In Sweetwater, the Building Inspections division of Planning & Development Services reviews plans, issues permits and inspects construction inside the city. Applications are paper or PDF forms returned to the Permits Department at City Hall, 200 E. 4th Street (325-236-6313), by hand, email or mail. Under the FY2027 Central Rate Schedule, a new house up to 1,500 sq ft costs $875 for plan review and inspections, and every contractor must register with the City first, at no charge.

Sweetwater’s code deletes several of the standard permit exemptions in the International Residential Code (Section 105.2, items 1–5 and 10) and in the building code, so small jobs such as fences, driveways and accessory buildings are permitted and priced in the fee schedule. Storing building materials on a street, sidewalk or alley also needs written permission and a permit.
Who handles permitting in Sweetwater?
Planning & Development Services oversees building permits and inspections, code enforcement and planning, working with Engineering, Public Works and the Fire Marshal. Permits are approved by the Chief Building Official, and inspections are run by the Code Enforcement Office. Applications and contractor registration
Sweetwater does not publish an online permit portal. The single Building Permit Application covers residential, multi-family and commercial work and lists the project category (new construction, addition, remodel, accessory building, roof, fence, flatwork, pool, sign, demolition, trades and more), the square footage and estimated cost, and every contractor on the job. Submit it with the City’s construction checklist for new homes, residential additions or new commercial buildings, plus an asbestos survey for commercial additions, renovations and demolitions and an elevation certificate if the lot is in the floodplain.
All contractors, including general, electrical, plumbing, mechanical, roofing, fence, sign, irrigation, backflow tester, fire sprinkler, pool and curb cut contractors, must register with the City. Registration is free and needs the form, a copy of the state master or equivalent licence, a driver’s licence and proof of general liability insurance or a bond. Fire sprinkler, fire alarm, hood suppression and underground tank work uses the Fire Department’s Fire Prevention Permit Application, which accepts digital PDF submissions only.

For example, a 2,000 sq ft house costs $875 plus 500 x $0.40, or $1,075. Commercial and multi-family projects are priced by valuation: $250 up to $100,000, $250 plus $2.50 per $1,000 above that up to $500,000, $1,255 plus $1.90 per $1,000 to $1,000,000, and $2,220 plus $1.45 per $1,000 above $1,000,000. A commercial certificate of occupancy costs $130 (the older 2023 application form still says $40). Plan reviews after three rounds of comments cost $140 an hour, the schedule lists a $100 code inspection fee per inspection stop and $100 an hour after hours, and work started without a permit is charged double.
Electrical, plumbing, gas and mechanical permits
Trade permits go through the same Permits Department and are issued to registered, state-licensed contractors or to homeowners working on their own homestead. Under the City’s Utility Release & Plumbing Requirements Policy, a homeowner may do electrical or plumbing work on their primary homesteaded residence (not a rental or business) after signing a notarised affidavit, but all residential gas work must be done by a state-licensed, City-registered plumber, and all commercial electrical, gas and plumbing work by licensed, registered contractors. The City Code also bars a homeowner from getting a homeowner’s permit for another address within two years.

The policy lists the 2018 International Plumbing and Fuel Gas Codes and the 2020 National Electrical Code. Utility service is released only after the work passes inspection. Fire alarm and sprinkler plans cost $25 to review with the Fire Prevention Office, and the alarm checklist gives applicants seven working days to supply missing information.

Since June 1, 2026 inspections are by appointment, Monday to Friday from 8:00 a.m. to 12:00 p.m. Request one by calling the Code Enforcement Office at 325-236-6313 ext. 1381 by 4:00 p.m. on the business day before; same-day requests are fitted in when there is room. Any re-inspection fees must be paid before the building final is approved, and a permit lapses if work does not start within 180 days or stops for 180 days.
No building may be occupied until every final inspection is approved and a certificate of occupancy issued. A CO is needed for a new owner, a new tenant or use, a remodelled or expanded space, or even a change of business name; after you apply, the Building Official and Fire Marshal schedule an on-site walkthrough, and the certificate must be posted in a visible spot. The Fire Marshal also charges $50 for fire alarm or sprinkler acceptance testing.
Local Sweetwater rules to plan around
Codes: the City Code adopts the 2018 International Residential and Building Codes with the North Central Texas Council of Governments amendments (Ordinance 2022-05), and deletes the residential sprinkler requirement (IRC R313).
Moving buildings: a building moved into or within the city is inspected first and must be brought up to code; movers post a $1,500 bond and register the move, route and timing with the code enforcement office.
Foundations: footings, foundation walls and slabs need reinforcement approved by the Building Official or a structural engineer’s design.
Utilities: a new residential water, sewer and refuse connection costs $130, and service starts after the customer agreement and application are filed.
