Sullivan County, New York Building Permit Guide

To get a building permit in Sullivan County, confirm which office issues permits for the property’s address, then submit the application with your plans and required documents, pay the permit fees, and pass inspections before final approval. Alliance Permitting can prepare, file and track the permit for you and schedule the inspections.

Sullivan County’s 15 towns and its villages each issue their own building permits; the county licenses every electrician who works here, permits driveways on county roads and reviews referred zoning actions.

Sullivan County has no county building department. Each of its 15 towns runs a building or code enforcement office for land outside its villages, and the villages of Bloomingburg, Liberty, Monticello, Woodridge and Wurtsboro run their own. The county’s part is distinctive: the county states that electrical work in Sullivan County must be performed by a licensed Sullivan County electrician, and the Division of Public Works controls new driveways on county roads. House permit fees differ widely, from $850 to $2,615 for the same 2,000 sq ft house in four towns with finished guides on this site.

What requires a building permit in Sullivan County?

Each town and village applies the Uniform Code through its own building law, and the town lists add local detail. Thompson’s permit guide tells owners to check with the department even when a contractor says no permit is needed, because the owner is responsible; Mamakating asks for permits for any roof work, windows and generator hook-ups; Fallsburg also issues permits for septic systems, wells, driveways and land disturbance.

Town or village permit

  • New homes, additions, garages and decks
  • Roofing, windows and generators where the town lists them
  • Septic systems and wells in the towns that permit them
  • Pools, fences over the local height limit and accessory buildings
  • Electrical work, inspected by an approved agency
  • Short-term rentals in towns with rental laws

County approvals

  • Electrician’s license: Electrical Licensing Board
  • New or relocated driveway on a county road: Road Access Application
  • Over-size or over-weight hauling: county permit

Exemptions are not uniform: the finished town guides show sheds exempt up to 80 sq ft in Fallsburg and conflicting 100, 140 and 144 sq ft figures in Liberty’s own documents, so check the town before building anything.

What the towns and villages decide and what the state holds

The state’s 2025 Uniform Code and Energy Code set the technical rules everywhere. Town and village boards decide fees, exemptions within the code’s limits, zoning and local laws such as Thompson’s 2026 moratorium on new package sewage treatment plants. The county has no code enforcement office and no countywide building law; its only countywide trade rule shown on its pages is the electrician license.

The tables cover every town and village the county lists on its municipal websites page. Four towns have finished guides on this site: Fallsburg, Liberty, Mamakating and Thompson.

Village of Ateres. Ateres was formed from land in the Towns of Thompson and Fallsburg after a 2023 incorporation petition and is newer than the Census figures. Thompson’s Town Board minutes describe an intermunicipal agreement for the town Building Department’s services, yet in September 2026 they reported that the village had been issuing its own building permits; owners there should ask both the village and the town which office will issue theirs. FEMA’s status book lists the village among participating communities with a program entry date of 10/21/26 and no flood map date.

What Sullivan County itself does

  • Electrical Licensing Board: licenses master, limited, journeyman and special electricians; masters pass an exam through ICC and Pearson VUE, and the board posts a list of licensed master electricians (updated July 2026) and the 2027 renewal packet.
  • Division of Public Works (845-807-0261): county roads and bridges; Road Access Applications for new or relocated driveways and over-size or over-weight permits through its permitting coordinator (845-807-0283).
  • Division of Planning: reviews zoning and planning actions referred under General Municipal Law 239 by the local board, and offers exemption agreements for matters of purely local concern.
  • Public Health: shares its building at 50 Community Lane, Liberty, with the state Health Department’s field office, open Monday to Friday 8:30 am to 4:45 pm, where permit applications and fees can be dropped off, engineering plans submitted and meetings held with state inspectors and engineers; the main state district office is at 90 Crystal Run Road, Middletown (845-794-2045).

County Planning accepts a 239 referral only from the municipal board handling the action, by email to its planning address, as a full statement: the county referral form, the environmental assessment form and the plans, elevations, narrative or draft law the local board has. It takes materials straight from an applicant only when the municipality asks it to, and it asks senders to follow up if no confirmation arrives within two business days.

Sullivan County permit types and applications

Residential permits

Applications are filed with the town or village. Several towns take them electronically: Liberty through an OpenGov portal, Thompson by email, mail or in person, and Fallsburg through its online submission service. Expect to supply a site plan showing the well, septic system and setbacks, construction drawings, workers’ compensation forms and, in Thompson, a homeowners’ association approval letter where one applies.

Commercial permits

Commercial projects normally need town or village planning board site plan approval before the building permit, and that approval often triggers a county 239 referral. In the Town of Thompson, Local Law 3 of 2026, adopted on August 4, 2026, stops approvals, building permits and certificates of occupancy for new package plants and other privately run water or sewer systems serving more than one lot, building or customer for 12 months from its filing with the Secretary of State, with extensions possible up to 24 months; a house with its own septic system on its own lot is not affected.

