Building permits in Rockingham County are issued by the county’s Building Services office at 20 East Gay Street, which has a Harrisonburg mailing address even though Harrisonburg is a separate independent city that the county surrounds. Building Services also permits work in the county’s seven towns, after town zoning approval. Plans are submitted through the county’s online portal, plan review takes at least 15 business days, and residential permits are $0.19 per square foot under the FY 2026-2027 Fee Compendium.

This guide covers the department and how to reach it, the local conditions that survive state preemption, what permits cost and who may pull them, and how inspections are booked. Rules that apply everywhere in Virginia are summarized in each section, with a link to the full statewide explanation.

This guide covers work inside Rockingham County.

⚠️

Rockingham County inspections must be called in by 12 noon the day before. Requests made later are not scheduled for the next day.

What requires a permit in Rockingham County?

Rockingham County Building Services issues building permits for work inside Rockingham County. Building Services operates from East Gay Street — an address inside the City of Harrisonburg, which is a separate jurisdiction the county surrounds — and it enforces the Uniform Statewide Building Code across one of the most heavily agricultural counties in the Commonwealth.

Permit required

  • New residential and commercial construction, additions and remodels
  • Structural alterations, relocation and demolition
  • Electrical service changes, panel work and new circuits
  • Plumbing, gas piping, water heaters and fixture work
  • Mechanical installations and equipment replacements
  • Solar photovoltaic systems and battery storage
  • Re-roofing and re-siding, except on houses and townhouses where the design wind speed is 100 mph or less
  • Renovation or demolition of a pre-1985 building, with asbestos certification first

Typically exempt

  • Purely cosmetic finish work that alters no regulated system
  • Ordinary repairs the USBC lists: same-size window and door replacement, replacing plumbing fixtures without altering the piping, and replacing switches, receptacles, light fixtures and ceiling fans in homes
  • One-story sheds and playhouses of 256 square feet or less, fences other than pool barriers, and retaining walls holding back less than 3 feet of fill
  • Farm buildings and structures, which § 36-99 exempts from the code
  • Other work the building official deems minor and ordinary that does not affect public health or safety

Local rules that the statewide code does not displace include Rockingham’s agricultural (A-1) and conservation (C-1) zoning districts, proffered conditions on rezoned land, and its floodplain management ordinance.

Rockingham County adds a rule of its own for farm buildings. One that is exempt from the building code still cannot be built, repaired or improved until a $50 farm building permit has been obtained from the building inspection office. A poultry house starts with the zoning administrator, whose checklist covers setbacks, the litter storage site, VDOT approval of the entrance, a nutrient management plan and an erosion and sediment control bond; the farm building permit that follows requires no inspections.

Rockingham County enforces Virginia’s Uniform Statewide Building Code, 2021 edition, in effect since 18 January 2024. No Virginia locality can adopt its own building code or amendments, so what varies locally is zoning conditions, historic districts and flood plain rules. How Virginia’s statewide code works

Who handles permitting in Rockingham County?

Rockingham County surrounds the City of Harrisonburg, and Building Services has a Harrisonburg mailing address. Harrisonburg is an independent city — in no county, including this one — with its own building department. As in Frederick and Albemarle, the county’s own offices use the mailing address of the city it surrounds, so the address is no guide to jurisdiction.

The county has a scheduling rule: inspections must be called in by 12 noon the day before to be scheduled for the next day.

The county also states plainly that the building permit must be posted on the site so that it is clearly visible to the inspector. The USBC also requires the permit to be posted on the construction site (Section 110.5).

Rockingham had 22 percent of Virginia’s agricultural sales in the 2022 Census of Agriculture, most of them livestock and poultry. Section 36-99 exempts farm buildings, which § 36-97 defines as non-residential buildings on a farm used for storing, handling, producing, displaying, sampling or selling farm products; sheltering, raising, handling, processing or selling agricultural animals; farm business and office use; farm machinery and its maintenance or storage; supplies and materials used on the farm; and implementing best management practices. What it does not cover is a farm building operated as a licensed restaurant, and it does not lift flood-proofing or mudslide requirements in the relevant areas.

Two adjacent approvals commonly sit outside the building counter here: well and septic permits run through the health department, and burning and fire code questions through the county Fire Marshal.

