All building permits in the Town of Kent come from the Building Department at Town Hall, 25 Sybil’s Crossing, Kent Lakes (845-225-3900), open weekdays from 8 a.m. to 4 p.m.; there is no incorporated village in the town. Permits generally take 14 to 21 days, contractors need a Putnam County license, and electrical permits are filed with the county’s Consumer Affairs office in Carmel rather than with the town.
What requires a building permit in the Town of Kent?
The department’s permit FAQ lists the work it permits, and every permit ends with a certificate of occupancy, or a certificate of compliance for equipment.
Permit needed
- New homes, additions, renovations, garages and carports
- Finished basements and garage conversions
- Decks, porches and entryways of any size; sunrooms, gazebos and arbors
- Pools deeper than 24 inches and hot tubs
- Furnaces, boilers, heat pumps, fireplaces, pellet and wood stoves, and fuel changes
- New wiring, central or ductless air conditioning, generators, solar and EV chargers
- Any new or replacement plumbing; LP gas piping and three or more LP tanks
- Fuel tanks of 1,000 gallons or more
- Fences over 6 feet (with zoning approval)
Exempt under Chapter 27
- Sheds and playhouses up to 144 sq ft
- Fences 6 feet and under, except pool enclosures
- Retaining walls 3 feet and under without a surcharge
- Above-ground pools under 24 inches deep
- Painting, tiling, carpeting and finish work
- Repairs that touch no structure, exits, fire protection or building systems
The FAQ is stricter than the code on sheds: it says sheds and accessory structures over 36 square feet, and any with electricity, need a permit, while Chapter 27, adopted by Local Law 3 of 2023, exempts sheds up to 144 square feet. The code is the adopted rule, but a shed must still meet zoning setbacks, and accessory structures may be no taller than 15 feet in the R-10 zone and 20 feet elsewhere. Replacing any structural part of a deck, shed, pool or stair must meet current zoning and code; the town says there is no grandfathering.
What the town decides and what the state sets
The Uniform Code sets construction standards. Kent sets its zoning (Chapter 77), freshwater wetlands law (Chapter 39A), steep slope and stormwater rules (Chapter 66), soil removal permits (Chapter 63), flood rules (Chapter 39) and a plumbing chapter (Chapter 54) with its own permit fees. Accessory apartments need a special use permit, and the town allows no “mother/daughter” units.
Town of Kent building department: who handles permitting
The Building Department handles plan review, permits, inspections and certificates for the whole town; William Walters is the Building Inspector. The Census lists no incorporated village inside Kent, so the town office is the only local permit office.

Town of Kent permit types and filing rules
Residential permits
The application for building permit (version 9, February 2025) covers new buildings and sheds, additions and decks, alterations, finished basements, HVAC, repairs, demolition, oil tanks and pools or hot tubs; plumbing and LP gas have their own forms. It needs one paper set of plans and specifications plus a PDF or USB copy, a survey showing setbacks, drainage and soil information, and either the contractor’s Putnam County license, liability and workers’ compensation certificates or, for an owner acting as contractor, the homeowner insurance policy. The form also asks for the building’s width, depth, height and number of stories, its use (single-family, multiple dwelling, residential or commercial) and the proposed construction cost, and the owner must sign it.
Any project costing more than $20,000 in labor and materials needs a stamped set of plans, even if the owner builds it, and plans must state that they meet the current New York codes and give the year. An added bedroom needs Putnam County Board of Health approval first, and living space over a detached garage needs the Planning Board, the ZBA and the Board of Health.

Commercial permits
Commercial work is valued at $300 per square foot for the fee and commercial additions at $210. Commercial gas inspections cost $100, and site plans run through the Planning Board, starting at $1,000 plus $50 per parking space for the first 25 spaces.

What comes before the building permit
- Zoning Board of Appeals: a variance is needed before the building application when a structure misses a setback or the lot is under the zone’s minimum size (10,000 sq ft in R-10, 40,000 in R-40, 80,000 in R-80, 60,000 in IOC, 15,000 in commercial zones).
- Planning Board: needed first for work within 100 feet of wetlands, ponds or streams, more than 5,000 sq ft of soil disturbance, or bringing in or removing more than 100 cubic yards of fill.
- Wetlands: Chapter 39A (Local Law 1 of 1988) protects wetlands of at least 40,000 square feet, water bodies and watercourses, with a controlled area reaching 100 feet from a wetland edge or a stream bank; a wetland permit costs $500, and clear-cutting there is a regulated activity.
- Steep slopes and stormwater: Chapter 66 requires a $500 permit, with five copies of plans on a topographic survey, for disturbing 5,000 square feet or more, for work within 100 feet of a wetland or watercourse, for disturbance on slopes of 15% or steeper (light gardening, emergencies, road maintenance and ordinary repairs excepted) and for excavating or filling more than 100 cubic yards on a parcel; agricultural work and household gardening are exempt.
- Other town permits: soil removal ($500) and flood hazard construction ($500).
- Health Department: septic and added-bedroom approvals from Putnam County.
Town of Kent permit fees
Kent’s fee schedule was last revised February 17, 2026. A building permit has three parts: a $50 application fee, a fee based on the construction value, and a $100 certificate of occupancy or compliance collected after the final inspection. The value is at least the town’s per-square-foot figure for the type of work; if the real cost is higher, the fee is higher.

