Inside Troy city limits, building permits come from the City’s Building Department, where the Building Commissioner enforces the building code; its SmartGov portal shows applications and inspection results (support 636-528-1254, building@cityoftroymissouri.com). Under Table I of the City Code a house up to 2,500 sq ft costs $0.51 per square foot plus a $50 plan review fee, so 2,000 sq ft is $1,070 before the $525 water and $4,000 sewer connection fees.
What requires a building permit in Troy?
City Code Section 405.670 makes it unlawful to build, rebuild, convert, alter, enlarge, extend, raise or move any building or structure without first applying to the Building Commissioner and receiving a building permit. Table I of the City Code also prices separate permits for:
$50 permits
- Pools, spas and hot tubs
- Decks
- Basement finishes
- Meter bases
- Demolition
Other approvals
- Floodplain development permit ($75)
- City land disturbance permit for 8,000 sq ft or more of disturbed ground
- City storm water permit for smaller disturbances that could reach the storm sewer
- Drainage permits
- Certificate of occupancy for new buildings and changes of use
Basement homes (all four walls concrete, more than half below grade, with a flat roof) are banned in Troy, and earth-contact homes need a pitched roof, at least one wall above grade and plan approval by the City Engineer.
Troy building department: who handles permitting
The Building Commissioner, designated by the Mayor, receives building permit applications, issues permits and certificates of occupancy and enforces the Troy Building Code; the City Building Official is also the floodplain administrator. The City Engineer is the Administrative Officer of the zoning ordinance, who checks zoning compliance and sends variance requests to the Board of Adjustment. The City permits only land inside its limits, in Lincoln County.

Troy applications and contractor licences
Applications go to the Building Commissioner in writing with a detailed set of plans in duplicate, showing the size of the building, its position on the lot, its materials and the type of construction; one set stays with the City and one is returned. Applicants track applications and inspection results in the SmartGov portal, which also posts a deck guide and the City’s refund policy. Under the City Code, information entered in a permit application is public under the Missouri Sunshine Law, although card details and personal contact information may be redacted.
Contractor licences: building and general contractors need a City business licence, $15 a year, which runs to the last day of August. Paid fees are not transferred or refunded without the Board of Aldermen’s consent, and when the City orders a third-party engineering review the applicant reimburses its cost.
Troy permit fees
Fees are set in Table I to Title IV of the City Code, last amended by Ordinance 1401 on November 17, 2025. The minimum fee for any Building Department permit is $50.

Each band’s rate applies to the whole floor area, and the bands do not join up (2,500 sq ft costs $1,275 at $0.51, while 2,501 sq ft costs about $1,225 at $0.49), so work out the fee in the band your project falls in. A 2,000 sq ft house pays $1,020 plus the $50 plan review fee. The water and sewer right-to-connect fees are paid before the connection is made; the City supplies the water meter and the contractor supplies the other materials. A drainage permit for a single-family lot under 2 acres is $25, a rezoning application $200 and a conditional use permit $150.
Electrical, plumbing and mechanical codes in Troy
Troy enforces the 2014 National Electrical Code and the 2015 International Plumbing, Mechanical and Fuel Gas codes; their permit fees follow Table I. Under the City’s plumbing amendments, building sewers must be at least 30 in deep and roof vents must extend 12 in above the roof, and work carried on without a required inspection is an offense with a $500 fine. Meter bases are permitted at $50.

How to get a Troy building permit
Confirm the zoning district and whether the lot lies in a mapped flood zone, which adds a floodplain permit.
Show the building size, its location on the lot, materials and type of construction.
Projects disturbing 8,000 sq ft or more need a City land disturbance permit; 1 acre or more also needs the state permit.
Submit the application and plans, and use the SmartGov portal to follow its progress.
Pay the permit, plan review and right-to-connect fees.
Check inspection results in SmartGov, then obtain the certificate of occupancy before moving in.
Troy inspections and occupancy
Inspection results are posted to each applicant’s SmartGov account. Table I sets a $50 fee for a second re-inspection, and proceeding with work without a required inspection costs $500. No new building may be occupied, and no change of use in an existing building other than a single-family home may be made, until the Building Commissioner issues a certificate of occupancy, and lots must be seeded and mulched or sodded before an occupancy permit is issued. A permit expires if construction does not start within 6 months or is not completed within 2 years of issue.
A City land disturbance permit makes the developer inspect erosion controls at least every 7 calendar days and after rainfall that causes runoff, and grading that stops for more than 30 days must be covered with permanent grass. Applying for a grading or building permit also gives the City consent to inspect the site.

Townhouses must have fire sprinklers, and builders of one- and two-family homes must offer buyers the option of sprinklers. Appendix F (radon control) was added on March 16, 2026.
Missouri has no mandatory statewide building code for private construction: a county, fire protection district or municipality may adopt one (usually by reference under RSMo 67.280), and in parts of the state none has. Building codes in Missouri
