What requires a permit in Jefferson County?
The County requires a permit to construct, enlarge, alter, repair, move or demolish a building or structure, or to change its occupancy. Its list includes:

The department enforces the International Codes as adopted and amended by Georgia, issues building permits and enforces the County’s erosion and sediment controls. The permit application lists the special approvals that may be needed before issue: zoning, the Health Department, a soil report and the power provider (Georgia Power or Jefferson Energy).

- Avera, Bartow and Stapleton: the County’s published sources do not say who issues building permits in these towns; contact the town hall before applying.
Electrical, plumbing, HVAC and fire review
The County’s application states that separate electrical, plumbing and heating, ventilating or air conditioning permits are required only when the job is not already classed as new construction, an addition or a move. The application also carries separate permit numbers for mechanical and solar work. For new construction, the building permit package must include copies of the state business licences of the building contractor, electrician, HVAC contractor and plumber.

- The permit application, filled out and signed by the owner or authorised agent
- A copy of the contractor’s proposal
- Copies of the state business licences of the building contractor, electrician, HVAC contractor and plumber
- A set of construction plans
- The permit fee, based on the project value
The application also asks whether the land is subject to flooding (with the flood elevation and flood zone), whether a soil erosion and sedimentation permit is needed and its plans approved, the water supply (well or public water) and sewage (septic or sewer), and for proof that property taxes are paid and current. Fees can be paid by check, money order, cash or credit card.

Inspections and closeout
The builder is responsible for calling for each inspection. The County asks for 24 hours’ notice for each inspection and recommends calling 24 to 48 hours before it is needed, on 478-625-4032. Mobile homes must have water and sewage connected before they are inspected.
A permit becomes void if work does not start within 6 months, or if work stops or is abandoned for 6 months at any time after it starts. Permit fees are not refunded.

Land disturbance: the County’s land disturbance application asks for the disturbed acreage, the Notice of Intent submittal number, the contractor’s erosion control certification number and a 24-hour contact, and whether a septic letter has been obtained. The applicant accepts responsibility for carrying out the approved erosion and sediment control plan and grants County staff the right to enter the site to inspect it.
