Woodward County does not issue building permits. On rural land the county’s permits are for work that touches county roads and floodplains: the Board of County Commissioners (1600 Main Street, Suite 8, Woodward; 580-254-3686) approves driveway entrances and pipeline or utility crossings, and the county Floodplain Board approves permits for work in mapped floodplains, administered by the Emergency Management director. A driveway entrance for a home or farm has no permit fee, but it must have a drainage culvert. The City of Woodward and the towns of Mooreland and Fort Supply require building permits inside their limits.

What needs a county permit in Woodward County?

Needed outside town limits

  • Floodplain permit for building, excavating, mining, grading, drilling or storing equipment and supplies in a county floodplain
  • Driveway entrance permit for any new access onto a county road
  • Pipeline, utility or public service crossing permit for lines on or across county right-of-way
  • 911 address from Woodward County 911
  • Septic permit from the Oklahoma Department of Environmental Quality (DEQ)

Not issued by the county

  • Building permits or inspections of houses and other buildings
  • Trade permits for wiring, plumbing or heating and cooling
  • Any permit inside Woodward, Mooreland or Fort Supply

Where no local building permit exists, a state rule applies instead. The State Fire Marshal quotes OAC 265:25-1-4(a) as: “In all geographical areas wherein no building permit is required by local authorities such permit shall be obtained from the State Fire Marshal’s Office for all Use and Occupancy Classifications identified in the International Building Code.”

Driveway entrances on county roads

The commissioners revised the driveway entrance application in May 2026. Every point of entry onto county right-of-way must have a drainage culvert, and the County Commissioner for the district decides the type and size of culvert case by case.

  • Homes and farms: no entrance permit fee; the owner supplies the culvert and materials.
  • Commercial entrances: $2,000 per entrance, with all materials and labor provided by the business.
  • With the application: a map showing where the drive will be and a drawing of vehicle use, drive dimensions, surface material and drainage.
  • Before building: call the commissioner at least 5 days before construction starts (580-254-3686). Next to a paved or chip seal road, the commissioner may require screenings.
  • Inside a town: the commissioner may build an entrance only where an interlocal agreement is in place.

Building an access drive without a permit means work stops, the owner may have to pay for damage, and no further permits are issued until the problem is put right.

Pipeline and utility crossing permit fees

Pipelines and utility lines on or across county roads need a Public Service/Pipeline Crossing permit (form revised May 2026). The application goes to the County Clerk at least 5 days before a commissioners’ meeting with a check to the County Treasurer, and the permit runs for 30 days; a 60-day permit is available for an additional fee.
