What requires a building permit in Irvine?

PermitsDIRECT! issues instant permits for residential reroofs, water heaters, residential and commercial HVAC changeouts, electrical panel upgrades, rooftop solar or battery storage and miscellaneous residential work. A project not on that list may still need a standard plan-check permit; call Community Development at 949-724-6313.

Single-family rooftop solar of 10 kW or less can also use the City’s expedited AB2188 electronic submittal through Irvine Ready Go Post.

Irvine’s local amendments to the 2025 California Building Standards Code are in Division 9 of Title 5 of the Irvine Municipal Code. Among them:

• Fire sprinklers in new non-residential buildings over 5,000 square feet or more than two stories, and in all new residential buildings.
• All new roofs must be Class A.
• Automatic or self-regenerating water softeners are prohibited.
• Underground galvanized pipe is prohibited; exterior underground piping must be polyethylene or other approved non-metallic pipe.
• Permits for property with a Group R-3 residential building expire 18 months from issuance unless the Building Official extends them in writing.

The AB2188 solar submittal lists a City of Irvine business license among the required documents. Construction is limited to 7 a.m. to 7 p.m. Monday through Friday and 9 a.m. to 6 p.m. on Saturdays, with none on Sundays and Federal Holidays.

Contractors are licensed statewide by the Contractors State License Board (Classes A, B, B-2 and C) for work of $1,000 or more or any permitted work; a city may also require a business licence or tax registration. Contractor licensing in California

• Permit issuance: $73.08 for commercial and new residential construction; $31.88 for other residential work.
• Residential re-roofing: $259.70 plan check when calculations are needed; $257.14 inspection.
• Hourly work: $207.56 per hour plan check; $199.19 per hour inspection.
• Automation fee: 10% of building, grading, electrical, plumbing and mechanical fees, except residential remodels.
• First-submittal refund: a qualifying new building approved on first submittal gets 30 percent of building plan check fees back.
