The Town of Lloyd’s Building, Planning and Zoning Enforcement office at 12 Church Street, Highland (845-691-2144, option 3) issues building permits and certificates of occupancy for the whole town; Lloyd has no incorporated villages, and Highland is a hamlet of the town. You file a long-form packet for new construction or a short form for other work, pay the assessed fee before review starts; the Development Fee Schedule dated April 16, 2025 charges $0.40 per square foot of finished space for a new house.

What requires a building permit in Lloyd?

Lloyd’s permit list is easiest to read from section 7 of the town’s Development Fee Schedule, which prices each kind of project the Building Department permits. Chapter 42 of the Town Code, the local law that administers the state Uniform Code and Energy Code, applies to all buildings, structures and premises whatever their use.

Priced in the town schedule

  • New houses, additions, garages and agricultural buildings
  • Interior alterations, residential and commercial
  • Decks and porches, open, covered or enclosed
  • Sheds, both drop-off and built on site
  • Above-ground and in-ground pools
  • Fences and signs
  • Electrical work with no construction, including service upgrades and solar panels
  • Furnaces, boilers, fireplaces and wood stoves
  • Demolition, driveways, street openings, blasting and fill or grading

Separate approvals

  • Septic systems: Ulster County Department of Health
  • Driveways on county or state roads: Ulster County DPW or NYS DOT
  • Wetlands on the lot: a DEC jurisdictional determination
  • Work in a mapped flood zone: a town floodplain permit

A change of tenant with no construction still carries a $50 permit, and a change of use or occupancy class needs a new certificate of occupancy under section 42-7. Buildings with a public assembly area for 50 or more people, or that store hazardous materials above the fire code’s quantities, also need an operating permit.

What the town decides and what the state holds

The construction standards are the state’s. What Lloyd controls is zoning (Chapter 100 and its use table), the Building Department Director’s zoning sign-off, driveway and street-opening rules under Chapter 89, stormwater and flood damage prevention, short-term rental special use permits and the fee schedule, which the Town Board revises from time to time. Building rules tougher than the Uniform Code would need state Code Council approval.

Lloyd building department: who handles permitting

One combined department handles building, planning and zoning enforcement. The Director of Building, Planning and Zoning Enforcement is David E. Barton II, supported by deputy building inspectors. Under Chapter 42 the Director makes the first determination on whether any proposal complies with the building and zoning chapters, and no town official may grant an application until the Director has confirmed in writing that the use is allowed in its zoning district. Only the Zoning Board of Appeals can review that determination. The town has no incorporated villages, so there is no second building office anywhere in it.

Lloyd permit types and filing

The town posts two building applications: a long form for new construction and a short form for every other project. Before you file, have the department confirm your zoning. The Director’s zoning verification needs a plot plan of all existing and proposed structures with setbacks, heights and floor elevations, zoning district lines within 500 feet, the tax map number, and any earlier variance or Planning Board history.

Residential permits

A house project over 1,500 square feet, over $20,000 in cost, or affecting structure or safety needs two sets of plans stamped by a New York architect or engineer: elevations, floor and foundation plans, wall sections, a plumbing riser diagram, heating and ventilation, framing and electrical layouts, a signed energy compliance report and a signed Manual J load calculation. Add a survey showing the house, driveway, well and septic with contours at 5-foot intervals or closer, the deed, insurance proof and the county health approval for the septic system. Lloyd asks for two septic designs, gravity and pump. Modular units need the state approval insignia and an engineer’s or architect’s seal. Before the certificate of occupancy you file a certified as-built survey by a licensed land surveyor showing finished floor elevations and stormwater features.

Commercial permits

Commercial work over $10,000, or any commercial work affecting structure or public safety, needs a site plan signed by the Planning Board chair, two stamped plan sets including fire detection and suppression where required, a survey showing parking and utilities, the deed and the same as-built survey at completion. Installers of mechanical equipment sign certifications that their systems work and meet the code.

What comes before the building permit

Site plans, subdivisions, special use permits and short-term rentals go to the Planning Board; variances and appeals of the Director’s decisions go to the ZBA. Escrow deposits cover the town’s consultants: from $2,000 for site plans up to 1,000 square feet of built and disturbed area, and $300 for an area variance. Check the DEC Environmental Resource Mapper for wetlands (and get a DEC jurisdictional determination if any appear) and the FEMA flood map before filing, because the application asks about both. A driveway on a town road needs an engineered site plan and at least 250 feet of clear sight distance each way.

Lloyd permit fees

The Official Development Fee Schedule dated April 16, 2025 sets every Building Department charge. Fees are paid at the department by check or money order payable to the Town of Lloyd (cash only under $75), they are not refundable, and no certificate of occupancy issues until all fees on the project are paid. Charitable, educational and municipal organizations pay half.

Floodplain permits are priced by construction cost: $50 up to $20,000, $75 to $50,000, $100 to $150,000 and $200 above. A driveway permit is $100 where there is no curb, a residential stormwater plan review $100, and an inspection outside business hours $150 per inspector for up to 4 hours. Example: a new house with 2,000 square feet of finished living space and a 600-square-foot unfinished basement costs 2,000 × $0.40 + 600 × $0.25 = $950 in building permit fees, before driveway, septic and any planning charges.

