Inside Rathdrum city limits, building and mechanical permits come from the City’s Building Department, part of Community Development at City Hall, and applications are filed through BS&A Online. Electrical and plumbing permits come from the State of Idaho. The permit fee for a new building is its gross floor area times the ICC construction cost per square foot times 0.00764, and plan review adds 25% for homes or 65% for commercial work.
What requires a building permit in Rathdrum?
Rathdrum City Code 9-1-9 requires a separate building permit before anyone erects, enlarges, alters, improves or converts a building used for human habitation (an attached garage included), a commercial or industrial building, or a public building. The Building Department sorts projects by the checklists it publishes, and each one names the plans that permit type needs.
Residential
- New single-family homes, duplexes, triplexes and multifamily buildings of 4 or more units
- Additions and alterations, including finishing a basement
- Sheds, shops, carports, porches and canopies over 200 sq ft
- Decks, deck stairs of 5 or more risers, patio covers and enclosures
- Re-roofs, re-siding and window replacement
- Solar panels
- Setting a manufactured, mobile or modular home
- Demolition, interior or exterior
Commercial
- New structures, additions and alterations
- Accessory structures over 200 sq ft
- Change of occupancy and tenant improvements, including moving non-bearing walls and doors
- Mechanical work and kitchen hoods
- Re-roofs and re-siding
- Solar panels
- Pedestal and monument signs
- Demolition and building moves
Small structures: a structure under 200 sq ft does not need a building permit, but the City offers an optional site permit so you can confirm the placement meets City Code before you build; the FY2027 planning fee schedule lists it at $15, as a setting permit for any structure under 200 sq ft. A structure under 200 sq ft that people can remain underneath, such as a canopy, does need a building permit.
Exempt by ordinance: the City’s adoption of the 2018 International Building Code exempts agricultural buildings, and its adoption of the 2018 International Residential Code deletes the home fire-sprinkler section (R313).
Separate from the building permit, Public Works requires a site disturbance permit when at least 10,000 sq ft of a residential site or 5,000 sq ft of a nonresidential site is disturbed, and a right-of-way encroachment permit for any work in City right-of-way, driveway approaches included.
Who issues Rathdrum building permits?
The Building Department sits inside Community Development, alongside Planning & Zoning, and its Building Official is Daron Neet. It reviews plans, issues building, mechanical, roofing, solar, demolition and manufactured-home setting permits, and inspects the work. Planning and Engineering review the same application for zoning, site and public-works compliance before the permit is issued.

Outside city limits: the City permits only land inside its boundary. Parcels in unincorporated Kootenai County, including Rathdrum’s area of impact (the current map is Kootenai County Ordinance No. 633, adopted December 23, 2025), go to the Kootenai County Building Division, which has jurisdiction over structures in the county but not inside any city.
Rathdrum permit types and online filing
Building, planning and engineering applications all go through BS&A Online; Planning & Zoning states that it accepts no paper or emailed submittals. In the portal you pick the permit type that matches your checklist, for example Res - Single Family, Residential - Other Structure, Roof, Demolition, Solar Panels - Residential, Mechanical, Commercial or Site Permit.
Forms the Building Department publishes for upload with the online application:
- Building Permit Application, which asks for the job address, parcel number, owner, contractor, engineer and construction cost valuation. Its second page is the owner or lessee consent that lets City inspectors enter the property for the inspections that permit requires.
- Residential and Commercial Mechanical Permit Applications, filed as their own submittal under Mechanical Permit.
- Change of Occupancy / Tenant Improvement Application and its Regulatory Compliance Form, which Northern Lakes Fire Department, Panhandle Health and the state electrical and plumbing office each sign off.
- Design Professional Form.
- Mobile Home/Manufactured Home Snow Load Form; outside a manufactured home park, the home must be built for a 40 psf roof snow load or have a separate roof cover that carries it.
- Mechanical worksheets: Duct Leakage Report, Air Balancing Form, HVAC System Design Form, Combustion Air Worksheet and Commercial Kitchen Hood Worksheet.
By signing the application you also confirm that you and every contractor or subcontractor on the job hold a current Rathdrum Business License ($25 new, $15 renewal).
Permit costs and fees in Rathdrum
Fees come from the FY2027 Master Fee Schedule, adopted by Resolution No. 2026-398 on September 23, 2026 and effective October 1, 2026. New buildings are not priced from a valuation table; the City uses one formula:
Permit fee = gross square feet × ICC square-foot construction cost × 0.00764. The construction cost comes from the ICC August 2026 Building Valuation Data table, by occupancy group and construction type. It is a cost figure used to work out the fee, not the fee itself.

For example, the August 2026 ICC table lists one- and two-family dwellings of Type VB (wood-frame) construction at $177.63 per sq ft. A 2,000 sq ft house on that row has a permit fee of 2,000 × $177.63 × 0.00764 = $2,714.19 and a plan review fee of $678.55. An attached garage is added on the table’s Utility row ($71.79 per sq ft for Type VB).
A new home also carries the City’s site, impact and connection charges from the same schedule: $100 planning site review and $100 site inspection, $300 engineering inspection and $100 right-of-way permit inspection, a park impact fee of $2,242.70 and a police impact fee of $1,284.37 per single-family dwelling, a circulation impact fee of $280.23 per average daily trip, a water capitalization fee of $5,661 for a 3/4-inch to 1-inch meter and sewer capitalization fees that total $8,666 per equivalent residential unit.
Building without a permit doubles the original fee. Card payments carry a 2.95% plus $0.50 convenience fee charged by the payment vendor. A written fee protest must reach the Building Department within 10 business days of payment, and the Building Official has 5 business days to answer.
Electrical, plumbing and mechanical permits in Rathdrum
Rathdrum runs its own mechanical and fuel gas program under City Code Title 9, Chapter 2 (2018 International Mechanical Code and International Fuel Gas Code), so furnaces, heat pumps, air conditioning, gas piping, fireplaces, wood stoves and kitchen hoods are permitted by the City. Electrical and plumbing permits are not: the City’s tenant improvement checklist sends applicants to the State of Idaho for both (DOPL, 208-334-3233).