Rockingham has seven incorporated towns: Bridgewater, Broadway, Dayton, Elkton, Grottoes, Mount Crawford and Timberville. Building Services issues the building permit in each of them. A small part of Grottoes extends into Augusta County, where the Census counts no residents; under § 36-105 a lot in that part falls to Augusta County. Zoning is different: the county’s permit pages state that inside town limits the town administers all zoning and related regulations, so its approval is collected first and shown at application.

📑

On a one- or two-family dwelling, Rockingham County’s building department prints the mechanics’ lien agent on the permit itself. Virginia Code § 36-98.01 requires that a building permit issued for any one- or two-family residential dwelling unit contain, at the time of issuance and at the applicant’s request, the name, mailing address and telephone number of the mechanics’ lien agent as defined in § 43-1. If the applicant does not request a designation, the permit must state, in those words, “None Designated.”

Pre-1985 buildings: a hard permit prerequisite

⚠️ Rockingham County’s building department cannot issue a renovation or demolition permit for a building whose initial building permit was issued before 1 January 1985 until it receives an asbestos certification. Virginia Code § 36-99.7 bars issuance until the department has certification from the owner or the owner’s agent that the affected portions have been inspected for asbestos by an inspector licensed under § 54.1-503, and that either none was found or appropriate response actions will be taken under the federal NESHAP rule and the OSHA construction standard. Single-family homes and residential buildings of four or fewer units are exempt unless the work is for commercial or public development, as is work involving less than 260 linear feet of regulated material on pipes or 160 square feet on other components. Where the rule applies, the permit does not issue until the certification is in.

Statewide rules also shape every Rockingham County filing: the permit records the mechanics’ lien agent designation on one- and two-family dwellings, buildings first permitted before 1985 need asbestos certification before renovation or demolition, annual permits and code modifications are available, and single-family construction drawings are exempt from FOIA disclosure. Levies2% state levy on permit fees, and a fire prevention levy of 5% on residential and 10% on commercial building permits

Worked example: residential work with 2,200 square feet of gross finished floor area is 2,200 × $0.19 = $418 for the building permit. On a new house the plumbing ($75), mechanical ($75) and electrical ($75 for a 200-amp service) permits bring that to $643, before the state levy and the 5% fire prevention levy.

The compendium’s description line for the one- and two-family row speaks of alterations, additions and repairs, and it lists no separate figure for a new dwelling. Asking for permanent power before the rough-in inspections means an Early Service Request form and an early-service electrical permit, $75 in the FY 2026-2027 Fee Compendium; the county’s new-construction page still describes it as $50 added to the building fee. A refund leaves 25% of the permit fee with the county, and an administrative change such as a new contractor or lien agent is $25.

Permit fees in Rockingham County are set locally and may fund only the building department (§ 36-105). A 2.0 percent state levy is collected on local permit fees (USBC Section 107.2), and inspection may be waived on work costing under $2,500. In Rockingham County a house’s plumbing and mechanical permits are flat $75 fees and its electrical permit steps with the service size. Smaller mechanical permits are $50 each: a wood stove or range hood, gas and oil lines, and tank installation or removal. Fire protection permits sit in the same list: $350 for a hood suppression system, $350 plus $1.10 per head for sprinklers and $350 plus $2.50 per device for a fire alarm. A homeowner may be listed as general, electrical, mechanical or plumbing contractor only on a primary residence, only if they have not done so on another property within two years, and with a notarized affidavit handed in at application.

Virginia’s contractor licence is held by the business: the Board for Contractors issues Class A, B or C licences with trade classifications, individual tradesmen hold separate tradesman licences, and a permit cannot issue without the required state licence or a written statement of exemption (§ 54.1-1111), plus proof that the locality’s license taxes are paid. How to apply for a Rockingham County building permit

1. Confirm the parcel is in the county, not Harrisonburg

The county surrounds the city and works from a Harrisonburg address; only the parcel record distinguishes them.

2. Establish whether the building qualifies as a farm building

Section 36-99 exempts farm buildings, defined by use in § 36-97.

3. Test the exemption against its limits

Licensed restaurants are not exempt, and flood-proofing and mudslide regulations still apply in the relevant areas.

4. Route well and septic through the health department

Those approvals sit outside the building counter and can gate a project independently.

5. Call inspections in by noon the day before

Requests after noon are not scheduled for the next day.

6. Post the permit where the inspector can see it

The county requires the permit to be clearly visible to the inspector.

