What requires a permit in Haltom City?

The City lists the permit types it issues: residential new construction, additions, remodels and repairs; commercial new buildings, additions, remodels and repairs; accessory buildings; demolition and moving; electrical, mechanical and plumbing work; fences; foundation repair; solar systems; and street contractor work on curbs, gutters, drive approaches and sidewalks. Roofing, irrigation, signs and certificates of occupancy have their own forms.

Permit needed

  • Accessory buildings over 200 sq ft
  • Foundation repair, with an engineer’s sealed letter
  • Concrete slabs larger than 10 by 10 feet (flatwork permit and site plan)
  • Drive approaches, built by a licensed, bonded right-of-way contractor
  • Residential fences at least 30 inches tall
  • Roof replacement, including a decking inspection
  • Any electrical service change-out, which also triggers hard-wired smoke detectors and GFCI outlets

No building permit

  • Accessory buildings of 200 sq ft or less
  • Flag poles
  • Painting, papering and similar finish work
  • Platforms, walks and decks no more than 6 inches above grade
  • Retaining walls up to 4 feet, unless they hold a surcharge or flammable liquids
  • Above-ground pools at houses, up to 5,000 gallons
  • Window awnings projecting no more than 54 inches on houses

Exempt items may still need separate electrical, plumbing or mechanical permits. A detached garage may cover no more than 50% of the rear yard and is limited to 30% of the main building’s floor area (never less than 600 sq ft), and one over 600 sq ft must meet the house’s masonry requirement.

Applying online and registering as a contractor

Permit applications are uploaded to the MyGov Online Action Center, which also lets you print the approved permit; it can be collected at the office instead. Fees are paid by check, money order or credit card.

  • Contractor registration: every contractor must register before the building application is submitted, uploading a driver licence and a certificate of insurance that names the City of Haltom City as certificate holder. Registration costs $100 and $50 a year to renew; master electricians register free.
  • Homeowners: owners working on their own home are exempt from registration if the property has a homestead exemption with the Tarrant County Appraisal District and their driver licence shows that address.
  • Forms: the City publishes building, demolition, electrical, mechanical-plumbing, residential roofing and residential irrigation permits, two certificate of occupancy forms (including a lights-on application), sign applications and contractor and street contractor registration.

Haltom City permit costs and fees

Fees come from the Fiscal Year 2026-27 Fee Schedule, approved by City Council in August 2026 and in effect from October 1, 2026. Inspection fees are included in the building permit fee.

Contractors and trade permits in Haltom City

The Building Inspection Division issues electrical permits and combined mechanical-plumbing permits on their own forms. Trade work is checked against the 2023 National Electrical Code and the 2024 plumbing, mechanical and fuel gas codes.

  • Electrical: any service change-out requires hard-wired smoke detectors and GFCI outlets to be brought up to date.
  • Plumbing: the City’s minimum water service line is 1 inch and the minimum building sewer is 4 inches.
  • Mechanical: air conditioning units must be secured to their concrete pads, and duct blaster and door tests are required only on new construction.
  • Irrigation: residential systems use the City’s irrigation checklist-permit, and irrigators register for $100 ($50 to renew).

Once everything is in, the City says the permit process takes 7 to 10 business days. Roof applications must list the shingle brand or year, the felt type and the sheathing thickness (at least 5/8 inch lumber or 7/16 inch OSB or plywood). A permit stays valid for 180 days.

Haltom City permit application: local workflow

1. Register the contractor

Upload the driver licence and insurance certificate for registration, unless you are a homestead owner doing your own work.

2. Check zoning and the flood map

Confirm setbacks, garage limits and whether the lot is in a FEMA floodplain or floodway; rezonings and variances go to the Planning and Zoning Commission or Zoning Board of Adjustments.

3. Prepare the plan set

Work through the City’s plan review checklist for a house or commercial building.

4. Upload to MyGov

Submit one digital set in the Online Action Center, plus one printed 11 by 17 inch set.

5. Pay and collect the permit

Pay the permit and 65% plan review fee, then print the approved permit from MyGov or pick it up.

6. Call in inspections through the final

Request each stage by phone, then get the certificate of occupancy before a commercial space is used.

Inspections in Haltom City

The contractor, or whoever is doing the work, is responsible for requesting each inspection when the work is ready. Some inspections are set up when the permit is issued; others are booked by calling 817-222-7730, where the permit technician needs the job address, the inspection type, a morning or afternoon preference, and a name and call-back number. A voicemail does not put you on the schedule, so speak to a City representative.

A typical job is inspected in this order: form board survey, plumbing rough, foundation (after underground plumbing and electrical pass and the steel is in place), framing, insulation, electric or gas meter release, and the final once the trade finals have passed. Foundation repairs need the engineer’s final report before the final inspection. Work called for inspection that is not ready, or not corrected, is charged a $75 re-inspection fee. Commercial buildings, new or existing, need a certificate of occupancy at the final inspection before they are used.

Texas building code

Texas has no single statewide building code: state law makes the International Residential Code the base code for homes in cities and the International Building Code the base for commercial buildings, with each city choosing the edition and its own amendments, while the National Electrical Code and the energy code apply statewide. Outside city limits most counties issue no building permits for homes. Texas building code rules
