Development Services, led by Director Megan Brooks, P.E., brings planning, building codes, engineering and stormwater together. Planning and codes staff work from the Municipal Building on Associates Boulevard; engineering and stormwater staff are on Universal Street. The State Fire Marshal’s Office lists Alcoa as exempt from the state residential building program because the City enforces its own codes, so homes in the city are permitted by the City, not the state.

Alcoa Electric serves the whole city and parts of Blount County outside it, but the City stopped issuing electrical permits on February 14, 2020. Work outside the city line is handled by Blount County or the town the parcel sits in.

Alcoa applications and online filing

The City is moving its applications into a CivicPlus citizen portal (log in as a guest or create an account, then choose “Create Application”), adding forms over time, and inspection requests already go through it. Building and Codes also publishes its applications as PDFs to sign and return to the Municipal Building at 223 Associates Boulevard:

  • Building Permit Application (revised October 2025), with a site plan on the back or attached. It asks about flood hazard areas and whether a curb grade has been obtained, and an application is void after 180 days.
  • Building Plans Review Permit Application Packet, for commercial, multi-family, public and industrial projects that go through site plan review.
  • Foundation Survey Requirement sheet, completed when the building permit is issued.
  • Plumbing Permit Application and Mechanical Permit Application, each void after 180 days.
  • Affidavit of Plumbing License or Exemption, a notarised form under T.C.A. 62-6-402 for a limited licensed plumber, an employee of a licensed plumber, or a homeowner plumbing the house they live in.
  • Moving Permit Application for relocating a structure.

The City’s codes page notes that an owner acting as their own contractor may build one personal residence every two years without a licence; more than one permit for a single residence within two years is presumed to be for resale.

Alcoa building permit fees

Fees come from the Planning and Codes Department fee schedule, revised by Ordinances 19-467 (April 2019) and 23-591 (August 2023). The building fee is based on total valuation, meaning the full cost of the project in materials and labor. The building official can set the valuation from the ICC’s Building Valuation Data if the figure given does not reflect the real cost.

For example, a house valued at $300,000 pays $550 plus 200 × $3.60, a building permit fee of $1,270. Plan review fees do not apply to houses. Starting work before the permit is issued doubles the fees.

A temporary certificate of occupancy costs $250 for the first 30 days and $50 for each further month, up to 6 months, and needs a surety covering 100% of the unfinished site work plus 15%, with a $1,000 minimum and a $50,000 cap.

Alcoa does not appear among the cities the state exempts from its electrical program, and Alcoa Electric connects service only after a state inspector has passed the work. Mechanical systems valued at $25,000 or more need a Tennessee mechanical contractor’s licence submitted with the permit application. Plumbing applicants file the license-or-exemption affidavit or a copy of their licence.

Codes staff work with the Alcoa Fire Department on fire and safety inspections, and new commercial plans are reviewed for fire code compliance.

Plans, site review and adopted codes

A house or small project needs the building permit application with a site plan showing lot dimensions, existing and proposed buildings, distances to every lot line and between buildings, and the lowest floor elevation if the lot is in a flood hazard area.

Commercial, multi-family, public, semi-public and industrial projects go through site plan review first. Development staff from planning, codes, engineering, electric and fire review the site plan with the Alcoa Regional Planning Commission, which meets on the third Thursday of each month at 5:30 p.m.; completed site plans are due by 4:30 p.m. on the first Monday of that month. The 2023 plans review packet then asks for four full sets of building plans, and a landscape plan approved by the Alcoa Tree Board before the building plans are submitted. Site work takes a separate grading permit.

Alcoa enforces the 2018 International Building, Residential, Mechanical, Plumbing, Energy Conservation, Fire and Property Maintenance Codes, the 2018 Life Safety Code (NFPA 101) and the 2017 National Electrical Code.

How to get a permit in Alcoa: 6 steps

1. Check the parcel and zoning

Make sure the site is inside Alcoa rather than Maryville or unincorporated Blount County, and note its zoning district for the application.

2. Clear site plan review for larger projects

Commercial, multi-family and industrial sites need Planning Commission approval, and a Tree Board-approved landscape plan, before building plans go in.

3. File the building permit

Return the signed application and site plan to 223 Associates Boulevard, or use the citizen portal where the form is offered, and state the estimated construction cost.

4. Add the trade permits

Take out City plumbing and mechanical permits, and buy the electrical permit from the state through CORE.

5. Pay and schedule

Every fee must be paid before the first inspection can be booked, with 24 hours’ notice.

6. Submit the foundation survey and finish

Where a survey is required, file it within 15 days of the passed footing inspection, then pass each final and request the certificate of occupancy.

City inspectors check footers, framing, preliminary and final gas/mechanical, plumbing, and the final inspection for the certificate of occupancy. Electrical inspections are made by a state inspector.

The City’s inspection checklist for new buildings also covers under-slab plumbing with a pressure test, trade rough-ins, fire-rated sheetrock with fasteners in place before taping, and the sewer line once it is bedded and connected to the tap. On commercial sites, engineering and planning carry out pre-final site, drainage and landscaping inspections before the final building, fire, electric and site inspections. The certificate of occupancy is issued after every trade and department has signed the sign-off card.

Each failed building, plumbing or mechanical inspection carries a $50 re-inspection fee.

Local Alcoa rules to plan for

Foundation surveys: a registered land surveyor’s foundation survey is required for a new building on a vacant lot, for work within 2 feet of a setback or utility easement, on steep or wooded lots that are hard to check in the field, and where lot pins are missing or appear to have been moved. It is due within 15 days of the approved footing inspection, and work must stop after that until it is filed.

Flood zones: the building permit application states that structures shall not encroach into flood zones A or AE and must have a minimum finished floor elevation 1 foot above the 500-year flood elevation.

Covenants: the City checks setbacks against its zoning code only. Subdivision covenants can be stricter, and staying within them is the builder’s responsibility.

Appeals: appeals of construction code decisions go to the Construction Board of Adjustments ($50 for one- and two-family dwellings, $100 for other buildings); variances go to the Board of Zoning Appeals ($300).
