Kern County, California Building Permit Guide

Building permits for unincorporated Kern County are handled by Kern County Public Works (Building Inspection); questions go to (661) 862-8650 or bid@kerncounty.com. Permits are applied for online in the County’s Accela Citizen Access portal, whose Building section is used to create applications, search applications and schedule inspections.

Kern County’s own websites (the County, Public Works and Public Health sites) could not be checked, so Building Inspection’s office address and hours, its fees, septic and well permits and road encroachment are not covered here; contact Public Works at (661) 862-8650. City of Bakersfield pages could not be read either.

What requires a building permit in Kern County?

Fire hazard zones: Kern County’s 2025 Fire Hazard Severity Zone maps replace maps last updated around 2007. In a High or Very High zone in the Local Responsibility Area, or anywhere in the State Responsibility Area, new structures and renovations must follow the Wildland-Urban Interface building code, CBC Chapter 7A.

Residential fire sprinklers: every building permit for a home needing residential fire sprinklers is held until the Fire Department receives the sprinkler plans, which a C-16 licensed contractor installs.

California builds on one statewide code, Title 24, whose 2025 edition took effect on 1 January 2026; the editions in effect when the application is submitted apply, and cities and counties may adopt local amendments only with findings filed with the state (new residential amendments are largely frozen until June 2031). Who handles permitting in Kern County?

The Fire Prevention Unit reviews fire code plans for all unincorporated areas and for the cities of Arvin, Bakersfield, Delano, Maricopa, McFarland, Ridgecrest, Shafter, Taft, Tehachapi and Wasco.

Since February 11, 2025 all Planning applications are processed in Accela; they can also be filed on paper by mail or in person. Zoning questions sent by phone or email are answered within 48 hours; have the APN or site address ready.

Kern County permit costs and fees

The Planning and Natural Resources Department runs a Residential Building Fee Estimator for new homes on vacant, residentially zoned parcels. It does not cover commercial/industrial permits or additions, and final permit costs may increase once all requirements are known. In the estimator, duplexes are the only residential multi-family type (larger multi-family is commercial), and Residential Single Family Dwelling Standard Plans may only be used where a recorded tract map exists.

• 5,001 to 10,000 sq. ft.: $725.00
• Over 10,001 sq. ft.: $870.00

Inspections in Kern County

Building inspections are scheduled in the Building section of the Accela Citizen Access portal. Residential fire sprinkler inspection requests must be submitted by 11:59 am every Thursday for the following week through the Fire Department’s residential inspection request site.

The County warns that some portal applicants have received a phishing email titled “Outstanding Processing Fee Required Prior to Final Approval”.
