Currituck County has no incorporated towns, so its Planning & Inspections Department permits all construction, from the mainland and Knotts Island to Corolla. Homes are designed for 130 mph winds, and work near the sound or ocean may also need a CAMA minor permit from the County.

Every building permit in Currituck County is issued by the County’s Planning & Inspections Department (Central Permitting, 153 Courthouse Road, Currituck, 252-232-3378), because the county has no incorporated towns. New homes are charged $0.50 per sq ft plus $100 for each trade permit, and inspections must be requested by 3:00 p.m. the working day before.

What requires a permit in Currituck County?

The County’s permit Q&A lists the work it permits:

No building permit

  • A bona fide farm building used for farm purposes, once the County accepts a bona fide farm statement (trade permits are still needed)
  • Replacement windows, doors, siding, and deck or porch pickets, railings, treads and decking, when the job stays within the cost limit set out in the County’s Q&A

If the property is in a flood zone, the County asks you to contact it before starting any project. Demolition also requires notice to the state Health Hazards Control Unit, even if there is no asbestos.

Who handles permitting in Currituck County?

Currituck has no incorporated towns, so the County is the only local permitting authority. The Central Permitting Division of the Planning & Inspections Department receives applications, issues building and trade permits, inspects the work and issues certificates of compliance. The County’s fire code officials review fire protection plans and test the systems before final acceptance.

Septic, well and existing-system approvals come from Albemarle Regional Health Services (ARHS), which the County’s checklist names for wastewater and well permits; central sewer customers need a sewer reservation form from the system operator.

Citizen Self Service and the application packet

The County’s Citizen Self Service portal lets you apply for some building permits, see inspection results and pay by credit card. Anyone can register to search permits, but to apply your account must be linked by staff to a Customer ID: send your user name, full name, company, address and phone number when the portal shows its “Contact Us” notice.

Separate application packets are posted for residential, non-residential and manufactured home building permits, CAMA minor permits, signs, temporary uses, zoning compliance and changes of occupancy. The residential packet (revised June 24, 2026) includes:

  • The application form, including whether the work is within 75 ft of a waterway and whether grading or fill will raise the lot.
  • A Contractor of Record form listing the building, electrical, mechanical, plumbing, insulation, gas, moving and pool contractors.
  • A Contractor Affidavit for each licensed trade, or the owner-contractor statement and Owner Exemption Affidavit for an owner who will occupy the home.
  • An Appointment of Lien Agent page, where one is required.

A zoning compliance permit ($25 residential, $50 commercial) is only for a change of use or an activity that needs no other permit under the Unified Development Ordinance.

Currituck County permit fees

Fees come from the Permit & Inspections Fee Schedule revised August 4, 2025; the master fee schedule in the FY 2027 budget the Commissioners adopted on June 15, 2026 lists the same Planning & Inspection rates. The fee is worked out when you apply and paid when the permit is issued.

Other work is priced on cost: $50 (residential) or $100 (commercial) up to $5,000, then $10 or $20 per $1,000. A re-inspection is $75 per trip, a revision to approved plans $25 or $50, a temporary certificate of occupancy $100 and the technology fee $1 per application. Work started without a permit is charged the greater of $50 or 25% of the cost for homes, and the greater of $100 or 25% for commercial work. Permits for county, state, federal and non-profit projects carry no fee.

Electrical, plumbing, mechanical and gas permits

Central Permitting issues the trade permits. Each licensed trade signs its own Contractor Affidavit giving its licence number, classification, cost of the trade work and site supervisor, and must tell Central Permitting in writing within three working days if it leaves the job. Insulation contractors are listed on the application but do not need a licence number.

For a temporary power pole, get a work request number from Dominion NC Power before the inspection; Albemarle Electric Membership Corporation customers are not issued one. After the pole passes, Central Permitting asks the power company to set the meter.

Plans and site requirements

  • Wastewater: an ARHS improvements permit for a new septic system, an ARHS existing-system inspection, or a sewer reservation form; plus an ARHS well permit where needed.
  • Building plans: one complete set as a PDF or on paper no larger than 11 x 17 in, with the designer’s name and signature, foundation plan, floor plan, elevations, wall sections, flood vent openings in a flood zone, and window and door design pressure ratings for the 130 mph wind zone.
  • Site plan: lot dimensions, roads and waterways, existing and proposed structures, setbacks to every line, septic, repair area and well, and any fill. On a lot of 20,000 sq ft or less it must be prepared by a surveyor, engineer or architect.
  • Stormwater: a Minor Stormwater Plan and Form SW-001 when grading or fill will raise the lot above adjacent grades or fill is added for a septic system or house pad.
  • Flood zone: the flood zone boundaries, proposed elevations of structures and utilities, and in a VE zone a V-Zone Certificate and plans for any non-structural fill.
  • CAMA permit where the work is within 75 ft of a waterway.

Approved permits must be signed by the owner or applicant before work starts.

How to apply for a Currituck County building permit

2. Clear wastewater and well

Get the ARHS septic or existing-system approval, or the sewer reservation form, and any well permit.

3. Check soils, flood zone and shoreline

Use the County soil map, flood maps and the CAMA rules for work near water, marsh or the oceanfront.

4. Assemble the residential packet

Application, Contractor of Record form, affidavits, plans, site plan, stormwater form and lien agent appointment if required.

5. Pay and sign the permit

Fees are calculated at submittal and paid at issuance; the owner or applicant signs the approved permit.

6. Book inspections by 3:00 p.m.

Inspections in Currituck County

Inspections must be requested by 3:00 p.m. one working day ahead, in person at a permit office or by leaving the details on the inspection scheduling voicemail at 252-232-3378. They are carried out between 8:00 a.m. and 5:00 p.m. on weekdays. The Daily Inspections Schedule is posted online by 6:00 p.m. the evening before, with the permit number, address, inspector and an estimated two-hour window; after 8:30 a.m. the office can also give you the window by phone.

The County’s inspection handout lists the state-required inspections (footing, under-slab, foundation or crawl space, framing, rough-in, fire protection, insulation and final) and recommends a box or open-floor inspection and a final electrical inspection. For the footing inspection, every property line must be marked with pins and string or staked by a surveyor, and the inspection comes before pilings go in or concrete is poured.

The stamped approved plans must be on site, or the inspection will not be done. Owners acting as their own general contractor must attend every inspection unless the plans are sealed by a North Carolina design professional. A re-inspection costs $75.

Coastal and site conditions in Currituck County

Wind: the County designs to a 130 mph wind zone, exposure C, and windows, exterior doors and garage doors must meet minimum design pressure ratings.

Soils: the County’s soil map splits the county into suitable, moderate and unsuitable soils. In moderate areas the inspector may require a soil test; in unsuitable areas a test is required when the permit is issued, and the footing is not inspected until the report and any engineered changes are in.

CAMA: the County issues CAMA minor permits for the State in Areas of Environmental Concern: land on or next to marsh or wetland, oceanfront sites, the first 75 ft from the normal water line on estuarine shorelines, and 30 ft along public trust shorelines such as Hog Quarter Creek, Tulls Creek and the Northwest River.
