Building permits inside Centerville city limits come from the City’s Building and Renovating Division in the Community Development Department; you email the application and plans, and inspections are booked with Sunrise Engineering, the City’s contracted inspector. Fees follow a valuation table in the City Fee Schedule, with residential plan review at 25% of the permit fee and stand-alone plumbing, electrical or mechanical permits at $70.

What requires a building permit in Centerville?

Centerville’s building code (Title 10 of the Municipal Code) requires a City permit before anyone builds, enlarges, alters, repairs, moves or demolishes a building, changes its occupancy, or installs or replaces electrical, gas, mechanical or plumbing systems. The City lists these common jobs:

Building permit

  • New homes, townhomes and multi-family buildings
  • Additions, remodels and basement finishes
  • Detached garages and other accessory buildings
  • Decks and swimming pools
  • Retaining walls and grading
  • Commercial buildings and tenant finishes
  • Signs

Short-form permits

  • Re-roofs with new felt, replaced decking or structural changes
  • Water heaters (tankless units need plan review)
  • Furnaces, air conditioners and gas lines
  • Service upgrades, power to panel, temporary power pedestals and EV chargers
  • Solar panels, battery backup and meter-mounted transfer switches

Zoning has its own permits: fences, walls and screens above the standard height limits, accessory dwelling units and a single-family house on a lot outside a recorded subdivision each need a Planning and Zoning application before or alongside the building permit.

Who issues Centerville building permits?

The Building and Renovating Division of Centerville’s Community Development Department processes the applications. City code lets Centerville contract its Building Official, and it does: Jon Hansen of Sunrise Engineering is the contracted Building Official, and Sunrise Engineering also performs the inspections. The City’s contracted engineer reviews site grading and engineering. Michael Eggett is the Community Development Director.

Centerville permits only property inside the city. A parcel over the line belongs to the neighboring city or, if unincorporated, to Davis County’s Community and Economic Development office.

Centerville permit forms and how to file

Centerville does not use an online permit portal. Each permit type has a printable and a fillable PDF on the Building and Renovating page, and the completed form, site plan and plans are emailed to the Planning and Zoning Technician at the address printed on the form. For a new commercial building or a large tenant finish, two sets of 24 by 36 inch plans are also needed for review.

  • Building Permit Application for houses, multi-family buildings, additions, remodels, pools, detached structures, decks, signs and commercial work. It asks for a project valuation covering the market value of labor and materials, and each contractor’s Utah licence number.
  • Roofing, Plumbing, Mechanical and Electrical Permit Applications, each with its flat fee printed on the form.
  • Solar Permit Application with the City’s solar array requirements.

Every form carries a licensed-contractor declaration or an owner-builder declaration; owners doing their own work submit the state owner-builder certification with it.

Centerville permit fees

Building fees are set in the Centerville City Fee Schedule (building sections adopted by Resolution 2017-18 and still in force). The permit fee comes from the valuation table below; the Building Official sets the final valuation using current building valuation data.

$1–$500$28.30
$501–$2,000$28.30 plus $23.66 per additional $1,000
$2,001–$25,000$83.10 plus $16.80 per additional $1,000
$25,001–$50,000$470.10 plus $12.12 per additional $1,000
$50,001–$100,000$772.50 plus $8.40 per additional $1,000
$100,001–$500,000$1,192.50 plus $6.72 per additional $1,000
$500,001–$1,000,000$3,880.50 plus $5.70 per additional $1,000
Over $1,000,000$6,730.50 plus $4.38 per additional $1,000

Each step counts every additional $1,000 or part of $1,000. For example, a house valued at $300,000 has a permit fee of $1,192.50 plus 200 × $6.72, or $2,536.50, and residential plan review adds 25% of that, about $634.

The fee schedule lists the plumbing and electrical permits at $70; the City’s forms print $70.70. Refunds of up to 80% of a permit fee are possible on a written request within 180 days if no work has been done.

Electrical, plumbing and mechanical permits

The Building and Renovating Division issues the trade permits too, on one-page forms: water heaters on the plumbing form, furnaces, air conditioners and gas lines on the mechanical form, and service upgrades, power to panel, temporary power, EV chargers and transfer switches on the electrical form. A tankless water heater needs a schematic and a plan review rather than an over-the-counter permit, and a meter-mounted transfer switch must be inspected before the meter is set.

Solar: plans go first to the South Davis Metro Fire Agency, which charges $100 for the first hour of review and usually answers within 3 business days with a clearance letter. The City then needs an engineer’s letter confirming the trusses carry the panels at 140 mph wind loads, a one-line diagram, the roof layout with code clearances and manufacturer specifications.

What to send with the application

Houses and additions

  • Completed Building Permit Application with valuation, zoning and every contractor’s licence number
  • Site plan
  • Construction drawings, with engineering where the code requires it
  • Owner-builder certification if the owner does the work

Commercial

  • Completed application by email
  • Two sets of 24 by 36 inch plans for new buildings and large tenant finishes
  • Approved site plan from Planning where the project needs one

An application that sits for 180 days without being pursued is treated as abandoned. Before a certificate of occupancy, any missing or damaged curb, gutter, sidewalk or other public improvements along the lot must be installed or repaired, backed by an improvements agreement and bond. Lots east of Main Street between Parrish Lane and Porter Lane may apply to defer sidewalks.

How to apply in Centerville: 6 steps

1. Confirm the lot is in Centerville

Check the parcel on the City’s zoning map, since a Centerville mailing address alone does not prove the lot is inside the city.

2. Clear zoning items

File any ADU, tall-fence or single-family permitted use application with Planning first.

3. Fill in the right form

Download the building, roofing, plumbing, mechanical, electrical or solar form and complete the contractor or owner-builder declaration.

4. Email the package

Send the form, site plan and plans to the Planning and Zoning Technician; deliver paper sets for large commercial jobs.

5. Review and pay

The Building Official reviews the plans; pay the permit, plan review and impact fees and post the bond before the permit is issued.

6. Book inspections

Call Sunrise Engineering at 1-800-560-6151 a day ahead for each stage, through the final.

Centerville inspections

Sunrise Engineering performs Centerville’s building inspections. Call 1-800-560-6151 with at least 24 hours’ notice; the City code asks for the request in writing or by phone at least one business day ahead. Leave work exposed until it is approved.

The fee schedule includes the inspections in the building permit and charges $70 when an inspection needs two or more return visits for incomplete work or corrections. In a flood hazard area, an elevation certificate is due once the lowest floor is placed, before building higher. A temporary certificate of occupancy can be issued for up to 30 days and extended once for up to 90.

The owner of a single-family permit who thinks an inspection was unfair can ask for a review in writing with the City Recorder within 10 days; the City Manager decides.

A permit expires if work does not start within 180 days of issue or stops for 180 days; the Building Official can grant written extensions of up to 180 days.

Local Centerville details

Impact fees: the park impact fee is $2,869 per dwelling unit, paid before the building permit. Lots not previously assessed pay a storm drain impact fee of $3,911 per acre, prorated. Outside new subdivisions a 3/4-inch water connection carries a $2,026 water impact fee; inside new subdivisions the $2,026 is split, half at final plat and half at the building permit.
