What requires a permit in Manvel?
The City requires a permit for any construction, change of use or occupancy, alteration or repair of a building or its plumbing, electrical, mechanical or irrigation systems. Its application list covers:

An open metal carport of 400 sq ft or less needs no permit. A detached carport under 600 sq ft that is enclosed on no more than two sides, has no utilities and is used only for parking still needs a permit, but it is issued free with a hand-drawn site drawing.
Who issues permits in Manvel?
Development Services handles permits through its Permits and Building & Inspection divisions, alongside Planning, Engineering and GIS. City permits apply inside the city limits and in parts of the extraterritorial jurisdiction (ETJ) developed under a development agreement with the City; other land outside the city is unincorporated Brazoria County.

Contractor registration and how applications are filed
Every contractor must be registered before commercial or residential permits are issued. To register, send a Contractor Permit form with the licensed contractor’s name, phone and MyGov email, a current licence (plus the electrical, plumbing, mechanical or HVAC licence where it applies) and a liability insurance certificate of at least $1 million. Contractors then set up a MyGov Collaborator account to view projects, pay invoices and schedule inspections.
The Permits page says MyGov is not a submission tool: applications, contractor documents and plans go by email to permits@cityofmanvel.com. The City’s 2024 new home packet instead tells builders to upload the packet to MyGov’s Electronic Plan Review step, so ask the permits office which route it wants for your job. Pay by card through the permits office (3.25% convenience fee) or by cash or check at City Hall.
- New Home Permit Application Packet: one application covering building, electrical, mechanical and plumbing, listing lot size, flood zone, fill in cubic yards, zoning district, garage and living area.
- Existing Home Permit Packet: for remodels, with existing and proposed floor plans, engineered framing if bearing walls change, and an energy compliance certificate when sheetrock, wiring or HVAC is replaced.
- Commercial packet and checklists for new commercial buildings, change of occupancy, add-ons and remodels.
- Pipeline hold harmless agreement: required, and recorded, for any structure within 100 feet but no closer than 50 feet of a pipeline or pipeline easement.

For a new 2,500 sq ft home, the building permit is $1,000 and the plan review fee $500, and each of the three trade categories adds at least $250. Elevation certificate reviews are $50 each (three are part of a new home permit). Owners building a single-family home they will live in (“certain Manvel residents” under Proposition B) pay $0 for several zoning and plat fees.
Impact fees: Ordinance 2026-O-22, adopted September 21, 2026, sets impact fees by meter size; a 3/4-inch meter pays $5,458 for water and $19,937 for wastewater, $25,395 in total.

All electrical, mechanical and plumbing work must be done by contractors with state licences and active City registrations. On a new home the trades are included in the home permit; pulled on their own, electrical, plumbing and mechanical permits each cost $100 for repairs, $150 for residential new work and add-ons and $200 for commercial. Medical gas work is permitted by a master plumber on the plumbing application.
Septic systems: the City permits and inspects on-site sewage facilities in Manvel. The fee schedule has charged $360 (residential) and $460 (commercial) since October 1, 2024, although the posted septic packet still prints $250 and $410. The application needs a site evaluation, planning materials, pump data, a maintenance contract and a recorded affidavit, and it expires after 12 months if the final inspection is not done.
Fire: under the fire fee schedule of June 2, 2025, a fire final inspection for a change of occupancy costs $150 and fire sprinkler plan review starts at $200 for the first 100 heads. Manvel builds to the 2021 International codes and the 2020 National Electrical Code.
How to get a building permit in Manvel
A permit is only issued for a lot that meets the subdivision ordinance; find the flood zone and plan any fill.
Register the builder and each trade with the City and set up MyGov Collaborator accounts.
Use the new home, existing home or commercial packet, with a plot plan showing easements, drainage and grades, and an engineer-sealed foundation plan.
Send the packet and plans to permits@cityofmanvel.com and pay the fees.
Civil site permits are issued after a Tuesday-morning pre-construction meeting; plans and the bid tab are due by noon the Wednesday before.

The general contractor schedules inspections online in MyGov, 24 hours in advance. A new home is inspected at foundation piers and foundation (before concrete), concrete flatwork, the plumbing, electrical and mechanical roughs, hurricane clips and straps (a Texas windstorm inspector’s approved report may be accepted), framing after the roughs pass, and final. Other inspections cover temporary poles and meters, gas tests, pools, culverts, ponds, water wells, septic systems and manufactured home placement.
The City’s design criteria use a 110 mph wind speed, a 6-inch frost depth and a very heavy termite rating. Re-inspection fees after a failed inspection are paid in advance: $50 residential, $100 commercial.
Flood and fill rules
- Minimum floor heights: in unshaded Zone X, 18 inches above the top of curb or street center or 12 inches above natural grade, whichever is higher; shaded Zone X, 24 inches above natural grade; Zone AE, 24 inches above the FEMA base flood elevation. No new structures in the floodway.
- Elevation certificates: one with the application, one after the forms are set and before the foundation inspection, and one before final.
- Drainage district: all commercial buildings and any structure of 5,000 sq ft or more go to the drainage district before a building permit.
- Fill: a development permit is needed before fill is placed, and fill must stay 20 feet from property lines. In the floodplain, more than 60 cubic yards per acre per year needs an engineer’s drainage plan. On a single-family lot outside the floodplain, no drainage plan is needed when 20% or less of the property becomes impervious.
