Property outside the city limits is in unincorporated Angelina County. Septic systems inside Lufkin and across the rest of the county are permitted by the Angelina & Neches River Authority, which TCEQ lists as its authorized agent for Angelina County. The City applies its flood damage prevention rules and its subdivision ordinance (No. 3693) in the extraterritorial jurisdiction as well as inside the city.
Applying, bonds and contractor registration
Submit the building permit application online through MyLufkinTX, then come to the Inspections office after 2:00 p.m. the next day to complete it. Bring a site plan, construction drawings and, where required, a drainage plan; projects with plans need two sets.
- Contractor registration: every contractor registers in person. For electrical, plumbing, sign and HVAC work the master licence holder registers with copies of the master and electrical contractor licences.
- License and Permit Bond: anyone working in the city must file a $5,000 bond (Ordinance 417), available from any insurance agency. Homeowners working on their own homestead are exempt.
- Homeowner permits: owners may do construction work on their own home with a permit. Owners of businesses or rental property may not do their own plumbing, air conditioning or electrical work.
- Fire systems: sprinkler, suppression and alarm applications need three complete sets of scaled drawings and submittals.
- Backup power: since an August 7, 2026 bulletin, residential backup power systems may use third-party plan review or inspection under SB 1202; declare it when you apply.

For example, a new 2,000 sq ft house pays $800 for the building permit and $40, $80 and $120 for the mechanical, electrical and plumbing permits, $1,040 in total. When a project needs plans and is valued at $100,000 or more, the code adds a plan-checking fee of half the building permit fee, paid when the plans are submitted; single-family homes are exempt. Any permit not on the schedule costs $50.

A failed inspection that has to be repeated costs $35, an inspection for a utility reconnection $35, and an after-hours inspection $100 with a two-hour minimum. On backup power systems that use a third-party inspector, a City inspector still performs the service release and sends it to the power provider the same day.
