Louisa County Community Development (540-967-3430) issues building and trade permits throughout the county. Each project type has its own permit package, which is submitted complete by email to buildingpermits@louisacounty.gov, by post or by drop-off at 1 Woolfolk Avenue. A new house costs $1.00 per finished square foot with a $1,500 minimum, plus a $125 zoning review fee, and the County says a home permit typically takes a few weeks to process.
What requires a building permit in Louisa County?
Louisa County publishes a permit package for each kind of project, so the package list doubles as the list of work that needs a permit.
Permit packages
- New single-family dwellings, modular homes and manufactured homes
- Renovations and additions to a house or accessory structure
- Detached garages, sheds and storage buildings over 256 sq ft
- Decks, pools, hot tubs and spas
- Roof- or ground-mounted solar panels
- Structures on the Lake Anna shore
- Demolition and change of use
- New and replacement wells
- Tents over 900 sq ft and temporary amusement devices
- Electrical, plumbing, mechanical, gas and fire suppression work
County answers on small jobs
- A shed under 256 sq ft needs only a zoning permit, so that it meets setbacks
- Fencing is not regulated by the County unless the fence is also a retaining wall
- Farm buildings directly related to an operating farm can be exempt from the building code, but still need zoning approval
A separate zoning permit is required for building a single-family house, putting up a sign, running a business from home, and building a seawall or dock on Lake Anna. A detached garage always needs its own permit, even when it is built with a new house.
Who issues Louisa County permits?
Building permits, zoning permits, land disturbance and code enforcement all sit in the Community Development Department. Its Building Inspections Division is led by John Grubbs, Deputy Director and Building Official.

The county has 2 incorporated towns, Louisa and Mineral. The County issues the building permit in both. Its permit packages list “Town of Louisa or Town of Mineral Zoning Approval” as a required submittal when the site is inside town limits, so the order is town zoning first, then the County building permit.

Get a free quote →- Town of Louisa — the Town’s Zoning Administrator takes an Application for Zoning & Building Permit with a scaled plot plan showing the lot, the building location and its dimensions. Town office: 212 Fredericksburg Avenue, 540-967-1400.
- Town of Mineral — the Application for Zoning Permit needs a copy of the plat, building plans for a new dwelling and accessory plans with dimensions. The fee is $150 for new construction, $250 for a change of use and $100 for an existing structure. A Mineral zoning permit expires after 6 months if work has not started and can be renewed for 6 more months for $75. Town office: 312 Mineral Avenue, 540-894-5100.
Local requirements: Lake Anna, soils, land disturbance and farms
Lake Anna shoreline: the Board of Supervisors adopted a Shoreline Management Ordinance on December 5, 2005 and amended it on April 2, 2007. Waterfront projects go through an extra shoreline review using one of the County’s shoreline packets (single-family homes and land disturbance, commercial and common areas, or shoreline stabilization). Structures extending over the water have needed reflectors since November 1, 2007. If any part of the work touches land owned by Dominion, Dominion’s approval is needed as well.
Shrink/swell soils: a shrink/swell soil report is required for building sites on a long list of tax map sheets printed in each package, and a soil bearing report follows if the first report calls for extra structural design.
Land disturbance: disturbing 10,000 sq ft or more needs a County land disturbing permit, and the state stormwater construction permit applies from 1 acre. Most single houses avoid a full erosion plan by signing an Agreement in Lieu ($100, or $200 on the Lake Anna shoreline). The builder must still supply a Responsible Land Disturber certificate, even when the owner is the builder. Full erosion and sediment control plans are reviewed by the Thomas Jefferson Soil and Water Conservation District.
Setbacks: when a structure is drawn within 20 feet of the minimum setback, the County requires a foundation survey, a setback certification, or both.
Farm buildings: the building code exemption is claimed on the County’s Agricultural Structure Worksheet / Affidavit. Farming is not a permitted use in the R1, R2 and RD zoning districts.
Driveways: a VDOT entrance permit is required where the driveway meets a state-maintained road (VDOT Louisa office, 540-967-3710). The County issues a $50 residential entrance permit for entrances on private roads and on new roads not yet in the state system.
Residential and commercial permit packages
There is no online application portal. Download the package for the project, complete every page, and send it by email, post or drop-off; the County does not accept incomplete submittals.

Get a free quote →Each package contains the Development Permit Application, a Construction Information Sheet and a Contractor Information Sheet. On the contractor sheet the owner signs either the Contractor License Exemption (the owner acts as general contractor) or the Owner/Agent Affidavit authorising a named, licensed contractor to apply.
Trade permits and other agencies
One Trades package covers electrical, service connection, plumbing, mechanical, generator and gas work. Trade permits are already included in a new single-family dwelling permit and in a pool or hot tub permit. A gas permit must be applied for by a licensed gas technician, and exterior propane tanks and lines need their own permit.

|---|---|
| Residential trade permit (any trade) | $75 |
| Temporary electrical | $50 |
| Commercial electrical service, up to 600 amps | $175 |
| Commercial electrical service, 601–1,200 amps | $225 |

The commercial figures come from the Commercial Trades package dated April 1, 2025; plans for electrical systems over 800 amps must be stamped by a registered design professional. A 2% state fee is added to trade permits.
Septic and wells: the Louisa County Health Department, 540 Industrial Drive (540-967-3703), part of the Virginia Department of Health’s Blue Ridge Health District, issues well and septic construction permits. The County also requires its own $50 well permit for every new or replacement well.

