House Bill 1163 of 2022 (Miss. Code §19-5-9(11)) requires every county to require a permit for construction in its unincorporated area. The Board’s minutes posted for January 2025 through September 2026 record no county building permit, building code or permit fee order, so ask the administration office what Jasper County requires before work begins.

Building in Bay Springs, Heidelberg, Louin and Montrose

Bay Springs is home to the Second District courthouse. Louin and Montrose are listed by FEMA as not participating in the National Flood Insurance Program, which matters if a lot there lies in a mapped flood zone. Ask each town clerk about permits.

Flood permits, addresses and other county rules

Flood Damage Prevention Ordinance (May 2026): at its May 18, 2026 meeting the Board voted unanimously to adopt the Jasper County Flood Damage Prevention Ordinance and permit for Emergency Management, following state recommendations. The Emergency Management Director also serves as the county’s Floodplain Manager, so take any building, fill or mobile home placement in a mapped flood zone to that office first (601-764-3800). FEMA lists Jasper County in the National Flood Insurance Program with flood maps dated July 4, 2011.

911 addresses: Emergency Management requires every resident to register an address, including for new construction. Bring a copy of your driver’s license and a land deed, purchase agreement or rental agreement. The courthouse and the utilities ask for proof of address before opening accounts.

Work in county roads: utilities that want to bury or hang lines along a county road file a utility permit application, which the Board approves at a regular meeting. Recent minutes show such approvals for fiber, cable and water lines.

Mississippi building code

Some work is exempt statewide: farm structures once the owner files an affidavit (Mississippi Code §17-2-7), and manufactured housing built to federal standards, certain industrial and utility facilities, buildings on non-public fairgrounds and hunting or fishing camps with an owner’s affidavit (§17-2-9). None of these exemptions reaches floodplain rules. The state minimum codes are the Mississippi Building Code and Mississippi Residential Code, the residential code drawn from the 2021 International Residential Code.
