Inside Horn Lake, building, electrical, plumbing and mechanical permits come from the City’s Planning Department at City Hall, and every application now goes through the City’s online permit portal. Contractors need a City of Horn Lake contractor licence ($100 a year to start), and a new house is valued at $40 per square foot before the City’s fee table is applied.
What needs a permit in Horn Lake?
The City’s 2026 application forms set out which work needs its own permit. A building permit must be approved before work begins, and the applicant asks for an inspection once the project is finished.
Building and site
- New homes, additions, garages, carports, porches, patios and decks
- Enclosing a porch, patio or deck; finishing expandable space
- Interior and exterior renovations, roof replacement and solar panels
- Detached accessory buildings more than 10 feet from the house
- Commercial buildings, additions and renovations
- Demolition, moving a building and land disturbance
Other permits
- Electrical, plumbing and mechanical work
- Fences and swimming pools
- Signs, banners and portable storage units
- Driveways, water and sewer taps
- Tree removal
- Floodplain development in an AE flood zone
- Certificate of occupancy for a new use or new owner
For permit purposes, anything built within 10 feet of a house counts as an addition to the house and uses the residential building permit form.
Who issues building permits in Horn Lake?
The Planning Department handles development review, permits and contractor and rental licensing, and its Building Inspector carries out the inspections. Billy Simco is the Interim Planning Director. Land outside the city limits is handled by DeSoto County, not by the City.

The Planning Forms page keeps every form for reference, but applications are now handled through the online permit portal. The forms still show what the City will ask for and how each fee is worked out. The building, trade, fence, pool and demolition forms each ask whether the parcel or the work is in Flood Zone AE; if the work is, a floodplain development permit is needed as well.
- Residential and commercial building permit applications, with a drawing of the project: a site plan for new buildings and exterior additions, interior plans for interior work.
- Residential accessory building permit for sheds, barns, detached garages, shops, gazebos and pergolas, with a drawing of the whole lot.
- Electrical, plumbing and mechanical applications, residential and commercial.
- Contractor licence application, renewed every year.
- Certificate of occupancy, demolition, fence, pool, land disturbance, driveway and water and sewer tap applications.
On a single-family house, the owner can do the work personally by signing the homeowner box on the form and accepting responsibility for it. If the Building Inspector finds the owner lacks the skills, the work stops until a contractor licensed with the City is hired.
Horn Lake permit fees
The 2026 application forms turn the project’s square footage into a valuation and then into a fee. New homes, additions, garages, carports, porches, patios and decks are valued at $40 per square foot; enclosing a porch, patio or deck at $30; finishing expandable space, other renovations, roof replacement and solar panels at $20. Commercial buildings and additions are valued at $60 per square foot and renovations or roof replacements at $40.

Not sure this scope needs a permit?
Get a free quote →Worked from the residential form: a new 3,000 sq ft house is valued at $120,000, so the fee is $460 plus 20 × $3, $520, before trade permits and taps. The forms start the $50,000.01–$100,000 band at $250, although the first band already reaches $260 at $50,000, so ask the Planning Department about a job in that range. Under the building codes as the City amended them, work begun before a permit is issued is charged an extra fee of double the permit fee; under the residential code that fee is double the required permit fee up to a maximum of $5,000.
New buildings also pay water and sewer tap fees and a DeSoto County Regional Utility Authority (DCRUA) fee on the City’s tap permit: a residential water tap is $600, a 5/8- or 3/4-inch meter $255, a single-family sewer tap $900, and the DCRUA fee $500 inside the basin or $1,000 outside it.

Rather talk it over?

To get one, a contractor submits a copy of the active certificate from the Mississippi State Board of Contractors for the trade, a $5,000 surety bond payable to the City and proof of general liability insurance. A new licence costs $100 and a renewal $50, and all licences expire on December 31.

Confirm the parcel is in Horn Lake, not unincorporated DeSoto County, and whether any part is in Flood Zone AE.
Contractors file the City licence application with their state certificate, $5,000 bond and insurance.
Multiply the square footage by the rate for the project type and read the fee from the table on the form.
Submit the application and drawings, with the floodplain, trade and tap applications the job needs.
No work may begin until the permit application is approved.
Ask the Planning Clerk (662-342-3549) for inspections, and for a new or changed use apply for a certificate of occupancy.
Horn Lake inspections and certificates of occupancy
The Planning Clerk builds the daily list for the Building Inspector, who spends most of the day in the field, so call the clerk at 662-342-3549 to schedule. Each permit form says an inspection must be requested once the work is finished. A pool must be inspected before it is filled, and a demolition site is inspected both before and after the work.
No building may be occupied until a certificate of occupancy is issued, and that requires passing both the building inspector’s and the fire inspector’s inspections. A new certificate ($100) is needed when the property or the business changes hands or a new use is added, except that a single-family home sold to a new owner keeps its existing certificate. The Planning Department may withhold a certificate where the parcel does not comply with its site plan or a city ordinance.
Local rules that matter in Horn Lake
Building codes: the City Code (Section 8-52, as amended March 18, 2025) adopts the 2024 International Building, Residential, Fire, Existing Building, Property Maintenance, Energy Conservation, Fuel Gas, Mechanical and Plumbing Codes and the 2024 National Electrical Code, with local sprinkler thresholds in Section 8-53.
Flood Zone AE: a no-fee floodplain development permit is needed for any new building, expansion, renovation, fence, monument sign, paving, grading, digging, utility work or root-disturbing tree removal in the AE zone. Work in the regulatory floodway needs a No Rise Certificate. Buildings need an elevation certificate before, during and after construction. An improvement or repair worth 50% or more of the building’s market value makes it substantially improved or damaged, and it must then meet the City’s rule of at least 2 feet above the base flood elevation.
Accessory buildings: not in front or side yards, at least 5 feet from the rear and side lines, no more than 20% of the rear yard, at most 20 feet high and no more than half the floor area of the house, and never used as a dwelling.

Mississippi building code
Some work is exempt statewide: farm structures once the owner files an affidavit (Mississippi Code §17-2-7), and manufactured housing built to federal standards, certain industrial and utility facilities, buildings on non-public fairgrounds and hunting or fishing camps with an owner’s affidavit (§17-2-9). None of these exemptions reaches floodplain rules. The state minimum codes are the Mississippi Building Code and Mississippi Residential Code, the residential code drawn from the 2021 International Residential Code.
