In Huron, building permits come from the City’s Inspections Department at 239 Wisconsin Avenue SW (605-353-8512), and applications are filed online through Cloudpermit. Fees follow a valuation table in Resolution 2025-09, effective January 1, 2026: a project valued at $126,000 pays $815.20, and a residential re-roof is a flat $20.

When does Huron require a building permit?

The City says permits are needed for new construction, structural changes, remodeling, fences, sheds, re-siding, re-roofing (residential and commercial), water heater replacement, HVAC installation and lawn sprinkler installation. The municipal code also covers permanent fixtures such as sump pumps and heating, ventilating and exhaust systems.

Permit needed

  • New houses, apartments and commercial buildings
  • Additions, garages, carports, decks over 30 inches and three-season rooms
  • Basement finishing and remodeling
  • Fences, sheds, pole barns and pergolas
  • Re-roofing and window work beyond like-for-like replacement
  • Water heaters, HVAC, sump pumps and lawn sprinklers
  • Demolition, moving a building and signs

No permit (code 18.08.010)

  • Retaining walls up to 4 feet without a surcharge
  • Sidewalks and driveways
  • Painting, flooring, cabinets, countertops and similar finish work
  • Above-ground prefabricated pools and playground equipment
  • Decks no more than 30 inches above grade
  • Wall-supported awnings projecting 54 inches or less

Since Ordinance 2285-18-71, passed on July 13, 2026 to follow the state’s new law, no permit is needed to repair or replace with something substantially similar the doors and windows (same size), gutters, downspouts, fascia, soffits, nonstructural siding or fence panels and posts of an owner-occupied detached single-family home. Designated historic properties are excluded, and the work must still meet the adopted codes.

Who issues permits in Huron?

The Inspections Department issues building permits and inspects residential and commercial projects; Chris Newman is the City’s Building Official. The Planning Director handles zoning, plats, variances, conditional uses and home occupations, staffs the Planning Commission and the Board of Historic Preservation, and helps the City Engineer run the flood damage prevention ordinance.

Outside the city limits, Beadle County Planning & Zoning issues building permits. A joint jurisdictional area of about 2 miles around the city is zoned jointly by the Huron and Beadle County planning commissions, and land zoned residential, commercial or industrial there follows Huron’s zoning ordinance; the City publishes a joint jurisdictional zoning map.

Permit types and city applications

Building permit applications go through Cloudpermit. The code asks for a statement of the materials, the site, the owner and the value or cost of the work, and if the final cost goes over the stated value you must give the inspector an updated figure. Planning applications are paper forms on the Inspections & Planning page:

  • Variances Application and Conditional Use Permit, filed at least 15 days before the first public hearing; a hearing examiner reviews each request before the City Commission decides.
  • Home Occupations Types 1, 2 and 3.
  • Moving Permit, required before moving a structure over city streets or roads in the joint area.
  • Plats, Rezone Petition, Annexation Petition and street or alley vacation petitions.

Rental property also needs a rental housing permit under the City’s rental code, with a one-year permit costing $30 for a single-dwelling building.

Huron building permit fees

Fees are set in Resolution 2025-09, adopted on December 1, 2025 and in effect since January 1, 2026; it replaced all earlier rates resolutions. Most permits are priced from the project valuation using Table 1-A. For common projects the resolution lists per-square-foot figures marked as valuation rates, for example $84 per sq ft of finished house space, $30 for an attached garage and $20 for a finished basement, and the fee then comes from the table.

Starting work without a permit adds a late assessment fee to the permit fee: $50 for work valued up to $40,000, $100 up to $80,000, $150 up to $120,000 and $200 above that. Federal, state and local government projects still need a permit but pay no permit fee.

Electrical, plumbing and mechanical permits

Electrical work is permitted and inspected by the South Dakota Electrical Commission. Plumbing is inspected by the South Dakota Plumbing Commission, which does not list Huron among the cities doing their own plumbing inspections. Huron’s code (18.20.080) still says no plumbing work may start without a permit from the City building inspector, and the City’s fee resolution prices water heaters, lawn sprinklers, HVAC and sump pumps; ask the Inspections Department (605-353-8512) whether a City permit is needed for other plumbing. The code also requires anyone in the plumbing business in Huron to hold a state plumbing contractor licence.