Before you apply to Building Services

Plans go in digitally through the county’s online portal, drawn at 1/4-inch scale, or over the front desk of the Department of Community Development if no digital copy exists. The county will not process a residential application without:

  • A deed showing ownership, or a letter of permission from the previous owner
  • A VDOT entrance permit
  • Virginia Department of Health approval for a new well and septic system, or its “safe, adequate and proper” permit for existing ones, or a letter of availability for County or City utilities
  • An accurate drawing with setbacks from the structure to every property line
  • Town zoning approval where the parcel is inside a town
  • Two hard copies of the working plans, unless they were submitted digitally
  • Verification of the licensed contractors, or the signed homeowner affidavit

In a planned zoning district the property owners association sets the setbacks, and its approval letter is due with the application. Plan review takes a minimum of 15 business days once every document is in. Residential plans must show elevations with final grade, the foundation and footer plan, labeled floor plans with a door and window schedule, the floor and roof systems (the roof designed for a 30-pound live load) and a wall section; steel beams and other engineered elements need structural engineering. Building in the floodplain needs a Certificate of Elevation and an engineered foundation design at application.

If Rockingham County denies an application it must explain the reasons in writing (§ 36-105), and a full re-review of the resubmission is lawful. Appeals go to the local Board of Building Code Appeals before the State Building Code Technical Review Board. Denials, corrections and appeals in Virginia

Inspections in Rockingham County

Building Services schedules building and trade inspections across the county, with requests due by noon the day before to secure a next-day slot. The building permit must be posted on site so that it is clearly visible to the inspector, and one set of the approved plans kept at the site (USBC Section 109.5).

Inspections are arranged by phone with a permit specialist on 540-564-3030. The county lists the residential sequence as footer (reinforcement in place and raised 3 inches off the bottom), underfloor plumbing before the slab is poured, foundation drainage before backfill, the plumbing, mechanical and electrical rough-ins, framing only once those rough-ins are done, insulation, and the finals. On a parcel of 1 acre or less a foundation survey, dated after the approved footer inspection, is also required; parcels in the towns and in the R4 and R5 districts are exempt.

Rockingham County enforces its own fire prevention code through the county Fire Marshal’s office, separately from the building counter; a violation of the Rockingham County Fire Prevention Code is a Class 1 misdemeanor.

Statewide rules also apply: the permit must be posted and the approved plans kept on site, a stop work order must state the violations and the conditions for resuming work (§ 36-97), and code violations carry penalties under § 36-106. Inspections and enforcement in Virginia

Frequently asked questions

When do I need to call in an inspection?

By 12 noon the day before. Rockingham County requires inspection requests to be made by that time to be scheduled for the next day.

Is Harrisonburg part of Rockingham County?

No. Harrisonburg is an independent city and sits in no county, even though Rockingham surrounds it. Both run their own building departments, and the county’s Building Services office works from a Harrisonburg address — so the mailing address does not identify the jurisdiction.

What does the farm building exemption cover?

Section 36-99 exempts farm buildings, which § 36-97 defines as non-residential buildings on a farm used for storing, handling, producing, displaying or selling farm products; sheltering, raising, handling, processing or selling agricultural animals; farm business and office use; machinery and supplies; and best management practices. A farm building operated as a licensed restaurant is not exempt.

Do exempt farm buildings still face flood rules?

Yes, in the relevant areas. Section 36-99 provides that farm buildings and structures lying within a flood plain or a mudslide-prone area remain subject to flood-proofing and mudslide regulations even though they are otherwise exempt from the building code.

Where do well and septic permits come from?

The health department rather than the building counter. Those approvals run on their own track and can gate a project independently of building code compliance.

How much is a building permit in Rockingham County?

The FY 2026-2027 Fee Compendium sets one- and two-family residential permits at $0.19 per square foot of gross finished floor area ($75 minimum) and garages, sheds, decks and porches at $0.15. Residential plumbing and mechanical permits are $75 each, and a 2% state levy and a 5% fire prevention levy are added.

How long does plan review take in Rockingham County?

A minimum of 15 business days after all required documents have been received, for residential and commercial projects alike, and longer for large or complex ones.

Who issues building permits in Bridgewater, Broadway, Dayton, Elkton, Grottoes, Mount Crawford and Timberville?

Rockingham County Building Services, once the town has given its zoning approval. Each town administers its own zoning. The one exception is the small part of Grottoes that lies in Augusta County, which falls to Augusta County.

Which building code applies in Rockingham County?

The 2021 Virginia Uniform Statewide Building Code. Under § 36-98 the statewide code supersedes local building codes, so the county does not adopt its own edition or publish its own technical amendments.
