What needs a permit in Rosenberg?

A City permit is needed to erect, construct, enlarge, alter, repair, improve, remove, convert, move or demolish a building or structure within the City’s jurisdiction, including work on part of a tenant space. The City Code adds fences, signs, excavation and fill. Depending on the job, you may need a building, concrete (sidewalks and driveways in the public right-of-way), development (site plan), electrical, mechanical or plumbing permit.

MGO filing and contractor registration

Since June 25, 2025, all permit applications have been filed in MGO, where you upload documents, follow plan review, pay fees and schedule inspections. A registered contractor, the designer who prepared the plans or the owner may apply, but the permit is issued to the registered contractor or other person approved by the Building Official who will do the work.

  • Registration: general and limited contractors (roofing, framing, paving, fencing and other specialty crafts) register with the City. Registration costs $100 and renewal $100; residential general contractor registrations expire on February 28 and commercial ones on December 31. Electricians register separately, and plumbing and mechanical contractors are licensed by the state.
  • Insurance: $1,000,000 of liability cover for commercial general contractors, and $300,000 for residential general contractors and limited contractors.
  • Homeowners: an owner who lives in and claims a single-family home as a homestead may act as their own contractor without registering, but pulls the permits and pays the fees. Structural, electrical or plumbing work is permitted only if the Building Official is satisfied the owner can do it competently and safely.

A 2,500 sq ft new home under roof pays $1,250 for the building permit and $625 for plan review, $1,875 before trade permits, utility fees and impact fees. For a lot platted on or after December 19, 2023, or unplatted land, the impact fee for a standard 5/8 x 3/4 in. meter is $2,693 for water and $2,100 for sewer ($4,793 in all); older plats carry the rates in effect when they were recorded. A 3/4 in. water meter costs $600 and a 4 in. sewer tap $635.

Outlet and appliance charges do not apply to residential remodels. Trade permits are applied for in MGO like the building permit.

A re-inspection costs $100. After-hours or weekend inspections cost $100 an hour with a 3-hour minimum, and a third-party inspection is $150. New water and sewer taps are inspected separately, at $100 each, with re-inspections from $150. Fire Marshal certificates of occupancy cost $100.

Local rules in Rosenberg

Slab elevations: the City’s Unified Development Code sets a minimum slab elevation for all structures, the highest of several tests. These include the pre-Atlas 14 500-year water surface plus 24 in.; or, where no 500-year level exists, the base flood elevation plus 48 in. (Brazos River base flood elevation plus 24 in.); the 100-year water surface or detention ponding level plus 30 in.; or 24 in. above the lowest top of curb. An Atlas 14 base flood elevation plus 24 in., no lower than the Atlas 14 500-year level, can be used instead. In Zone A the slab must be at least the estimated base flood elevation plus 48 in. or the Atlas 14 alternative.

Development permits: the City’s development permit application covers residential and non-residential construction, placing fill, substantial improvements and changes to a natural waterway or drainage course, and is filed with one copy of the plans.

Codes: plans must meet the 2018 International Building, Residential, Mechanical, Plumbing, Fire, Fuel Gas, Existing Building and Swimming Pool and Spa Codes, the 2015 International Energy Conservation Code and the 2023 National Electrical Code. The City’s sign rules also apply in its extraterritorial jurisdiction.

Texas has no single statewide building code: state law makes the International Residential Code the base code for homes in cities and the International Building Code the base for commercial buildings, with each city choosing the edition and its own amendments, while the National Electrical Code and the energy code apply statewide.
