Outside Fulton, Mantachie and Tremont, the Itawamba County Board of Supervisors governs, and state law requires it to require a permit for construction. The county’s own rule that applies most often is the Floodplain Development Permit: no development may start in a mapped floodplain until the county Floodplain Administrator issues one, and the finished building’s as-built elevation must show 12 inches of freeboard above the base flood elevation. Call the Board office at 100/102 South Clifton Street in Fulton (662-862-5600) or the County Administrator (662-862-4967).

House Bill 1163 of 2022 added §19-5-9(11) to the Mississippi Code, which makes every county require permits for construction in its unincorporated area whether or not it has adopted building codes. The permit must carry the contractor’s material purchase certificate or taxpayer identification number and licence number.

Steps for a project in Itawamba County

1. Check whether the site is in a town

Fulton, Mantachie and Tremont are separate municipalities; everything else is county land.

2. Check the flood map

The county’s flood insurance rate maps have been effective since November 28, 2025. If the site is in a mapped floodplain, file the county Floodplain Development Permit with an elevation certificate before any work.

3. Get a 911 address

Fill out the E-911 address application in person at the Tax Assessor’s office.

4. Ask the Board office about the county permit

Call 662-862-5600 or the County Administrator (662-862-4967) about the construction permit the county must require under state law.

5. Get septic approval

Without a sewer connection, the Mississippi State Department of Health must approve the onsite wastewater system.

6. Close out the flood permit

Submit the as-built elevation certificate; the building may not be used until the Floodplain Administrator’s final inspection and approval.

Mississippi building code

Some work is exempt statewide: farm structures once the owner files an affidavit (Mississippi Code §17-2-7), and manufactured housing built to federal standards, certain industrial and utility facilities, buildings on non-public fairgrounds and hunting or fishing camps with an owner’s affidavit (§17-2-9). None of these exemptions reaches floodplain rules. The state minimum codes are the Mississippi Building Code and Mississippi Residential Code, the residential code drawn from the 2021 International Residential Code.
