Bureau Veritas reviews fire sprinkler, fire alarm and hood suppression plans for the City. Past the city limit, Bee County’s Community Affairs department takes over, and it issues development and septic permits rather than building permits. Online forms and contractor registration

Beeville takes building permit applications through online forms on its website: fill in the owner, job address, legal description, contractor, class of work, estimated cost, flood zone and setbacks, attach scaled and dimensioned plans, then pay online after submitting. PDF versions are also posted.

  • Contractor registration: electrical contractors, master, journeyman and sign electricians, master and journeyman plumbers, HVAC contractors and irrigators register online each year for $125. The permit technician reviews the form and sends a payment link; backflow testers use a separate form.
  • Homeowner’s Affidavit: an owner living in the house as a homestead can do plumbing, electrical, HVAC, flatwork, fence or remodeling work personally, swearing not to hire anyone to help.
  • General Permit application: for plumbing, mechanical, electrical, sign, demolition, roofing and fence work, with a site plan or survey showing setbacks for fences, signs, demolition and pools.
  • Certificate of Occupancy application and the Plumbing Worksheet.

How much does a building permit cost in Beeville?

Fire systems: fire sprinkler, fire alarm and hood suppression plans need the designer’s stamp and signature, cut sheets and calculations (hydraulic calculations and hydrant flow data less than 6 months old for sprinklers, battery calculations for alarms). Submit at least four sets: three go to Bureau Veritas and one stays with the City. Fire plan review and inspection start at $1,250 plus $25 for projects up to $250,000.

Plans and documents

  • Scaled and dimensioned construction plans, attached to the online application
  • A site plan or property survey showing setbacks for building, fence, sign, demolition and pool permits
  • Foundation plans for additions, stamped and signed by a Texas engineer when the floor area exceeds 500 sq ft
  • The FEMA elevation certificate where it applies
  • Licence details for the contractor, or the Homeowner’s Affidavit
  • Fire system plan sets for Bureau Veritas on commercial jobs

Once the permit is issued, display the address numbers on the building or site and the permit in a weatherproof enclosure or window.

How to get a building permit in Beeville

1. Register the contractor

Licensed trades register online for $125 a year; homestead owners doing their own work file the Homeowner’s Affidavit instead.

2. Check zoning and flood status

Confirm the zone district and setbacks, and whether the lot is in a flood plain.

3. Prepare plans

Scaled, dimensioned plans and a site plan, plus an engineer-stamped foundation plan for larger additions.

4. Submit the online application

Use the Residential and Commercial Permit Application or the Building Permit form on the City website.

5. Pay online

After submitting the application, pay through the City’s Municipal Online Payments site.

6. Request inspections and the C of O

Ask for each inspection before the 4:00 p.m. cutoff; the building cannot be occupied until the City issues its Certificate of Occupancy.

Inspections are required at key stages of construction. Email developmentservices@beevilletx.org or call 361-358-4641 by 4:00 p.m. to be scheduled for the next business day; requests after 4:00 p.m. are scheduled within 2 business days. A re-inspection costs $100 plus $25 for a home and $125 plus $25 for commercial work.

The City also links to Vertex plans for remote inspections: a City inspector joins a live video session and the contractor or homeowner shows the work on a smartphone or tablet with at least 4G service, with the project location checked from the device. The inspector says at the end whether the work passed or what must be corrected before a re-inspection.

A Certificate of Occupancy is required before any building is occupied.

Texas building code

Texas has no single statewide building code: state law makes the International Residential Code the base code for homes in cities and the International Building Code the base for commercial buildings, with each city choosing the edition and its own amendments, while the National Electrical Code and the energy code apply statewide. Outside city limits most counties issue no building permits for homes. Texas building code rules
