Outside Cochran’s city limits, building and trade permits in Bleckley County come from the County’s Building and Permit Department, 112 N 2nd Street, Cochran (478-934-3200 ext. 7). What requires a permit in Bleckley County?

Under Section 14-74 of the County code, anyone who builds, enlarges, alters, repairs, moves, demolishes or changes the occupancy of a building, or installs or changes electrical, gas, mechanical or plumbing systems, must first get a permit from the building official, at least eight hours before work begins. In an emergency, the permit must be obtained within 24 hours of the next business day. The County’s portal has applications for:

The department reviews applications, issues permits, carries out inspections and answers zoning questions. Under the County code, the building official is hired by the sole commissioner and runs the building department.

Since March 1, 2025 the City of Cochran has provided all permitting, including plan review and inspections, for projects inside city limits: residential and commercial building permits, trade permits and development permits are filed at City Hall. Permits that Bleckley County issued before the change are still inspected by County staff. The County portal’s older note, that new construction in the city needs City Planning and Zoning approval before a County application, predates this change.

Allentown lies only partly in Bleckley County. The City lists only water and fire protection among its services, and the published sources do not say who issues building permits for the part of Allentown in Bleckley County; call Allentown City Hall, 1475 Allen Avenue (478-962-0454, weekdays 9:00 a.m. to noon), before applying.

The County’s iWorQ citizen portal has three application types and a permit search; contractors need their contractor access code before they start.

  • New Residential Construction Building Permit Application: you must already have a 911 address from the 911 Department, a perc test from the Health Department and a copy of the house plans. Work done without a general contractor needs the Homeowner Affidavit.
  • Project Permit Application: for mobile home installation or removal (911 address and perc test first), electrical work, mechanical / HVAC work, plumbing and remodels or additions. Georgia requires paid electricians, plumbers and HVAC mechanics to hold an active licence.
  • Commercial Building Permit Application: call the Building Department to schedule a review of the permitting process before you apply.

The Homeowner Affidavit is sworn before a notary. The owner-occupant confirms that the work is for their own use, is not being built or altered to be sold or leased, and that they have not sold a building they built as their own contractor in the past 24 months. The owner also carries the insurance, schedules every inspection, and cannot expect design help from the building official or inspectors.

  • Fees are paid before the permit is issued, and an amended permit is released only after any extra fee for a higher cost estimate is paid.
  • Starting work before the permit is issued brings a penalty of 100% of the usual permit fee, on top of the fee itself.
  • The valuation must include the total cost of the work, including electrical, gas, mechanical and plumbing equipment, materials and labor; an underestimated valuation can lead to the permit being refused.
  • After a natural disaster, the building department may waive permit fees.
