Brown County’s zoning title covers the unincorporated county, joint areas one mile outside Groton and Hecla and one-half mile outside Frederick, and the incorporated towns of Claremont, Columbia and Stratford. In that area the Planning & Zoning Department, 25 Market St, Ste 5, Aberdeen, reviews and processes building permits and floodplain development permits.

This guide covers Brown County Planning & Zoning and the City of Aberdeen. The County does not post its building permit fee schedule or application form online, so ask the office for both.

What requires a building permit in Brown County?

In the County’s zoning area, a building permit is needed for any improvement on or to a structure whose market value exceeds $2,000. Work must start within 180 days of issue and be finished within two years, or a new permit is needed. In Aberdeen, since July 1, 2026, repair or like-for-like replacement of doors, fencing, nonstructural siding and windows on a detached, single-family, owner-occupied home may not need a permit.

Fire alarm, sprinkler and fuel tank permits come from the Fire & Life Safety Division.
