Powhatan County has no incorporated towns, so the County’s Building Inspections Department at 3834 Old Buckingham Road, Suite F (804-598-5622) permits all construction in the county. Applications and plans are brought to the office in electronic form, complete and with fees paid, between 9:00 a.m. and 4:00 p.m. on weekdays. From July 1, 2026 a building permit costs $70 plus $7 per $1,000 of work, and residential plan review is running at 8 business days.
What needs a permit in Powhatan County?
The County sorts residential permits by project, each with its own application packet, and prices every one of them on the fee schedule:
Residential packets
- Single-family dwelling
- Additions and alterations
- Decks and porches
- Manufactured and modular homes
- Detached garages, pole barns and sheds
- Swimming pools, spas and hot tubs, with a barrier affidavit
- Generators
- Solar
Also permitted
- Electrical, mechanical and plumbing work, on a separate trade permit
- Gas work, inside and outside on separate permits
- Demolition
- Elevators and tents
- Amusement devices
- Commercial and multi-family building, tenant upfit and trade work
- Range hoods, fire suppression, alarms and tanks
The County posts the building code’s permit exemption list, which includes one-story detached sheds and playhouses of no more than 256 sq ft. Farm structures can be exempt too, using the County’s Affidavit of Exemption for Farm Structures. A new structure that needs no building permit can still need the Zoning Compliance Affidavit.
Who issues building permits in Powhatan County?
Building Inspections is one of three parts of the County’s Department of Community Development, alongside Planning and Zoning and Economic Development. David W. Dunivan is the Building Official. There are no cities or incorporated towns inside Powhatan County, so no parcel in the county falls under a different building office.

The County is moving to fully electronic submittals. Bring every document to the office in electronic form, preferably on a USB flash drive. An application is accepted over the counter only when all the required documents are there and the fees are paid at the same time; the office no longer holds applications that are missing information or payment. Approved plans and permits are emailed back, and you print them in color, at the correct size, and keep them on site for every inspection.
Each plan set has to state the code year and building code type it was designed to. Plans marked with an earlier code cycle are not accepted.
Forms the County publishes beside the packets:
- Zoning Compliance Affidavit, required for all new structures and for additions
- Statement of Exemption from Contractor Licensing, for an owner applying as their own contractor
- Mechanics Lien Agent Form
- Residential Mech Plumb Elect Permit and Residential Gas Permit Application
- Septic and Well Application
- Amendment Application, Permit Extension and Cancellation of Permit
- Building Code Modification Request and Asbestos Certification Form
- Address Request Form
- For commercial work: Commercial Permit Application Requirements, CO Tenant Upfit Packet and Statement of Special Inspections

If a permit is refunded, the County keeps $50 or 25% of the original fee, whichever is greater.
Powhatan County trade and gas permits
A Powhatan building permit does not include the trades. Electrical, mechanical and plumbing work goes on the Residential Mech Plumb Elect Permit, and gas has its own application.
- New one- and two-family dwellings: each trade permit is $70 plus $0.04 per sq ft of finished living area.
- Additions, alterations and repairs: trade permits are $70 plus $7 per $1,000 of value of work.
- Residential gas: $80 per permit. Inside and outside gas work are separate permits; the outside permit can include a tank.
- Commercial and multi-family trades (plumbing, electrical, gas, mechanical, range hood, fire suppression, alarm, tanks): $70 plus $7 per $1,000 of value of work.
The 2% state levy applies to each. Wells and septic systems are permitted by the Powhatan County Health Department (804-598-5680), and adding a bedroom needs the Health Department’s confirmation that the existing septic system is large enough.

Soils: a shrink/swell soil analysis is required if the subdivision plat calls for one or the County soil map shows moderate or high shrink/swell potential, and an engineered footing and foundation design follows if the report confirms it. Walls taller than 12 ft need structural details sealed by a registered design professional.
Private roads: where the lot is reached by a private road or easement, the applicant supplies the recorded instrument showing the right of access. Unclear access claims can be referred to the County Attorney, which can delay or stop the permit.
Plan review is currently 8 business days for residential permits and 21 days for commercial permits. Put a working email address on the application, because review comments are sent by email.

Inspections are scheduled on 804-598-5622, option 1, and typically take place between 9:00 a.m. and 4:30 p.m. The office tries to meet time requests but builds a daily route, so a requested time is not guaranteed. Results and comments are left at the job site and can be viewed online in KeyNet. The County-approved plans, printed in color, must be on site.
Virtual inspections: ask for one when you schedule. You need a smartphone or tablet with the Zoom app, the approved plans and any test equipment the inspection calls for. Call the office on the morning of the inspection to fix a time, and allow 30 minutes either side of it.
Third-party inspections: the inspector must be a Virginia registered design professional, or work under one, and be approved by the Building Official beforehand. Pre-approval is not needed when a County inspector has not carried out a requested inspection within 2 full working days. Reports must reach the County before the next inspection is requested.
Finals: the County recommends covering finished floors with craft paper or plastic for the final inspection, because inspectors cannot remove their shoes or wear shoe covers. A re-inspection costs $75 after a second failure, or when work was not ready on the first visit.
Local Powhatan County details that matter
Proffer payments: on lots with cash proffers, the County accepts the payment only after every final inspection has passed in its system, including the final erosion inspection and the final Health Department approval.
Zoning comes with the building application: the Zoning Compliance Affidavit is filed in the same package, and the fee schedule charges a zoning review of $100 for a new dwelling or $50 for work on an existing house or accessory structure.
Land disturbance: a new home disturbing under 1 acre uses an Agreement in Lieu of a Plan ($250). A full erosion and sediment control plan review is $1,000 plus $250 per acre for the first two submittals.

Virginia building code
Every Virginia locality enforces the Uniform Statewide Building Code, 2021 edition, in effect since 18 January 2024.
