Outside Fitzgerald’s city limits, building, electrical, plumbing and mechanical permits come from Ben Hill County Building, Licenses & Zoning, 212 E Central Ave, Fitzgerald (229-426-5100). The County issues a permit only after the zoning is confirmed, the 911 address is set and the septic permit is on file; building permit fees run from a $30 minimum on a valuation table, and the permit covers up to five inspection visits.

Call 1-855-478-4290 →A service that has been off for more than 6 months needs a $30 inspection. Wells and pivots are charged on the electrical table for the size of the service. On a new home, temporary service is covered by the building permit.
Application documents
The County issues a permit only once three things are in place: the property is zoned for the project, the 911 address has been set and checked by Ben Hill County Emergency Services, and the landowner’s septic permit has been received. The Zoning Approval Form is also needed for the health permit and the flood and wetlands determination.
- A copy of the plat with the structure located on it, the legal description, and the deed or other proof of ownership (Clerk of Court, 229-426-5135)
- House plans with elevations and electrical, plumbing and mechanical information
- Heated and unheated square footage
- Contractor and owner information; the owner also signs if someone else applies
- Septic permit from the Health Department, or a letter from Fitzgerald Utilities (229-426-5400) where the property is on city water or sewer

Make sure the property is zoned for the project and use; rezonings, variances and special exceptions cost $300.
Fill in the top of the Address Request Form and return it to Building and Zoning; Emergency Services sets the address and fire district.
Take the septic application to the Health Department once the address is confirmed, or get a Fitzgerald Utilities letter if on city service.
Submit the building application with the plat, deed, plans and square footage, plus a separate trade application from each licensed subcontractor.
Pay the valuation-based fee, then post the 911 address and the permit box on site and provide a portable toilet for workers.
Foundation, rough, insulation and final inspections lead to permanent power and the certificate of occupancy.
Ben Hill County inspections
The building permit covers up to five inspection visits:
- Foundation, with verification of termite treatment
- Rough framing, wiring, plumbing and HVAC, before insulation and wall covering, with wiring in boxes and ground wires tied together
- Insulation, before wall covering
- Final, required for permanent power and the certificate of occupancy
Additional inspections cost $25 each. The 911 address and permit box must be posted before any inspection, and each subcontractor schedules the inspection of their own work.
Manufactured homes and other local rules
Manufactured homes: a home moved into or within the county must carry a HUD certification tag, sit on land zoned for manufactured homes and have its 911 address assigned before permitting. A licensed dealer or installer buys the setup permit ($135 single, $200 double, $265 triple wide, covering setup, electrical, plumbing and HVAC) and attaches it to the panel box. You also need a septic permit or re-inspection, a print-out from the Tax Assessor (229-426-5147) and a decal from the Tax Commissioner (229-426-5144). The home must be tied down and blocked with landings, steps and railings in place; do not fully underpin it before inspection, give 24 hours’ notice, and expect $25 for each re-inspection. Carports, porches and additions are permitted separately.