What comes before the building permit

  • Zoning: planning board or ZBA approvals under the town or village zoning law.
  • County referral: actions the law requires the local board to refer go to County Planning, with an agricultural data statement near the two farm districts.
  • Driveway: the county Road Access Application for a new or relocated driveway on a county road.
  • Septic and well: the town permit where the town issues one; the state Health Department’s Liberty field office takes the applications and engineering plans that go to the state.
  • Flood zones: every town and village, Ateres included, takes part in the National Flood Insurance Program; FEMA’s current maps for Fallsburg, the Town of Liberty, Neversink and Rockland date from August 17, 2015, and for the other towns and villages from February 18, 2011 (FEMA gives Ateres no map date).
  • Electrician: confirm the electrician holds a current Sullivan County license.

Building permit fees in Sullivan County

Every town and village sets its own fees, and the methods range from a rate per square foot to a charge per $1,000 of an assumed construction cost. The table compares one house across the four towns covered by finished guides on this site.

What a new 2,000 sq ft house costs to permit in four Sullivan County towns
TownFee for a 2,000 sq ft houseHow it is worked out
Thompson$2,615Cost set at $175 per sq ft; $100 for the first $5,000, $7 per $1,000 after, plus $100 application fee (schedules effective October 21, 2026)
Liberty$2,200$1,100 per 1,000 sq ft of living space or part of it (Town Code Chapter A152)
Mamakating$1,100Cost set at $100 per sq ft; $5 per $1,000 plus $100 application fee (2012 schedule)
Fallsburg$850$0.40 per sq ft plus $50 (Resolution 150 of 2021)

The differences come from the basis: Thompson and Mamakating value the house at a fixed cost per square foot and then charge per $1,000, Liberty charges per 1,000 sq ft block, and Fallsburg charges a flat rate per square foot. Village fees are set separately by each Village Board. Electrician licenses are a county charge:

Sullivan County Electrical Licensing Board fees
Sullivan County electrical licenseAnnual fee
Master$200
Limited / journeyman$100
Special$50
New application$30 extra
One-time job license under a reciprocal agreement$300

Trade permits and who may pull them

Electrical work in Sullivan County must be done by an electrician licensed by the county Electrical Licensing Board, under a county local law the towns cite as Local Law 13 of 1977. The county recognizes licenses from Greene County and the Cities of Kingston, Poughkeepsie, Binghamton, Troy and Newburgh only for a one-time job license. The work itself is permitted by the town or village and inspected by a third-party electrical inspection agency on the town’s approved list; the finished guides show Thompson, Fallsburg and Mamakating each publishing their own lists. Plumbing and heating work is covered by the building permit. The county’s pages show no county license for plumbers or home improvement contractors, and every permit needs workers’ compensation and disability proof or the state exemption form.

How to get a building permit in Sullivan County

1. Identify the municipality

A Monticello or Liberty mailing address can be in the village or the town; check the tax map.

2. Read the local guide or code

Each town posts its own forms, fees and exemptions.

3. Clear zoning and roads

Board approvals, then the county or town driveway permit.

4. Line up septic and well

Town septic permit and engineered design where required.

5. Hire licensed trades

A Sullivan County licensed electrician and an approved inspection agency.

6. File, build and inspect

Submit the application, pay the town fee and call for inspections.

Review, corrections and what causes delay

Review times are set locally; Mamakating, for example, states a minimum of 7 to 10 business days. The commonest holds are a missing board approval, missing insurance certificates or association letter, an electrician without a county license, and, in the Ateres area, uncertainty over which office has jurisdiction.

Inspections and certificates

The town or village that issued the permit inspects the work and issues the certificate of occupancy or compliance. The finished guides show how much the routines differ: Mamakating lists nine inspection stages and books them after 12:30 pm Monday to Thursday, Fallsburg accepts some remote inspections, and Thompson tells applicants when the permit is ready and closes with a final inspection. Electrical work needs the inspection agency’s certificate before the final.

New York building code

New York builds on one statewide code, the Uniform Code, outside New York City; the 2025 edition and 2025 Energy Code took effect on 31 December 2025 (the all-electric provisions remain suspended by court order). Cities, towns and villages administer it, and local standards stricter than the code need Code Council approval. The Uniform Code in New York

In Sullivan County the Uniform Code is enforced only by the towns and villages; the county’s own role in construction is limited to electrician licensing, county road access and planning referrals.

Sullivan County permit FAQ

How much is a permit for a new house?

It depends on the town. For a 2,000 sq ft house the finished guides give $850 in Fallsburg, $1,100 in Mamakating, $2,200 in Liberty and $2,615 in Thompson.

Who issues permits in the Village of Ateres?

Ask both the village and the Town of Thompson. Town minutes describe a building-services agreement with the town but also report the village issuing its own permits in 2026.

Who handles septic approvals?

The town, in towns such as Fallsburg and Thompson that issue septic permits. The state Health Department’s Middletown district office covers the county, and its field office at 50 Community Lane, Liberty, accepts permit applications, fees and engineering plans.

How do I get records of an old permit?

From the clerk of the town or village that issued it; several towns charge for a municipal search of open permits and violations.

Sullivan County permit search and official resources

Permit files and certificates are kept by the issuing town or village. The county keeps electrician license records, including a published list of licensed master electricians, and its own road permit records at Public Works.