Trade permits and who may pull them

Electrical. The intake checklist and the application both ask for the electrician’s Ulster County electrical license number. Under the county’s Electrical Licensing Law (County Code Chapter 185, last amended in October 2025) no one may work as an electrical contractor in Ulster County unless licensed by the county board or employed and supervised by a licensee. Homeowners may do some electrical work in their own detached single-family house if it is over a year old, but not pool or spa wiring, generator transfer switches, or repairs to violations found during a sale. Electrical inspection is done by private agencies on the town’s list of authorized agencies (14 firms, revised February 14, 2025); the third-party final electrical certificate is the first item on the certificate-of-occupancy checklist.

Plumbing, heating and energy. Lloyd’s code has no plumber licensing chapter. Plumbing is reviewed with the building plans, a new heating appliance not covered by a building permit gets its own $75 permit, and installers of mechanical equipment certify their work before the final. The department also lists home energy raters for energy compliance testing.

Water, sewer and wells. In the town water district a new connection needs an approved application from the Water and Sewer Department and stamped plans showing cross-connection control; outside it, a new well needs its well log and a water quality test before any certificate. Contractors show workers’ compensation and disability coverage and liability insurance naming the Town of Lloyd at 12 Church Street.

How to apply for a Lloyd building permit

1. Confirm zoning

Ask the Director for zoning verification with your plot plan; ZBA or Planning Board approval may be needed first.

2. Line up county and driveway approvals

Order the septic design for the Ulster County Department of Health and the driveway permit for the road your lot fronts.

3. Assemble the packet

Long form or short form, deed, stamped plans or specifications, survey, ResCheck and Manual J, insurance, and the electrician’s county license.

4. Book a drop-off

Call 845-691-2144, option 3, for an appointment; staff go through the packet with you at the counter.

5. Pay to start review

The fee is assessed at submission and paid before plan review begins.

6. Build, inspect, file the as-built

Call for inspections, collect the electrical and health sign-offs, and submit the as-built survey before the certificate.

Review, corrections and what causes delay

The town says missing information delays the permit, and residential plans without the required detail are returned. Approved plans must be followed; any change needs revised plans stamped by an engineer or architect and approved before that work starts. If an agent files for the owner, the owner signs a notarized Letter of Agent (an LLC also shows the signer’s authority) and a Memorandum of Understanding agreeing to uncover work covered before inspection. Board approvals add their own meeting schedule and escrow.

Lloyd inspections and certificates

Once you have the permit you may start work, but scheduling inspections is your job: call the office one to two days ahead. Chapter 42 lists the work site, footings and foundations, waterproofing and footing drains, the concrete slab, framing after rough plumbing and electrical, building systems including underground and rough-in work, fire-resistant construction and penetrations, solid-fuel appliances and chimneys, Energy Code items and a final inspection. Work that fails stays exposed until it is corrected and passes reinspection, which costs $50.

The certificate of occupancy or compliance follows the final and needs the third-party final electrical certificate, final driveway approval, the county health department’s final septic approval, a water test and well log (or town water), the town water and sewer inspection sheet where it applies, and the as-built survey. A temporary certificate can run for up to six months while work is finished.

New York building code

New York builds on one statewide code, the Uniform Code, outside New York City; the 2025 edition and 2025 Energy Code took effect on 31 December 2025 (the all-electric provisions remain suspended by court order). Cities, towns and villages administer it, and local standards stricter than the code need Code Council approval. The Uniform Code in New York

Town of Lloyd permit FAQ

Is Highland a separate village with its own building department?

No. Highland is a hamlet of the Town of Lloyd; the town office on Church Street in Highland issues the permits there and everywhere else in the town.

How much is a building permit for a new house in Lloyd?

Under the April 2025 schedule, $0.40 per square foot of finished area and $0.25 per square foot of unfinished area, so $950 for 2,000 finished and 600 unfinished square feet.

Do I need a permit for a fence or a shed?

Both are listed in the town fee schedule: a residential fence is $50, and a shed is $50 dropped off or $100 built on site.

When do I need stamped plans?

For house projects over 1,500 square feet or $20,000, commercial work over $10,000, and any work affecting structure or safety, or whenever the building inspector asks.

Can a homeowner do the electrical work?

Only within the Ulster County homeowner exemption for an owner-occupied detached house more than a year old; otherwise a county-licensed electrician does the work, and an authorized agency inspects it.

Who issues septic permits?

The Ulster County Department of Health. Its approval is filed with the building application for a new house or a bedroom addition, and its final approval is needed for the certificate of occupancy.

How long does a permit extension last?

One year, for half the original permit fee, with no more than two extensions; an expired permit costs twice the permit fee.

Is Lloyd in FEMA’s flood insurance program?

Yes. FEMA’s Community Status Book lists the Town of Lloyd as participating, with a current flood map dated September 25, 2009; building in a mapped flood zone needs a town floodplain permit.

Lloyd permit search and official resources

To see permits, certificates or violations on a property, write to the Town Clerk, who is the records access officer under Chapter 23; readily available records can be inspected on business days from 9 a.m. to 4:30 p.m. The Building Department charges $150 for municipal search research and $200 for an on-site inspection for a search.

Inspections are where schedules slip.
