Jackson County is one of the five coastal counties that cannot opt out under 2006 House Bill 1406. It enforces hurricane wind uplift, roof-to-wall connection, windborne-debris and flood-elevation standards that do not apply inland, and work in or over coastal wetlands or waterbottoms needs a Mississippi Department of Marine Resources permit. State law bars counties and cities from enforcing these building codes on industrial facilities engaged in manufacturing (NAICS sectors 31–33, which include shipbuilding and petroleum refining) or utilities (Mississippi Code §17-2-9), so plants such as the shipyard and the refinery generally fall outside local code enforcement.
