Filing a permit in Pine Bluff

Pine Bluff has no online portal. Fill out the applications on the city’s Permit Applications page and email them to Inspection & Zoning to start the permitting process.

The residential plan review application asks for a survey and plot plan (zoning), complete construction plans (inspection), a drainage and site plan (street department) and the sewer tap location (wastewater), and a stormwater SWPPP is needed if more than 1 acre is disturbed. Commercial projects submit two site plans drawn to scale showing the building, property lines, parking spaces and driveways, plus two copies of complete building plans. New projects are also reviewed by the Pine Bluff Wastewater Utility and the Pine Bluff Street Department.

The plan review fee, half the building permit fee, is due when the plans are submitted; it is added to the permit fee and is not refunded. Permit fees are paid at the City Collector’s Office ((870) 730-2025) before the permit is issued.

Contractors need a City Contractor’s License from the Collector’s Office. Plumbing, air conditioning, electrical and construction contractors must also post a $5,000.00 surety bond payable to the City of Pine Bluff.

New commercial work also pays a surcharge of 0.0005 times the valuation, up to $1,000.00, and multi-family over four units counts as commercial. Plumbing fees follow total project valuation (materials, supplies and labor) under the Chapter 150.45 schedule, and plumbing work started without a permit pays a double fee.
