Outside city and town limits, building permits in Okanogan County are issued by the Okanogan County Building Department, Room 115 of the Administration Building at 123 North 5th Avenue, Okanogan (509-422-7110), open for transactions weekdays from 8 a.m. to 4:30 p.m. Fees changed in 2026: a house is valued at $145.18 per square foot, the permit fee comes from the county’s Table 1-A, and plan check (45 percent for a house) is paid when you submit. Inspectors cover the valleys on set days, and electrical permits come from L&I’s East Wenatchee office.
What requires a building permit in Okanogan County?
The department’s 2026 fee packet lists what it permits: houses, garages, shops and storage buildings, pole buildings and carports, decks, manufactured, modular and moved homes, yurts, swimming pools, wood stoves, remodels and repairs, and commercial work, with mechanical and plumbing permits included in the fee for non-commercial work.
Permit needed
- New houses, additions, garages, shops and storage buildings
- Pole buildings, including roof-only carports
- Covered and uncovered decks
- Manufactured, modular and moved homes, and yurts
- Major and minor remodels and repairs
- Swimming pools and wood stoves
- Farm buildings that fail the agricultural definition, such as private garages, carports, repair shops and general storage
No county building permit
- Fences, snow breaks, cattle and stud corrals, and fences for exotic birds and animals (Ordinance 97-8)
- Agricultural buildings for farm implements, hay, grain, poultry or livestock under 4,000 sq ft of construction, once the department signs the Exempt Agricultural Building form
- Electrical work, and wood or pellet stoves in manufactured homes: L&I permits
Only the Building Department can decide that a farm building is exempt, and the form must be signed before construction starts. An agricultural building may not be lived in, used as a place where farm products are processed or packed, or used by the public, and it still needs a site plan analysis from Planning and must meet zoning.
What the county decides and what the state holds
The county enforces the 2021 state codes, effective March 15, 2024, with the 2024 codes due statewide on May 3, 2027. Locally it sets the fees, the agricultural exemption under Ordinance 97-8, and design values on its climatic table: ground snow loads from 40 to 105 psf depending on location, 100 mph wind with exposure C, seismic design category C, severe weathering, a 24-inch frost line and a 10°F winter design temperature. Plans must be drawn at a quarter inch to the foot.
Okanogan County building department: who handles permitting
The Building Department, under Building Official Dan Higbee, issues permits, reviews plans and inspects on unincorporated land. Planning runs site analyses, zoning, critical areas, shoreline and floodplain reviews, and Public Health handles septic and water adequacy.

The 2026 Building Permit Application Packet covers houses and other site-built work; manufactured homes have their own 2026 packet. A manufactured home is a flat fee by width, a moved home needs a separate basement or foundation permit, and the forms list includes a Property Owner’s Permission To Build. Plans show footings, walls, slabs with radon measures, anchor bolts, a 6-mil black plastic crawlspace ground cover, shear walls, headers, beams, rooms with ceiling heights of at least 7 feet, stoves and appliances, smoke alarms, egress windows and stairs. The department also hands out radon, stair and railing guides, a plumbing certification form and a guide to wildfire-resistant building.

Commercial permits
Commercial work is valued from the ICC Building Valuation Data sheet for its occupancy and construction type, pays 65 percent plan check, and is charged mechanical and plumbing permits separately under the county’s mechanical and plumbing fee tables. Nightly rentals have their own statement form, and a nightly rental report costs $50.
For tenant improvements and new commercial builds, Alliance handles commercial permit expediting through issuance. More on this: commercial building permits explained.
What comes before the building permit
- Site analysis: Planning checks a proposal against the zoning code, the Growth Management Act critical areas rules, the county Shoreline Master Program and the flood ordinance.
- Floodplain: Planning decides from the parcel number and FEMA maps whether a site is in the 100-year floodplain, sometimes after a site visit, and may require a flood elevation survey.
- Water and septic: building permit applicants get a Determination of Water Adequacy from Public Health, with satisfactory coliform and nitrate tests, and an on-site sewage site evaluation and permit under the county’s septic regulations.
- Address and access: apply for an address, and for road access through Public Works.
- Tribal land: for land use and building on tribal land, the county refers owners to the Confederated Tribes of the Colville Reservation, open weekdays 7:30 a.m. to 4 p.m.
Okanogan County building permit fees
The department’s notice says fees changed in 2026; the current schedule is the 2026 Complete Fee Schedule Packet, revised December 2025. The permit fee is the square footage times the county’s valuation rate, read against Table 1-A.

