Building permits in Rockbridge County are issued by the County Building Department, 150 South Main Street, Room 109, Lexington (540-463-9361). You file a paper application packet that Planning and Zoning has signed off, with 2 sets of plans; the county asks for two weeks to approve residential plans. Fees are a percentage of the estimated project cost, 0.37% on the first $100,000 of a house, plus $40 for each trade. In Glasgow and Goshen the town’s endorsement form comes first.

What requires a permit in Rockbridge County?

The county’s application package says a permit must be obtained to construct, enlarge, alter, repair, convert or demolish any building, and to install or change electrical, gas, plumbing or mechanical systems. Its fee sheet and forms name these permit types:

Building permits

  • New single-family dwellings, additions and remodeling
  • Accessory buildings
  • Modular and double-wide homes
  • Mobile homes, in a park or on a lot with a new septic system or well
  • Commercial, business and industrial buildings
  • Demolition
  • Moving a building

Trade and other permits

  • Electrical: new service, service change, temporary pole, additional wiring, repairs
  • Plumbing
  • Mechanical and gas piping
  • Fire protection
  • Electric meter reconnection
  • Land disturbance over 10,000 sq ft

Farm buildings that meet the statewide exemption are handled with the county’s Farm Structure Exemption affidavit. Land disturbance is different: the county states that agricultural construction gets no exception from its erosion and sediment rules.

Who issues building permits in Rockbridge County?

The Building Department is the county’s building code office, with a Building Official (Kenny Wilson), a combination inspector, a permit technician and an erosion and stormwater administrator. Every permit needs a current copy of the Virginia contractor licence for the general contractor and for each subcontractor.

Towns and cities.

  • Glasgow and Goshen: the county issues the building permit, but only after the Town Manager’s Office has completed a permit endorsement form. Glasgow charges $35 for its Building / Zoning Permit Endorsement and requires it for new construction and structural modifications, outbuildings over 200 sq ft (or any outbuilding being wired) and privacy fences over 6 ft.
  • Lexington and Buena Vista: both are independent cities and not part of the county, even though the county offices sit in Lexington. Each has its own building official: Buena Vista’s Building Inspections office takes permit applications there, and Lexington addresses go to the City of Lexington.

Rockbridge County applications and forms

There is no online portal; the forms are PDFs on the Building Department page and are filed at Room 109.

  • Permit Application Package: the packet for a new residential or commercial project. It must be completed in full, with licence details and the signature of each contractor. The one building permit takes in the electrical, plumbing, mechanical and gas piping work.
  • Trade Permit Application: for stand-alone electrical, plumbing, mechanical or fire protection work. An owner who is not a licensed contractor signs the owner’s affidavit on the form, and it must be notarized unless the owner presents it in person.
  • Owner’s Affidavit: signed when the owner acts as their own contractor. If someone else does the building or trade work, the actual licence holder completes that part of the application.
  • Agreement in Lieu of an Erosion and Sediment Control Plan: part of the packet for residential projects disturbing under 10,000 sq ft.
  • Existing Septic System Form and Existing Chimney Certification Form.
  • Farm affidavit and the Building Appeals Application.

Rockbridge County permit costs and fees

The county’s Building Fees sheet prices permits on the estimated project cost. The County Code leaves the amounts to the Board of Supervisors, and the sheet on the Building Department page is the one kept on file. A 2% state levy is added.

Electrical, plumbing, mechanical and gas permits

On a new building the trades ride on the building permit, and each one adds a flat fee. Stand-alone trade work uses the Trade Permit Application.

