Creek County does not issue building permits or inspect construction in its unincorporated area. What it does regulate is land use: the county’s Planning & Zoning Department (918-227-6369) administers the county zoning and subdivision regulations, assigns E-911 addresses and issues Floodplain Development Permits ($100) for building in the mapped floodplain. Sapulpa, Bristow, Drumright, Mannford, Mounds and Stroud issue their own building permits, and the codes of Kiefer, Kellyville, Oilton and Depew also require a town permit.

What Creek County requires outside the towns

The county’s own FAQ says that, for now, Creek County is not issuing building permits or doing inspections in unincorporated areas. A house, barn or shop outside town limits therefore has no county building permit, but the land still falls under county rules:

County approvals

  • Zoning: uses must fit the zoning district; rezoning, Planned Unit Developments, variances and special exceptions go to the Planning Commission, Board of Adjustment or County Commissioners
  • Land division: lot splits, plat waivers and major or minor subdivision plats
  • Floodplain Development Permit for any development in the regulatory 100-year floodplain
  • E-911 address requests for new construction, secondary dwellings and manufactured homes

Not issued by the county

  • Building permits and building inspections
  • Electrical, plumbing and mechanical permits
  • Septic permits, which come from the Oklahoma Department of Environmental Quality
  • Plan review for commercial buildings, which falls to the State Fire Marshal outside permitting towns

In the floodplain rules, “development” covers any man-made change to land: buildings, filling, grading, paving, excavation, drilling, mining and storage of equipment or materials.

Creek County has twelve incorporated places, and the answer for each comes from the State Fire Marshal’s list of jurisdictions that do their own plan review, permitting and inspections (July 2026), the Uniform Building Code Commission’s jurisdiction list and the towns’ own pages:

KellyvilleTown Clerk-Treasurer, under Code §150.005 (work that changes the outside of a building, costs over $1,000 or moves a building); the state code commission list marks Kellyville as non-issuing, so call the town, 918-247-6160
OiltonCity building official, under City Code §10-1-3, which also covers mobile homes; the state list marks Oilton as non-issuing; 918-862-3202

Kiefer’s code lets minor repairs costing no more than $500 go ahead without a building permit, along with accessory buildings under 150 sq ft that have no water, sewer or electrical hook-ups; plumbing, electrical and mechanical work still needs its own permit there.

County applications and forms

The Planning & Zoning Department posts its 2026 applications on its Applications / Regulations page and asks applicants to call first to find out which ones a project needs:

  • Zoning: rezoning, Planned Unit Development, special exception (including one for large outdoor activities), variance and antenna co-location applications, plus a zoning complaint form.
  • Land division: lot-split, plat waiver and subdivision applications under the Creek County Subdivision Regulations.
  • E-911 Address Request Form: used for new construction, existing or secondary dwellings and manufactured homes. Attach a copy of the deed or lease, or the request will not be processed; for vacant land, mark on a map where the house will go.
  • Floodplain Development Permit Application: both pages must be completed for development in a FEMA-mapped flood area.

The current Creek County Planning and Zoning Regulations were adopted by Resolution No. 2023-16, and the county has applied zoning to all territory in its jurisdiction since resolutions of 1966 and 1967.

Trades, septic and commercial buildings

The county issues no electrical, plumbing or mechanical permits. The trades are licensed statewide by the Oklahoma Construction Industries Board, and inside a permitting town the trade permit comes from that town.

Septic systems: on rural lots without sewer, the Oklahoma Department of Environmental Quality permits the system. A Report for On-Site Sewage (the “581”) decides which systems the lot allows, an Authorization to Construct must be bought and issued by DEQ before installation, and the finished system is inspected by DEQ or self-inspected by a DEQ-certified installer.

Commercial buildings: Creek County is not on the State Fire Marshal’s list of jurisdictions that do their own plan review, so outside the permitting towns the State Fire Marshal is the authority for commercial construction, and its plan reviews are filed through its Accela Citizen Portal.

Creek County fees

With no county building permit, the county charges only for its zoning, land division and floodplain work. These figures are from the Planning and Zoning Fee Schedule 2026, which the department says changed only its fonts, not its fees, on March 16, 2026.

What the floodplain and address applications ask for

Floodplain Development Permit

  • Applicant, engineer and contractor names and phone numbers
  • Address or location of the work, with GPS coordinates
  • Type of work: construction, addition, remodel, elevation, fill, demolition, manufactured home placement, mining, drilling or storage
  • Flood map effective date, flood zone, community panel number and NFIP community number
  • Base flood elevation, proposed and finished lowest floor elevations and lowest adjacent grade
  • Whether a detention or retention pond is planned

E-911 address request

  • Owner name, mailing address and phone
  • Legal description with a copy of the deed or lease
  • Street the driveway enters from and the nearest intersection
  • Whether the site is in a flood zone
  • Type of request: new construction, existing or secondary dwelling, manufactured home or vacant land

How to plan a project in unincorporated Creek County

1. Check the town limits

Use the county map on the Planning & Zoning page; inside a permitting town, the town’s building office takes over.

2. Call Planning & Zoning

Confirm the zoning district and which county applications the project needs (918-227-6369).

3. Settle zoning and land division first

File any rezoning, variance, special exception, lot split or plat and wait for the board decision.

4. Get the floodplain permit if mapped

Submit the $100 Floodplain Development Permit before building, filling or grading in the floodplain.

5. Request the E-911 address

Send the address request with the deed or lease copy.

6. Arrange septic and state reviews

Order the DEQ soil report and Authorization to Construct; commercial buildings go to the State Fire Marshal.

Inspections outside the towns

No county inspector visits footings, framing or finals in unincorporated Creek County. The checks that do apply come from the permits above: the floodplain permit requires a registered engineer, architect or land surveyor to certify the finished floor elevation or floodproofing on an elevation certificate, and the floodplain permit lets county staff enter the site in daylight to inspect. Septic systems are inspected by DEQ or a certified installer, and commercial buildings are inspected under the State Fire Marshal’s permit. Projects inside a permitting town follow that town’s inspection schedule.

Local Creek County details

Floodplain standards: the county requires the lowest floor of a home, including any basement, to sit at least 2 ft above the base flood elevation; a non-residential building must be elevated 2 ft or floodproofed. Utility lines and equipment must be elevated, water and sewer connections need automatic backflow devices, and work in Zones A and AE or a floodway requires a hydrologic and hydraulic analysis. A floodplain permit stays active for one year; if no work has started by then, a new permit is needed.

Stormwater: the county runs a stormwater program with a map of its MS4 urbanized area and takes stormwater and floodplain complaints through its website.

Tribal land: the state’s floodplain administrator list names the Muscogee (Creek) Nation as a separate floodplain community.

Oklahoma building code

Oklahoma sets statewide minimum codes (the 2024 editions since September 14, 2026) that cities enforce and may strengthen; most counties issue no building permits for unincorporated land, though a few do. Oklahoma rules