Rather not deal with the Louisa County building department?
Get a free quote →Appendix A sets the accessory zoning permit at $50, but the New Non-Residential Building package (updated October 9, 2024), which is the one used for detached garages and sheds over 256 sq ft, prints a $125 zoning review fee.
For example, a new house with 2,000 sq ft of finished area and no basement has a $2,000 building fee and a $40 state fee. Adding the $125 zoning review, the $100 erosion fee and $75 for a new address brings the County total to $2,340.
Re-inspections cost $30 for a first failed inspection, $50 for failing again on the same issue and $250 when the job is not ready when the inspector arrives. Starting without a permit adds 50% of the permit fee, with a $250 minimum on the residential packages and a $500 minimum on commercial trade permits. The new-dwelling package, updated May 21, 2026, labels its $1,500 minimum “New Dwellings & Additions”, while the Renovation/Addition package prices additions by job value, so ask the office which basis it will use for an addition. A few older packages (deck, lake structure, trades) still show a $35 repeat-failure fee.
How to apply: 7 steps in Louisa County
Choose the residential or commercial package for the project from the County’s Building Permits & Inspections pages.
Apply to the Town’s zoning administrator first and include the approval with the County package.
Email it to buildingpermits@louisacounty.gov, post it, or drop it off at 1 Woolfolk Avenue, Suite 201.
For a lot on well or septic, allow 2 to 3 days after submitting, then ask the office for the zoning approval needed to apply to the Health Department.
Staff run submittal, zoning, GIS/addressing, shoreline (Lake Anna only) and building plan reviews, then a final review.
Staff contact the primary contact when the permit is ready. Approved Health Department construction permits must be in hand, and all fee balances are paid at issuance.
Display the laminated permit where it can be seen from the road and keep the County-stamped plans on site.
The County says a house permit typically takes a few weeks, that Health Department permits can take 60 days or more, and that conditional use permits and rezonings average 90 to 120 days.

The applicant schedules every inspection through the Community Development Center, by phone at 540-967-3430 or online through the County’s inspection request service at buildingdepartment.com, which also shows results. Same-day inspections are not available. An inspection fails if the permit is not posted or the approved plans are not on site. You do not have to be present, as long as the inspector can reach everything.
For a new house the usual order is footing, foundation, plumbing groundworks, slab, drain tile and waterproofing, then deck and porch framing, plumbing, electrical, mechanical, framing, inside gas and permanent electrical service (these can be called in together), insulation, erosion and sediment control final, and the final building inspection.
- Third-party inspectors: footings, foundations, slabs and drain tile can be inspected by a firm on the County’s approved third-party list. The firm must notify the County beforehand and send results within 72 hours. Rough-ins, insulation and finals are inspected by County staff only.
- Before the final: the County must have the Health Department’s Operations Permit for the well and septic, the duct testing report, and any required foundation survey or setback certification.
- Certificate of Occupancy: issued after the final building inspection passes and all fees are paid, typically within 48 hours.
- Commercial jobs: footing, foundation, slab and structural inspections are done only by a third-party Virginia engineer. Framing, insulation, zoning and final inspections are done by County inspectors, as are all trade inspections.
Virginia building code
Every Virginia locality enforces the Uniform Statewide Building Code, 2021 edition, in effect since 18 January 2024. No Virginia locality can adopt its own building code or amendments, so what varies locally is zoning conditions, historic districts and flood plain rules. How Virginia’s statewide code works

Do I need a permit for a shed in Louisa County?
A building permit is needed when the shed is over 256 sq ft. A smaller shed needs only a zoning permit, so the County can check setbacks.
Do I need a permit for a fence?
No. Louisa County does not regulate fencing unless the fence also acts as a retaining wall.
How long does a Louisa County building permit take?
The County says a permit for a home typically takes a few weeks, and that the permit is usually ready as soon as Health Department approval arrives. Health Department permits can take 60 days or more.
Can I act as my own contractor?
Yes. A homeowner signs the Contractor License Exemption on the package’s Contractor Information Sheet and takes responsibility for the work on site. For commercial property the exemption covers only repairs and improvements to existing structures.
Who issues building permits in the towns of Louisa and Mineral?
Louisa County Community Development. Each town gives zoning approval first, and that approval is submitted with the County package.
How do I schedule an inspection?
Call the Community Development Center at 540-967-3430 or request it online at buildingdepartment.com. Same-day inspections are not offered.
Is a Lake Anna dock only a building permit matter?
No. Docks, seawalls and other shoreline structures need a zoning permit and a shoreline review under the County’s Shoreline Management Ordinance as well as the lake structure building permit.