What goes in the application packet

The county’s “Before You Start to Build” sheet lists the sign-offs and copies it wants in the packet when you apply:

  • Planning and Zoning sign-off on the application, after checking zoning, use, setbacks and flood zone, plus a signed, surveyed plat or site plan showing the new structure against the boundary lines, existing buildings, roads and utilities.
  • Health Department permit: a copy of the septic tank construction permit and well permit, if needed, from the Rockbridge Health Department, 300 White Street, Lexington (540-463-3185).
  • Public utilities: where the site has public water or sewer, the Rockbridge County Public Service office (540-463-4329) signs the application to confirm service is available and paid.
  • VDOT entrance permit for a new dwelling, where one applies (540-463-3108).
  • Erosion control: the Agreement in Lieu for residential work under 10,000 sq ft, or a separate land disturbance permit application above that.
  • Two complete sets of plans: foundation, floor system, framing details, a typical cross section and material lists, stating whether roof and floor trusses or manufactured joists are used.
  • Contractor licences for the general and every subcontractor, or the Owner’s Affidavit.

A soil test report and engineer’s recommendation may be requested under the county’s expansive soil policy. Allow two weeks for residential plan approval; commercial plan review can take up to 30 days, depending on how many applications are in.

How to apply for a Rockbridge County building permit

1. In Glasgow or Goshen, see the Town Manager first

Get the completed permit endorsement form from the town; the county will not issue a permit there without it.

2. Visit Planning and Zoning on the 2nd floor

Confirm zoning, setbacks and flood zone, and have the office sign the building permit application and approve the surveyed plat or site plan.

3. Collect the outside approvals

Health Department septic and well permits, the VDOT entrance permit and the Public Service sign-off, as they apply to the lot.

4. Complete the packet

Fill in every contractor’s licence details and signature, and add the Agreement in Lieu and 2 sets of plans.

5. Submit at Room 109

Plans are processed once all approvals are in: about two weeks for a house.

6. Pay and pick up the plans

Come by the Building Department to pay for the permit and collect the approved set, then post the permit sign at the driveway entrance.

Rockbridge County inspections

Inspections are booked by phone on 540-463-9361 with 1 to 2 days’ notice, and the caller must give the permit number. No inspection is made unless the permit sign is posted where the driveway meets the road, and the approved plans must be on site.

The county’s inspection sheet sets this order for a house:

  • Erosion and sediment control inspection, before the footer inspection
  • Footings, at least 24 inches deep, with rebar in place and before any concrete
  • 911 address request to the County Mapping office (540-464-9656) once the footing is done and before framing
  • Floor slabs, after under-slab plumbing is inspected and the 6 mil vapor barrier is down
  • Foundation walls, then backfill after drain pipes, gravel and waterproofing
  • Rough-in: framing, electric, plumbing, HVAC and gas piping requested together for one trip
  • Insulation
  • Electrical meter base and panel
  • Final erosion and sediment control inspection, then the final inspection

Plumbing tests are held for at least 30 minutes, and new single-family dwellings need a blower door test before the certificate of occupancy. Where the house has a septic system, a copy of the Health Department’s operation permit must reach the Building Department before the final is requested.

A $25 re-inspection fee applies to a second trip for items not corrected, to a request made when the job is not ready, and to an inspection not canceled by 9:00 a.m. that day. The certificate of occupancy is issued only when plumbing, electrical and HVAC work is 100% complete, interior finishes are done apart from painting and minor trim, exterior finishes and window screens are in, address numbers are visible from the street and disturbed areas are graded and stabilized.

Local Rockbridge County requirements

Permit life: work must start within six months of issue and continue over each six-month period until the permit is finalized.

Design values: the county lists a 30 psf ground snow load, 115 mph wind speed, seismic design class B and a frost depth of 24 inches below finished grade, and requires ice barrier underlayment.

Land disturbance: a project disturbing more than 10,000 sq ft needs the land disturbance permit package from the Erosion and Sediment Control / Stormwater Administrator, who works in the Building Department.

Private roads: the inspection sheet tells builders to learn the county’s “two house” rule for private roads before choosing a building site, because the address assignment depends on the driveway location.

Water and sewer laterals: public water and sewer laterals are inspected before burial, with locator wire in the trench and water lines at least 30 inches deep.

Zoning overlays: Planning and Zoning administers a Tourism Corridor Overlay with its own review board and design guidelines, and the county’s short-term rental regulations.
