What requires a building permit in South Ogden?

The department’s rule is broad: anyone who builds, enlarges, alters, repairs, moves or demolishes a building, changes its occupancy, or installs or changes electrical, gas, mechanical or plumbing systems must apply for a permit. The City lists the jobs that typically need one:

Building permit

  • New buildings and additions
  • Any change to the structure of an existing building
  • Re-roofs
  • Electrical, plumbing and mechanical systems
  • Fire damage repairs
  • Mobile homes and temporary buildings
  • Demolitions
  • Signs

Other City permits

  • Land Use Permit for sheds, fences, driveways and similar site work
  • Temporary sign (banner) permit
  • Flood plain permit
  • Excavation, right-of-way and storm water permits from Public Works
  • Alarm permit from the Police Department

Plan review checklists published by the department cover basements, garages and sheds, retaining walls, solar PV systems and swimming pools as well as new homes and commercial work.

How to file and which forms South Ogden uses

Permits are applied for online in the City’s iWorQ citizen portal: choose the permit application, type the first numbers of the project address so the portal fills in the parcel from Weber County GIS, complete the fields and upload the plans and other documents. The same portal has a permit search for existing permits.

Who may pull a permit: a contractor licensed in Utah, or a homeowner doing work on their own property when it is their primary residence. Any work on commercial property needs a licensed contractor.

Forms the department publishes:

  • Owner/Builder Certification (a state DOPL form): a notarised statement that you are the sole owner, that the house is for your own non-commercial use, and that you have not built more than three residential structures in the past five years.
  • Special Inspection & Testing Agreement, completed by the registered design professional to name the required special inspections and the inspection agencies; the City needs it before it issues the permit.
  • Stucco Installation Form and Stone Installation Form, for exterior stucco and stone veneer.
  • Gas Meter Report, used with the fuel gas inspection.
  • Temporary Sign Permit, for banners and temporary signs.
  • Land Use Permit (online form), for sheds, fences, driveways and similar work.
  • Utility Easement Encroachment sheet: building into a utility easement needs each utility’s consent, and the request must state the type of structure and footing.

South Ogden building permit fees

Fees come from the South Ogden City Fee Schedule, last amended June 16, 2026 (Resolution 26-17). The building permit fee is set by the value of the work, using a table last updated by Ordinance 18-12. Plan review is charged on top of the permit fee.

Electrical, plumbing and mechanical work in South Ogden

Electrical, plumbing and mechanical systems are permitted by the same Building & Inspections Department, under the same application portal. The City Fee Schedule has no separate electrical, plumbing or mechanical fee table. Temporary construction power is not inspected by the City: the inspection sheet tells builders to call Rocky Mountain Power.

Gas piping is inspected with the 4-way rough where possible, and the gas inspection needs a meter clearance report, a gas line sizing report and an air pressure test. The department also posts a Gas Meter Report form for this step.

South Ogden plan review checklists and design values

The department’s Plan Review Checklist page has separate lists for a residential project, a basement, a garage or shed, a retaining wall, a solar PV system, a swimming pool, a commercial building and a commercial tenant finish. Use the one that matches the work and upload everything it lists with the application.

The City publishes its design values for South Ogden: Seismic Design Category D2, wind exposure B (typical) and a 30 psf roof snow load. At every inspection the approved plans, energy code analysis, engineering, plot plan, specifications and stamped truss sheets must be on site.

South Ogden inspections

Inspections are booked by phone at 801-622-2913, between 9 a.m. and 3 p.m., with 24 hours’ notice and the permit number ready. Re-inspections are charged at $47 per hour.

The City’s Required Inspections sheet sets the order for a new house: sewer and water laterals, footing, foundation, under-slab plumbing, heating and electrical, exterior sheathing, the 4-way rough (framing, electrical, heating and air conditioning, and plumbing, before any insulation), flashing, fuel gas pipe, power to panel, insulation and the final. Under-slab plumbing needs a 10-foot head of water or an air test, and ground rods must stay accessible. Commercial buildings add inspections such as firewalls, suspended ceilings, kitchen hoods and a fire test on HVAC equipment.

At the final the building must be complete and empty of personal items; nothing may be moved in until occupancy has been issued.

Local South Ogden details that matter

⚠️ Development moratorium. Ordinance 26-07 stops the City from receiving or processing applications that need Staff Review Committee approval, including building and subdivision applications, in the City Center Core, City Center General, Riverdale Road General and 40th Street General zones. It runs for 180 days from August 18, 2026, unless the code changes are finished or the Mayor and City Manager lift it sooner. Subdivisions that already had preliminary approval are not covered.

Wildland-urban interface: since Ordinance 25-12 (December 16, 2025), new structures, additions, substantial remodels and regulated site or landscaping work on property inside the mapped WUI area must meet the Utah Wildland Urban Interface Code. Existing buildings do not have to be retrofitted. The South Ogden Fire Department is the local fire authority under the ordinance.

Public Works permits: excavation and right-of-way permits cost $75 plus road cut fees of $2.50 per square foot, with a further $500 for cutting a road surfaced in the last 3 years. Starting an excavation without a permit carries a $100 penalty. A storm sewer permit is $75 and a flood plain permit is $100.

Demolition: on top of the building permit, the utility demolition fee is $100 when service will be kept and $500 when it is permanently terminated.
