Inside Hayden city limits, the City’s Building Department at 8930 N. Government Way issues building and mechanical permits, and every application goes through the City’s online permit portal. Under the fee schedule that took effect on October 1, 2026, the permit fee comes from a valuation table, a plan review fee of 25% (homes) or 65% (commercial) is paid before review starts, and inspections booked online by 8:00 a.m. are usually done the same day. Electrical, plumbing and sewer permits are handled by the Idaho Division of Occupational and Professional Licenses.

What needs a building permit in Hayden?

Hayden applies the permit sections of the 2018 building and residential codes: an owner needs a permit to construct, enlarge, alter, repair, move, demolish or change the occupancy of a building, or to install or replace a mechanical or gas system. The City publishes the exempt-work lists it uses, and they are different for homes and for commercial property. Exempt work still has to meet the setbacks in City Code 11-2-3.

Exempt at a house

  • One-story detached accessory structures up to 200 sq ft, meeting the zone’s setbacks
  • Fences not over 6 ft high
  • Retaining walls not over 4 ft, unless supporting a surcharge
  • Sidewalks and driveways
  • Painting, tiling, carpeting, cabinets and counter tops
  • Prefabricated pools not more than 4 ft deep
  • Detached decks up to 200 sq ft, not more than 30 inches above grade and not serving the required exit door
  • Swings, playground equipment and flag poles

Exempt on commercial property

  • One-story detached tool or storage sheds up to 120 sq ft
  • Fences not over 7 ft high
  • Retaining walls not over 4 ft, unless supporting a surcharge
  • Sidewalks and driveways not more than 30 inches above grade and not part of an accessible route
  • Painting, papering, tiling, carpeting and similar finish work
  • Movable fixtures, cases, racks, counters and partitions not over 5 ft 9 inches high

Everything else needs a City permit, and the City has a checklist for each type: single-family homes, duplexes, townhomes, additions, alterations, accessory structures, accessory dwelling units, roofing, siding, windows and doors, solar, swimming pools, manufactured homes, demolition, signs, and the commercial equivalents. Re-roofing, re-siding and window changes are all permit types with their own fee line.

Work found under way without a permit is charged an investigation fee equal to the minimum permit fee, on top of the permit fee itself.

Who issues building permits in Hayden?

The City of Hayden issues building and mechanical permits so that buildings meet minimum life safety and structural standards. Building, Engineering, Planning and Public Works review each project together. The state, not the City, handles electrical, plumbing and sewer permits.

The City permits only property inside Hayden. A Hayden mailing address outside the city limits is in unincorporated Kootenai County or in the separate City of Hayden Lake, and those governments issue their own permits. The City may bill staff time for reviewing projects in its Area of City Impact.

Hayden permits and the online portal

All City permits are submitted and managed in the online permit portal. Register an account, then call or email the Building Department to have your username linked. There is a kiosk in the Building Department where staff will walk you through an application.

The portal application has six steps: choose the property by address, parcel or owner; enter the permit type and work description; confirm the applicant and who gets status emails; skip the fee estimate, because staff add the fees for most permit types; attach the documents; and submit.

  • Residential permits: Single Family, Duplex, Townhome, Addition, Alteration, Accessory Structure, Accessory Dwelling Unit, Other Structure, Roofing, Siding, Windows and Doors, Solar, Swimming Pool and Mechanical.
  • Commercial permits: New Construction, Multi-Family, Condo, Addition, Alteration (tenant improvement), Foundation, Accessory Structure, Other Structure, Roofing, Siding, Windows, Solar, Swimming Pool and Mechanical.
  • Other City permits: Site, Sign, Demo Structure, Manufactured Home, Sewer Connection, Right-of-Way Encroachment and Verification of Occupancy.
  • Forms: Permit Application, Commercial Permit Application Packet, Design Professional Worksheet, Owner Authorization Form, Pre-Development Meeting Application and Request for a Temporary Certificate of Occupancy.

An accessory dwelling unit needs its own permit submittal in addition to the house or accessory structure permit it is built in. A permit expires if work does not start within 180 days, or if work stops for 180 days. An expired permit can be reinstated for a further 6 months on written request; the October 2026 fee schedule sets the reinstatement fee at $85.

Hayden building permit fees

Fees come from Table 5 of the City’s Official Fee Schedule effective October 1, 2026. The City works out the valuation from the International Code Council’s current Building Valuation Data, then reads the permit fee from the table below. A $50 application processing fee applies.

The plan review fee is added to the permit fee, and neither it nor the processing fee is refundable. For example, a home valued at $350,000 has a building permit fee of $2,393.75 and a plan review fee of $598.44, before mechanical, impact and sewer fees.

Impact and sewer fees for a new home: the schedule lists a City parks impact fee of $2,762 and a transportation impact fee of $2,946 for a single-family home with 1,000 to 2,499 sq ft of conditioned space, a fire district impact fee of $1,302 in the Northern Lakes Fire Protection District or $1,207 in Kootenai County Fire and Rescue, $132 for Kootenai County EMS, and a residential sewer capitalization fee of $13,500 per dwelling unit.