City Code 9-2-8 makes it unlawful to work as a gas installer in Rathdrum without a fuel gas installer’s licence from the City of Coeur d’Alene, the City of Spokane or a comparable licensing authority, and the residential mechanical worksheet asks for that licence number on underground gas lines. Northern Lakes Fire Department (208-772-5711) signs off on change-of-occupancy and tenant improvement applications.
Application documents and plan review
Each checklist lists what to upload, and every one states that plans must be professionally stamped. Staff first check that the submittal is complete, then invoice the fees; the application is not treated as complete until they are paid.

Rather not deal with the building department?
Get a free quote →Smaller jobs need less: a roof permit takes the application and a scope of work; a demolition permit takes a site plan or scope of work and an asbestos removal report; residential solar takes the plans (layout, racking, labelling), manufacturer documents, a site plan and an engineer’s letter for manufactured homes and homes built before 1986.
Design to the City’s published criteria: 56 psf ground snow load and 40 psf minimum roof snow load, 24-inch frost depth, 115 mph wind speed for homes, Exposure B, Seismic Design Category C, and ice shield underlayment on roofs.
An application becomes void if the permit is not purchased within 180 days of submittal. Annexation, zone change, preliminary plat and site plan applications for commercial, industrial or multifamily projects of 4 or more units must also include the signed Adequate Public Facilities Review checklist; tenant improvements that need no site plan are exempt.
How to apply: 7-step Rathdrum process
Use the Kootenai County GIS portal linked from the City’s Mapping Services page; land outside the boundary is permitted by Kootenai County.
The City suggests a pre-application meeting for new businesses and vacant commercial lots. The FY2027 fee is $750 for the initial meeting and $350 for each follow-up.
Download the checklist for your permit type from the Building Department page and prepare the stamped plans it lists.
Choose Apply for a Building Permit, sign in or register (contractors and design professionals use their own sign-in link), select the property by address, parcel number or owner name, choose the permit type and upload the documents.
Mechanical work, work in the right-of-way and public-works construction each go in under their own permit type.
Once staff accept the submittal you are invoiced, and you pay from the View My Activity screen. Redlined plans may come back to fix and resubmit; later changes to approved plans need a new approval.
Schedule each inspection online in BS&A until the final inspection and, for commercial projects, the Certificate of Occupancy.
Rathdrum inspections
Inspections are scheduled online through the Schedule an Inspection service in BS&A Online. The City’s building inspectors cover building and mechanical permits; right-of-way and public infrastructure work is inspected by the Public Works inspector or project manager.
Under the consent form that goes in with the application, inspectors will not enter a closed, locked or fenced area, a building, garage or back yard unless the contractor, owner, lessee, occupant or another adult is there to give access. If the work is not ready or access is not available, the inspection can be cancelled, failed or rescheduled, and a re-inspection fee ($250 on the FY2027 schedule) may be charged.

On a new home, the residential landscape bond ($5,700 for a front yard, $5,700 for a back yard, $1,800 for side yards) is refunded at the Certificate of Occupancy if it has not been used.
Local Rathdrum details that matter
Change of occupancy: before a new business moves into an existing building, the Building Department makes one courtesy visit to decide whether the change is the same, minor or major. A change of occupancy has to be addressed by an Idaho-licensed architect or engineer under Chapter 9 of the 2018 International Existing Building Code; where nothing needs to change, a stamped letter can be enough and a minimum permit fee and new Certificate of Occupancy follow.
Early earthwork: on a commercial lot you can apply for a Site Disturbance Permit and start moving dirt while the building plans are under review. Public infrastructure work waits for the Development Agreement, the Construction Improvement Agreement, a certificate of insurance and a pre-construction meeting with the Public Works Project Manager.
Floodplain: Rathdrum joined the National Flood Insurance Program in 1981 and uses 2010 flood maps. A floodplain development permit is a separate Planning application, and floodplain review costs $25 per residential lot or $350 per subdivision or commercial project.
Sewer and health sign-offs: the sewer capitalization fee includes shares of the Post Falls treatment plant and the Rathdrum-to-Post Falls transmission main. Panhandle Health (208-415-5220) signs the regulatory compliance form on tenant improvements.
Water meters: builders order and collect the water meter through the City; a 3/4-inch meter costs $420.83 and a 1-inch meter $489 on the FY2027 schedule, and water and sewer taps are $300 each.
Idaho building code
Idaho’s building codes are set statewide and enforced by the cities and counties that run a building program: the 2018 International Building Code and the Idaho Residential Code (based on the 2018 IRC), the 2018 Idaho Energy Conservation Code, the 2023 National Electrical Code, and a state plumbing code based on the 2015 Uniform Plumbing Code rather than the International Plumbing Code.