What to submit

  • A description of the work, its materials, the site and the owner, with the value or cost of the project.
  • For a new building or any major alteration that changes the outside dimensions, three copies of a site plan showing the lot, existing and proposed structures, their distances to the lot lines and the off-street parking plan.
  • A scaled parking and loading plan when applying for the occupancy certificate for a new or enlarged use.

One approved copy of the site plan stays on the job until the occupancy permit is issued. The City may refuse a permit to an owner, agent or contractor who owes city bills or special assessments, or who has not finished the work on an earlier permit on time.

How to get a Huron building permit

1. Confirm the address is in the city

Outside the limits, Beadle County issues permits; check the joint jurisdictional zoning map near the edge of town.

2. Check zoning

Setbacks, accessory building rules and parking come from the zoning ordinance; ask the Planning Director about a variance or conditional use early.

3. Apply in Cloudpermit

Describe the work, give the project value and upload the site plan.

4. Pay the fee

The Inspections Department prices the permit from Resolution 2025-09.

5. Pull state trade permits

Get the electrical and plumbing permits from the state commissions before that work starts.

6. Build within 180 days

Call the Inspections Department for inspections and ask in writing for an extension if you need more time.

Inspections and occupancy

Call the Inspections Department at 605-353-8512 to arrange building inspections. A permit is valid for 180 days, and the building inspector can grant written extensions of up to 180 days each or send the request to the City Commission.

Every building permit for new construction, alterations or moved structures leads to a certificate of occupancy. The application for that certificate goes in with the permit application, and the certificate is issued within 10 days after the building inspector finds the building and its use comply with the zoning rules.

Local Huron details

Flooding: the City’s Flood Damage Prevention Ordinance was rewritten in February 2025, and building in a mapped flood hazard area needs a $350 flood damage prevention permit.

Historic properties: Huron has a Board of Historic Preservation, staffed by the City Planner, and designated historic properties do not get the like-for-like exterior exemption.

Utilities and streets: a sewer tap permit and inspection costs $50, an excavation permit $35, and the commercial trunk line fee is $65 per foot.

Ag fringe: in the agricultural fringe district of the joint area, agricultural buildings are not inspected unless the owner asks.

Appeals: a disagreement with the building inspector over the code goes to the board of appeals, and an appeal under the building code costs $30.

South Dakota building code

South Dakota has no state-enforced building code: each city or county decides whether to adopt one. The state Electrical and Plumbing Commissions permit and inspect those trades, except in a few cities that run their own inspections. South Dakota rules

How much is a building permit in Huron?

Most permits are priced from the project valuation under Table 1-A of Resolution 2025-09: $22.30 up to $500, and $815.20 for a $126,000 project. Small jobs have flat fees, such as $20 for a residential re-roof and $5 for a water heater.

Do I need a permit to replace my roof or siding?

Re-roofing needs a permit. Repairing, or replacing with something substantially similar, the same-size doors and windows, downspouts, fascia, fence panels or posts, gutters, nonstructural siding or soffits of an owner-occupied detached single-family home no longer needs one, unless the home is a designated historic property.

Do I need a permit for a deck or a fence?

A new fence needs a permit. A deck needs one only if any part is more than 30 inches above grade.

How long is a Huron building permit valid?

180 days from issue, with written extensions of up to 180 days each at the building inspector’s discretion.

What if I start work without a permit?

You pay the permit fee plus a late assessment of $50 to $200 depending on the value of the work, and a violation can bring a fine of up to $200.

Who inspects electrical and plumbing work in Huron?

The state Electrical and Plumbing Commissions inspect that work. Huron’s code also requires a City plumbing permit from the building inspector, and the City prices permits for water heaters, HVAC, lawn sprinklers and sump pumps.