Mechanical, electrical and plumbing permits in Hayden

Mechanical permits are City permits. Hayden issues its own mechanical permits under the 2018 International Mechanical and Fuel Gas Codes, and both the residential and the commercial checklists include a mechanical submittal. A residential HVAC system review and permit is $350, with a $40 processing fee and per-item charges such as $25 for a gas furnace, $21 for a gas water heater and $3 for each gas piping outlet. Commercial mechanical permits are priced on the contract: 3% up to $20,000, sliding to 0.5% plus $3,200 above $100,000, with a flat $220 for a commercial equipment replacement.

Electrical, plumbing and sewer permits are state permits. They come from the Idaho Division of Occupational and Professional Licenses, whose regional office is at 1250 Ironwood Drive, Suite 220, Coeur d’Alene. Its main number is 208-334-3233; inspections are requested through its online services or on its inspection line, 208-332-4700. State approvals can be uploaded with a City inspection request.

Fire department sign-off is required on every commercial or light industrial permit for a new structure, remodel or addition. Northern Lakes Fire (208-772-5711) is the fire district the City lists first; Kootenai County Fire and Rescue serves only the area south of Prairie Avenue.

Design criteria: Climate Zone 5, seismic design category C, 90 mph wind speed (115 mph 3-second gust), a 24-inch minimum frost depth and 1,500 psf soil bearing without a soils investigation. The prescriptive residential roof snow load is 40 lb per sq ft south of Miles Avenue and 50 lb per sq ft north of it; commercial designs use site-specific snow loads.

Review timing: after you submit, staff check that the package is complete and email the plan review invoice, with a list of anything still missing, within 5 to 10 business days. Plan review starts once that invoice is paid. The City recommends a free Pre-Development Meeting before submitting, especially for an accessory dwelling unit.

How to apply for a Hayden permit: 6 steps

1. Find the zone and setbacks

Call 208-209-1021 for the zoning, then check City Code 11-2-3 for the setbacks.

2. Get the outside sign-offs

The water purveyor signs the application for any new structure or addition, and Panhandle Health signs it if the property is on septic.

3. Pick the checklist and prepare PDFs

Each permit type has its own checklist on the Building page.

4. Apply in the portal

Select the property, the permit type and the applicant, attach every required document and submit.

5. Pay the plan review invoice

It arrives by email within 5 to 10 business days, and review begins after payment.

6. Pay the permit fees and schedule inspections

Use the QR code on the permit or the portal to book each inspection.

Hayden inspections

Inspections are scheduled online only; the City closed its inspection phone line on January 1, 2025. Scan the QR code printed in the upper right corner of the permit, or use the portal: enter the permit number, choose the inspection type and date, give the email address that should receive the result, attach any documents and add notes for the inspector, such as a requested time.

In most cases an inspection scheduled by 8:00 a.m. is done the same day. If the day’s requests run over, the City phones to reschedule. Documents such as air balance and duct leakage reports, insulation certificates and state permit approvals can be uploaded in the fourth scheduling step or emailed to the permits inbox.

A final inspection is not scheduled until all required documents and outside approvals are in place. A re-inspection costs $105, and a commercial final re-inspection $180.

Local Hayden details that affect a permit

Water districts: water is not a City utility. The Avondale Irrigation District (208-772-5657), Hayden Lake Irrigation District (208-772-2612) and North Kootenai Water District (208-687-6593) each operate independently, and the right one has to sign off on new structures and additions.

Sewer: a Sewer Connection Authorization Permit costs $70 from the City, and a new dwelling pays the $13,500 sewer capitalization fee. A non-commercial accessory building with a bathroom is charged the same capitalization fee.

Septic: where a property is on septic, the permit comes from Panhandle Health District’s Environmental Department, 8500 N. Atlas Road, Hayden (208-415-5100). Its sign-off is also required on all commercial and light industrial building applications.

Accessory dwelling units: one per lot, no larger than 1,000 sq ft, using the existing driveway, with a separate entrance and a setback of 30 ft from the front property line and 10 ft from the side and rear. For sewer and impact fees the City counts it as a separate single-family dwelling.

Paved driveways: new homes, duplexes, accessory structures and additions of 50% or more of the existing floor area must be served by a paved driveway, approach and parking under City Code 11-4-6.

Frontage improvements: City Code 11-4-7 can require paving, curbs, swales, sidewalks and a right-of-way dedication along the frontage, and the single-family checklist asks for stamped civil plans when a home goes on a previously undeveloped lot.

Roads: work in a City right-of-way needs a Right-of-Way Encroachment Permit, with a $50 processing fee and a $110 base fee. The City also lists the Lakes Highway District (208-772-7527) among the outside agencies a project may have to contact.

Idaho building code

Idaho’s building codes are set statewide and enforced by the cities and counties that run a building program: the 2018 International Building Code and the Idaho Residential Code (based on the 2018 IRC), the 2018 Idaho Energy Conservation Code, the 2023 National Electrical Code, and a state plumbing code based on the 2015 Uniform Plumbing Code rather than the International Plumbing Code.