|---|---|
| Application fee | $50 |
| Value of work up to $1,000 | $100 |
| Each further $1,000 or part | $20 |
| Value used: new house | $200 per sq ft |
| Value used: addition, finished space or basement | $25 per sq ft |
| Value used: deck / shed / garage | $50 / $25 / $5 per sq ft |
| Value used: commercial / commercial addition | $300 / $210 per sq ft |
| Certificate of occupancy or compliance | $100 |
| Six-month extension | $75 |
| After-the-fact permit | Three times the fee |
| Plumbing permit | $100 for five fixtures + $10 each extra |
| Gas permit / gas inspection | $100 / $50 residential |
| Stop-work order rescission | $150, $250, then $350 |
| Area variance | $150 single-family, $300 other |
Land-use fees on the same schedule: a lot line revision is $250; a preliminary subdivision $750 plus $500 per new lot and a $1,000 review deposit; a final subdivision $750; and the recreation fee in place of parkland $5,500 per new residential lot. A final site plan is $500, a special use permit $500 on top of the site plan fee, a sign permit $150, a use variance $250 for a single-family home or $500 otherwise, an interpretation $500 and a zoning amendment $1,500. Steep slope and stormwater permits carry a $1,000 inspection deposit, and a stormwater pollution prevention plan review costs $100.
For example, a 2,000 sq ft new house is valued at 2,000 × $200 = $400,000 for the fee, and a 300 sq ft deck at $15,000. The minimum fee for any permit is $50. An older 2025 fee sheet is still linked on the zoning variance page; use the February 2026 revision.
Trade permits and who may pull them
Putnam County, not the town, licenses the trades, through its Office of Consumer Affairs: the Electrical Board licenses master, special and reciprocal electricians, journeymen, helpers and limited data technicians; the Plumbing and Mechanical Trades Board licenses plumbers, heating and HVAC installers, well drillers, pump installers, water treatment installers and LP gas installers; and the Home Improvement Board registers contractors. The town’s FAQ warns that anyone working without current Putnam County registration is doing so illegally.
Rather not deal with the building department?
Get a free quote →Electrical. Electrical permits for Kent are filed with Putnam County Consumer Affairs in Carmel; only Carmel, Patterson and Putnam Valley take them at town hall. The county lists two inspection agencies, State Wide Inspection Services and New York Electrical Inspection Services, and the town’s application requires an approval certificate from the inspecting agency.
Owners. The town’s requirements page states that, under Putnam County Consumer Affairs rules, owners may not do their own electrical, HVAC or gas work. Owners may act as their own general contractor for other work with proof of homeowner insurance.
Plumbing and gas. Plumbing permits cost $100 for up to five fixtures and LP gas has its own application. Septic repairs and new systems are approved by the Putnam County Department of Health, which reviews every repair permit and requires soil testing.
How to apply for a Town of Kent building permit
Confirm lot size, setbacks and height; get a ZBA variance first if needed.
Clear wetland, disturbance or fill triggers and any Board of Health bedroom or septic approval.
One paper set plus PDF or USB, stamped if the job tops $20,000, and a survey.
Collect the contractor’s Putnam County license and insurance, or your homeowner policy.
Submit the signed application with the $50 fee at Town Hall.
Pass the inspections, file the electrical approval and pay $100 for the certificate.
Review, corrections and what causes delay
Permits generally take 14 to 21 days, longer for larger projects. The homeowner’s signature, the contractor’s county license and insurance, stamped plans where required and any zoning or Planning Board decision all have to be in hand when the application is filed. The town’s own example of a variance case: a shed that must sit 20 feet from the property line but is planned 10 or 15 feet away needs ZBA approval before the building application. A permit runs 12 months and can be extended twice for up to six months each, at $75 per extension.
Town of Kent inspections and certificates
Approved plans and the permit must stay on site for the inspector throughout the job, and no building may be occupied until the certificate is applied for and issued. Electrical work is inspected by the county-approved agency, and its certificate of approval is needed to close the permit. The department’s pool guidance asks for a barrier at least 4 feet high around any pool over 24 inches deep, with no more than 2 inches under it, no opening that a 4-inch sphere can pass, and gates that lock with a key, combination or child-proof latch; hot tubs may use a compliant safety cover instead.

New York building code
New York builds on one statewide code, the Uniform Code, outside New York City; the 2025 edition and 2025 Energy Code took effect on 31 December 2025 (the all-electric provisions remain suspended by court order). Cities, towns and villages administer it, and local standards stricter than the code need Code Council approval. The Uniform Code in New York
Town of Kent permit FAQ
Where do I get an electrical permit in Kent?
From Putnam County Consumer Affairs, 110 Old Route 6, Building 3, Carmel (845-808-1617), not from the town.
Can I do my own electrical or plumbing work?
Not electrical, HVAC or gas work: the town says Putnam County Consumer Affairs rules bar owners from those trades.
Do I need a permit for a shed?
The Town Code exempts sheds up to 144 sq ft, though the town FAQ asks for permits over 36 sq ft or with power; call the department before building.
How long does a permit take?
Generally 14 to 21 days, longer for big projects.
When are stamped plans required?
When labor and materials exceed $20,000, even if you build it yourself.
Can I add an apartment for a relative?
Only as an accessory apartment with a special use permit; the town does not allow mother/daughter units.
What does building without a permit cost?
An after-the-fact permit costs three times the normal fee, and lifting a stop-work order costs $150 or more.
Is Kent in the flood insurance program?
Yes. FEMA lists the town as participating, with maps dated March 4, 2013, and flood hazard construction needs a $500 town application.
Permit search and official resources
Kent has no online permit search. Ask the Building Department for a property’s permit and certificate history, or file a Freedom of Information Law request with the Town Clerk at Town Hall.