| $2,001 to $25,000 | $72.70 plus $14.70 for each additional $1,000 or fraction |
| $25,001 to $50,000 | $410.80 plus $10.60 for each additional $1,000 or fraction |

| Over $1,000,000 | $5,890.00 plus $3.30 for each additional $1,000 or fraction |
Worked example: a 2,000 sq ft house at $145.18 is valued at $290,360. In the $100,001 to $500,000 band that is $1,043 plus 191 × $5.90 (the last part-thousand counts as a whole one) = $2,169.90, the same figure the county’s own lookup table gives for $290,001 to $291,000, with a plan check of $976.45. Mechanical and plumbing permits are included for a house. The lookup table carries the line “A state fee of will be added to all building permits” with no amount filled in; RCW 19.27.085 sets it at $6.50 for a residential permit and $25 for a commercial one. Some Table 1-A bands do not join exactly (at $50,000, $100,000 and $500,000), so keep a calculation within one band.

For houses and other non-commercial work, the county’s mechanical and plumbing permits are rolled into the building permit fee; commercial jobs pay them separately under fee tables based on the 1997 mechanical and 2003 plumbing codes. Electrical is L&I’s in the whole county, as no Okanogan County city runs its own electrical program; the county’s L&I sheet names the East Wenatchee office as serving Okanogan County for electrical permits, fire safety permits on manufactured homes older than 1977, and alterations to factory-assembled homes. Wood and pellet stoves in manufactured homes need an L&I permit.
- Pressure tests: the county’s Plumbing & Gas Piping Certification form records the test on each system (drain and vent at 5 psi of air or a 10-foot water head for 15 minutes, water service at 50 psi or working pressure, LPG gas piping at 3 psi for 10 minutes); a visual inspection is still required.
- Building on someone else’s parcel: the Letter of Permission from Property Owner lets the owner of record authorize an applicant to build, place or install a manufactured home, wood or pellet stove, or pool or hot tub, and leaves the owner responsible.
Before hiring, use the L&I contractor search linked from the Building Department page. Owners thinking of doing their own wiring or plumbing will find the state registration and license rules in our Washington licensing section.
How to apply for an Okanogan County building permit
Inside a city or town, or on tribal land, start with that office.
Apply to Planning; it covers zoning, critical areas, shorelines and floodplain.
File the Determination of Water Adequacy with water tests, and the septic site evaluation, with Public Health.
Use the 2026 application packet and quarter-inch-scale plans; use the snow load for your site.
Plan check is due at submission; pay by check, money order, card or cash, or online.
Keep the permit active with inspections; it lasts 18 months.
Review, corrections and what causes delay
The department will not process a submission further until plan check (and the manufactured home fee, for those permits) is paid. Site analysis, water adequacy and septic approval are separate offices and usually set the pace. A permit stays active for 18 months; a six-month extension costs $150 if requested in writing, and a further one-year extension costs half the original fee, for three years in all. After that a new application and fees are required, although an expired permit with every inspection done except the final can buy a final inspection for $150. Starting work without a permit adds an investigation fee of up to the permit fee, at least $150.
Inspections in Okanogan County
Call 509-422-7110 at least 24 hours ahead with the permit number, the name on the permit, the location and the inspection type. Inspectors work Okanogan and nearby every weekday, the North Valley on Tuesdays and Thursdays, and the Methow Valley (including Alta Lake) on Wednesdays and Fridays. For summer 2026 the department moved the south end, from Malott south to Alta Lake, to Mondays and Wednesdays until further notice. Concrete pours take priority, and no inspection time is guaranteed. The department’s inspection check-off list sets out the stages for a house.

Code editions and flood maps
FEMA’s Community Status Book lists Okanogan County, Brewster, Conconully, Okanogan, Omak, Oroville, Pateros (with no special flood hazard area mapped), Riverside, Tonasket, Twisp and Winthrop as participating in the National Flood Insurance Program, and the Colville Confederated Tribes in its emergency program. Elmer City is in the list of communities not in the program, and Coulee Dam and Nespelem are not listed.
Washington has a mandatory statewide building code under chapter 19.27 RCW that every city and county enforces and may make stricter; electrical permits come from the Department of Labor and Industries unless the city runs its own program or Tacoma Power serves the site.
