Building permits in Logan come from the Logan City Building Department, part of Community Development at City Hall, 290 N 100 W (435-716-9030). You email the application and digital plans to the City’s plan review address, and review takes up to two weeks. Fees follow a valuation table adopted by Resolution 20-09; a house pays a plan check of 0.1% of its value plus electrical, mechanical and plumbing permits at 8% of the building fee each.
What requires a building permit in Logan?
Logan’s rule of thumb is that any work on any structure needs a permit except new paint and new floor covering; non-structural remodeling still needs one. The Building Department lists jobs people often forget:
Permit needed
- New homes, townhomes and duplexes
- Additions, remodels, repairs and basement finishes
- Garages, carports, patio covers, decks and porches
- Retaining walls, pools and spas
- Furnace and air conditioning replacement
- Gas lines and water heaters
- Electrical service upgrades
- Re-roofing, siding and windows
- Solar and battery systems
- Demolition and moving buildings
- Manufactured home set-up
Shed exception
- A shed of 200 sq ft or less with no electrical, mechanical or plumbing work needs no building permit, but it must meet the City’s shed setbacks and height limits
- A detached building used for anything other than storage, such as a home business, needs a permit at any size
Other City approvals sit alongside the building permit: a Design Review Permit for new construction, site development, signs and new uses; a Land Disturbance Permit before a building permit is issued on any parcel being developed; and a Public Works permit for any work in the right-of-way, including driveway approaches, curb and gutter, sidewalks and park strips.
Who handles permitting in Logan?
The Building Department, within Logan City’s Community Development Department, enforces the adopted codes inside the city, approves plans and issues permits, inspects construction and carries out business license inspections. Community Development also runs planning and zoning, business and landlord licensing, so most permits come from the same office at City Hall. Commercial plans may also be reviewed by Fire, Planning & Zoning, GIS, Light & Power, Environmental, backflow, Forestry, Public Works/Engineering, Storm Water and Water/Sewer.

Logan permit applications and forms
Choose the application that matches the work, fill it in completely and email it with the plans to the plan review address; the City accepts only digital plans except in special circumstances, and incomplete applications are turned away. Each application asks for the address and parcel ID, the project value (total cost of construction, labor and materials), a description of the work, the owner or project manager, and the general, electrical, mechanical and plumbing contractors.
- Residential Permit: new homes, townhomes, remodels, repairs, basement finishes, garages, patios, carports and decks.
- Commercial Permit, new buildings and additions: also used for apartment buildings with more than 3 units.
- Commercial Permit, remodels and small additions: additions under 10% of the original floor area, alterations and interior demolition.
- Electrical, Mechanical, Plumbing Permit and Roofing, Siding & Window Permit, for stand-alone trade and exterior jobs.
- Solar Permit, including battery-only installs.
- Demolition & Moving Permit, with the Utah Division of Air Quality 10-day demolition notification.
- Owner-Builder Agreement, when the owner acts as general contractor. A residential property that is not owner-occupied needs a state-licensed contractor.
Logan building permit fees
Building permit fees follow Resolution 20-09 of the Logan Municipal Council, the schedule posted on the Building Department’s Fees page. The fee is read from the table after rounding the project valuation up to the next even dollar.

Call 1-855-478-4290 →Impact and connection fees under Ordinance 25-01 (effective February 18, 2025) for a single-family home on a 1-inch meter are $2,293 culinary water, $203 wastewater collection, $2,433 wastewater treatment, $1,292 parks and trails and $1,020 transportation, plus a power impact fee by service size ($355 at 150 amps, $426 at 200 amps). The City’s sample house permit also shows a $200 residential land disturbance fee, a $500 sewer connection and an electrical hookup charge from Logan Light & Power.
Electrical, plumbing and mechanical permits in Logan
The Building Department issues electrical, mechanical and plumbing permits itself. When a project includes electrical, mechanical or plumbing work, each trade is a separate charge at 8% of the building permit fee; stand-alone jobs use the Electrical, Mechanical, Plumbing Permit application, and common residential swaps such as a furnace, water heater or service change are $50 flat.
Electric service comes from the City’s own utility, Logan Light & Power, which has its own fee schedule for hookups. The City publishes Power to Panel Requirements listing the inspections and approvals needed before the Building Department clears a service to Light & Power, and gas line work needs a pressure test inspection using the City’s gas piping checklist and a gas pipe diagram.
Logan submittal checklists and design values
New construction is submitted against the Residential or Commercial Plan Submittal Checklist. For a shed or detached garage the City asks for the residential application, proof of ownership and the plat map from the Cache County Recorder, a plot plan with property lines, easements and distances, and plans showing footings, floor layout, electrical, framing, roof framing and any heating or plumbing.
Logan’s design values are a 43 psf ground snow load adjusted for elevation with USU’s Utah snow load tool, a frost depth of 30 inches for homes and 36 inches for commercial buildings, Seismic Design Category D1 and 1,500 psf allowable soil bearing; ice barrier underlayment is required.
Simple permits can be issued over the counter. Projects with plans go to the plans examiners, Planning & Zoning and other departments, which can take up to two weeks, and the applicant gets a review sheet of comments to answer and resubmit until every department approves.

Logan inspections
Scheduling inspections is the owner’s and contractor’s job. Call 435-716-9030 at least 24 hours ahead with the permit number, job address, requested date, morning or afternoon, the type of inspection and a contact name and number. Inspection appointments run Monday to Friday from 9:00 to 11:00 a.m. and 1:30 to 3:30 p.m., and inspectors may arrive half an hour early or late.
The usual sequence is footings, foundation, below-grade plumbing and mechanical, shear wall, the rough 4-way (gas line pressure test, framing, power to panel, weather barrier and mechanical, plumbing and electrical rough) and the final. Every section of the Residential (Blue) or Commercial (Gold) inspection card must be signed off before the Certificate of Occupancy is issued. Skipping inspections can bring a stop-work order or a withheld certificate.
Local Logan details that matter
Land disturbance: developing any parcel, building a parking lot, stockpiling or grading needs a storm water Land Disturbance Permit, with a storm water pollution prevention plan and erosion control plan. A single home pays $200 and site development $500; review can take up to 15 days, and no building permit is issued until it is in place.

All sheds stay at least 6 feet from the house and 10 feet behind its front wall.
Right-of-way work: driveway approaches, curbs, gutters, sidewalks and park strips are not covered by the building permit and need a Public Works permit.
Water and sewer: the Water Division’s fee sheet adds meter installation and hook-up charges (a 1-inch developed hook-up is $580), and no permit is issued until those are paid.
