Who issues permits in Dyersburg?

Codes Enforcement issues building permits and inspects construction inside the city limits. Thomas Mullins is the Code Official and also the commercial inspector, and an Assistant Code Official handles residential inspections. The office is at 435 W Market Street (P.O. Property outside the city limits is permitted by Dyer County Building & Zoning, 1910 Pioneer Rd. (731-287-0775). The State Fire Marshal lists both Dyersburg and Dyer County as exempt from the state residential program, so each enforces its own building codes.

Who can pull a Dyersburg permit, and the forms

The City’s “Building Permits – Who Can Get One” sheet sets three routes:

  • Property owner: for their own private residence, taking on liability and workers’ compensation; state law allows one new personal residence every 2 years.
  • Workman: any job under $25,000, with workers’ compensation insurance or a signed waiver where it does not apply. On commercial work, a workman or owner is limited to $25,000.
  • Licensed contractor: any job up to the monetary limit of their state licence, with proof of workers’ compensation and the business’s state licence number.

Commercial valuations leave out site preparation, and the cost of work covered by a separate fire safety permit may be deducted. The City can ask for a detailed cost breakdown when a declared valuation is below 75% of the national average for that construction and occupancy. Fire safety permits use the same valuation scale.

Other charges: commercial and fire safety plans review is a quarter of the building permit fee, at least $50 and at most $5,000. Re-inspections cost $50 the first time, $75 the second and $100 (or a court citation) the third. A permit violation costs $50 and/or a doubled permit fee. A driveway approach up to 12 feet wide is $10, plus $5 for each extra foot, and site plan review is $75.

Electrical, plumbing, mechanical and gas work in Dyersburg

  • Electrical: the fee book lists electrical permits under the State of Tennessee, and Dyersburg is not one of the cities that run their own electrical program, so the permit and inspections come from the State Fire Marshal’s electrical section.
  • Plumbing: City permit, $50 for a home and $100 for commercial work. Rough plumbing is tested at 60 psi for water lines and 5 psi or a 10-foot head for drain, waste and vent piping.
  • Gas and mechanical: City permit at the same $50 and $100 rates, open only to registered gas contractors. Residential gas rough-in is pressure tested at 40 psi before it is covered.
  • Fire protection: sprinkler, alarm, hood and other fire systems need a fire safety permit, and state-licensed facilities such as nursing homes and day cares pay a $50 Fire Department inspection fee.

Codes and plan requirements

Ordinance BB720 adopts the 2021 International Building, Residential, Fuel Gas, Mechanical, Plumbing, Fire and Existing Building Codes. Commercial buildings follow the 2021 International Energy Conservation Code, while one- and two-family dwellings and townhomes stay on the 2018 energy code with amendments, and electrical work follows the 2017 National Electrical Code. The City also posts the Tennessee Modular Building Act and ICC’s February 2024 Building Valuation Data, the national cost table behind its 75% valuation check.

Its Residential Builders Guide lists the 2021 IRC points inspectors look for most. Any house of 5,000 sq ft or more needs designed drawings. Braced wall panels need double studs at each end and an 1,800 lb hold-down at the panel nearest each corner, and headers or beams longer than 6 feet in load-bearing walls are strapped at both ends with 18-gauge coil strap. Gas logs go only in approved factory-built boxes or approved solid-fuel fireplaces, water heaters are strapped against earthquakes, and plumbing must be done by a plumber licensed by the State of Tennessee.

Site plans go through the City’s Site Plan Process and checklist before the Planning Commission, and billboard structures need stamped drawings.

How to apply for a Dyersburg building permit

1. Confirm the city limits

Outside the limits, Dyer County Building & Zoning handles the permit.

2. Decide who pulls the permit

Owner for a private residence, workman for jobs under $25,000, or a licensed contractor within their limit.

3. Clear site and flood approvals

Submit the site plan for commercial work and the Flood Hazard Development Application where the lot is in a flood zone.

4. File the building permit application

The City’s online form covers every permit type, from new homes and roofing to signs, fire alarms and storm water. It asks for the project cost, heated and unheated square footage, whether the building is sprinkled or in a floodplain, and fixture or gas appliance counts for trade permits; questions go to 731-288-7612. Work may not start until the permit is issued.

5. Add the trade permits

Plumbing and gas or mechanical permits from the City (gas contractors registered); the electrical permit from the State.

6. Pass the inspections

Work through the City’s required inspection list until the final and Certificate of Occupancy.
