any Historical Commission review

Fences

  • In a residential district a fence over 6 feet needs a variance from the Zoning Board of Appeals
  • A building permit itself is needed only for a fence 7 feet or taller, according to the fence guidelines
  • Wetland rules still apply to fences in a jurisdictional area
  • On a corner lot, nothing over 2½ feet may stand in the 25-foot sight triangle

What the town decides and what the state holds

The Board of Building Regulations and Standards writes 780 CMR, and North Attleborough cannot amend it. The town decides its permit fees, its zoning bylaw (Chapter 290) and setbacks, the permit time limits in Chapter 123, the Stretch energy code adoption, the demolition review in Chapter 167, the Board of Health’s septic management rules (Chapter 383), and its wetlands review.

North Attleborough building department: who handles permitting

Building Commissioner Bryan Butler, who is also the town’s ADA Coordinator, heads the department, with a local building inspector and the town’s plumbing and gas and electrical inspectors. Building inspectors enforce 780 CMR, the Architectural Access Board rules (521 CMR), the state Zoning Act and the town’s zoning bylaw; the plumbing and gas inspectors enforce 248 CMR, which the department notes was updated in December 2023.

Permit types

Residential permits

The residential schedule covers one- and two-family homes. New homes, whether built on site, modular, mobile or relocated, are charged on living area; additions, decks, ramps, garages and renovations are $0.45 per square foot with a $125 minimum. Sheds and other accessory buildings need the setbacks for their zoning district: a building under 200 square feet and less than 12 feet tall may sit at half the side and rear setbacks, and in the R-15, R-20 and R-40 districts a detached accessory building otherwise needs 15-foot side and rear yards. A shed larger than 14 by 24 feet should be discussed with the department first. Applications carry the property owner authorization form, the workers’ compensation affidavit and, for home improvement work, the Home Improvement Contractor Law supplement.

Commercial permits

Commercial buildings and multi-family dwellings of three units or more use the commercial schedule: $0.50 per square foot for a new shell or a tenant fit-up, $1.00 for both together, and $0.50 for additions, decks and alterations with a $150 minimum. Commercial roofing and siding are $0.15 per square foot ($100 minimum, $1,000 maximum), signs $3 per square foot ($75 minimum), and a new-tenant certificate of occupancy $100. Other commercial items include a new mechanical system at $20 per ton ($100 minimum, $1,000 maximum), a foundation-only permit at $100, demolition at $200, tents at $100 each, a communications tower at $1,200 and antennas at $125 each. Sprinkler work files the NFPA 13 owner’s certificate, and larger buildings use the initial and final construction control documents.

What comes before the building permit

  • Zoning: the Zoning Board of Appeals hears variances, such as for fences over 6 feet, and the Planning Board handles site plans and subdivisions; the zoning map and bylaw set the setbacks, with two front setbacks on a corner lot.
  • Conservation Commission: the commission reviews work in wetland resource areas and buffer zones under the Wetlands Protection Act regulations, and takes its own applications through ViewPoint.
  • Health and Title 5: septic work goes through the Health Department under Title 5 and the Board of Health’s septic management regulations.
  • Demolition review: within seven days of a demolition application for a building 80 years or older, the Building Department sends it to the Historical Commission, which decides within 30 days whether it is significant; a significant building cannot get a demolition permit for six months, and an illegal demolition blocks new building permits on the lot for 18 months.
  • Historic district: the Historical Commission keeps an inventory of the houses in the Attleborough Falls Historic District along Mount Hope Street.

North Attleborough permit costs and fees

The building, electrical, plumbing and gas schedules were approved in June 2024. Fees may change with the scope of work and must be paid in full before an inspector comes to the site. A project with several items on the description is charged item by item.

Worked example: a new 1,800-square-foot home is 1,800 × $0.55 = $990, above the $400 minimum and including the certificate of occupancy; a 400-square-foot addition is 400 × $0.45 = $180. Work that goes beyond the scope of an existing permit needs a supplemental permit at double the fee.

Trade permits and who may pull them

Electrical, plumbing and gas permits are filed in ViewPoint alongside the building permit and inspected by the town’s own inspectors under 527 CMR 12 and 248 CMR. Every dwelling unit needs its own trade permits too. On the electrical side, main devices such as a service change, generator, central air unit, hot tub, pool, meter or EV charging station are $40 each; plumbing and gas are $50 plus $10 per fixture for houses and $100 plus $20 per fixture for commercial and multi-family work. A water heater replacement is $50 for each permit it needs, and a new mobile home is $100 for plumbing and $100 for gas.

The inspection policy makes the trades part of the building sequence: the plumbing, gas and electrical roughs must pass before the building inspector will schedule the rough frame.

Massachusetts has no general contractor license: the supervising individual holds a Construction Supervisor License, and contractors working on existing owner-occupied homes register as Home Improvement Contractors. Massachusetts rules

How to apply for a North Attleborough building permit

1. Check zoning and setbacks

Find the zoning district on the town map, then the setbacks in the zoning bylaw; allow two front setbacks on a corner lot.

2. Clear the boards

Get a ZBA variance where needed (fences over 6 feet, for example), a Conservation Commission decision near wetlands, Health Department septic approval, and Historical Commission review for an older building to be demolished.

3. Register in ViewPoint Cloud

Create a user account, then submit the application online, or use the public kiosk at the department.

4. Attach the forms

Plans, owner authorization, workers’ compensation affidavit and the HIC supplement where it applies.

5. Pay and receive the permit

Pay the fee for each project item; paper applications add $25 and wait longer.

6. Start within six months

Work must be actively pursued within six months and completed within two years; 90-day extensions are possible for reasonable cause.

Review, corrections and what causes delay

Under 780 CMR 105.3.1 the building official must act within 30 days of filing. In North Attleborough a paper drop-off adds its own waiting period, and the department asks for a foundation as-built before the foundation inspection on additions and new buildings, so ordering the survey late can hold the job up.

Inspections in North Attleborough

Since January 1, 2021 every inspection must be requested through ViewPoint, giving the inspection type and the applicant’s name and number; the department then confirms the schedule. An adult over 18 must be present, and on commercial jobs the contractor must be on site. The street number must be marked or the inspection fails with a $35 re-inspection fee. All permits are posted in the building, usually in a front window, with the permit card for new construction in a zip-lock bag on the address board, and stamped plans stay on site from rough through finals.

The sequence includes excavation, open-hole footings for decks, additions and sheds, footing and foundation (with the foundation as-built), masonry fireplaces at the first flue tile, HVAC and sheet metal with the rough frame, rough frame once the house is weather-tight, insulation, and finals. Off-hours inspections can be requested for a flat $150, depending on availability.

Building and energy code in North Attleborough

Massachusetts has one State Building Code, 780 CMR, for every city and town; towns cannot rewrite it, though many opt into a stricter energy code. The trades run under their own state codes. Massachusetts rules

North Attleborough enforces the 10th edition of 780 CMR. Article II of Chapter 123 of its general bylaws incorporates the Stretch energy code, with future editions, effective January 1, 2020, enforced by the Building Inspector; the bylaws contain no Municipal Opt-in Specialized code. New FEMA flood maps for the town took effect on June 23, 2026, and FEMA lists North Attleborough as a participating National Flood Insurance Program community.
