Grand Rapids consolidates planning, permits, inspections and code compliance into one Development Center on Monroe Avenue, which makes the front door easy to find. What is less obvious is that a state licence alone will not let you file: it has to be registered with the city first.

The city runs applications through a Citizen Access portal with electronic plan upload. Residential, commercial and multi-unit work take different application routes, and the trade permits are separate filings. Plan review does not begin until the drawings are uploaded, which is the single most common self-inflicted delay here.

The water trigger is wider than people expect. Grand Rapids requires a land use and soil erosion control permit for work within 500 feet of a lake, river, stream or open drain. Open drains run through parts of the city that feel nowhere near water, so this is worth checking against the parcel rather than by eye.

What requires a building permit in Grand Rapids?

The code is the same statewide, but fee schedules, procedures and the choice of third-party agency differ from one municipality to the next, so an exempt list from a neighbouring township is not reliable. An exemption from a building permit is never an exemption from zoning, the energy code, or an electrical or plumbing permit. Confirm scope with the Development Center before work starts.

Grand Rapids adds a city contractor registration on top of the state licence: a holder of a State of Michigan licence has to register it with the city before applying for permits there, and registration cards are issued by post rather than instantly, so this is a lead-time item rather than a same-day one.

Application routes differ by project class. Single-family and duplex work uses the residential route; commercial, industrial and buildings of three or more units use the commercial and multiplex route, which is open to licensed contractors only. A homeowner who is also the occupant may apply on their own property, and the city recommends homeowners apply in person.

Trade permits are separate. A property with two or more units must use a licensed contractor for mechanical work rather than an owner filing. First-time portal users holding a licence need the city to activate the licence on the account before an application can be submitted, which is a phone call, not a form.

In 2025, building permits issued in Grand Rapids authorized 801 new privately owned housing units, 117 of them single-family homes, according to the U.S. Census Bureau Building Permits Survey.

Residential permits cover new building, additions, remodels and repairs. To apply you must be the owner and occupant or a licensed residential builder, or hold written authorisation from a licence holder. Plans must be uploaded; the review queue does not start without them. Remodel work that adds, moves or opens walls needs a permit, purely cosmetic work does not.

The licence number goes on the permit application. Michigan requires the application to set out the licence number and expiry date of the residential builder, maintenance and alteration contractor, architect or engineer acting for the owner, together with a written instrument — a contract, power of attorney or letter of authorisation — showing that person is authorised to act. Doing residential work that requires a licence without one is a civil violation, which the county prosecuting attorney or the Attorney General may pursue. Commercial permits

Commercial, industrial and multi-unit projects of three or more units run through the commercial route and require a licensed contractor to apply. Separate applications cover new build and additions, interior renovation, re-roof or re-side, demolition, signs, and right-of-way encroachments. Several permits usually attach to one project.

Licenses, trade classifications and design professionals

Practically, three credential layers appear on Michigan projects: the state residential builder or maintenance and alteration licence on residential work; separately licensed electrical, plumbing and mechanical trades, also licensed by the state; and, on commercial and larger residential work, drawings sealed by a Michigan-licensed architect or professional engineer, with plans reviewed by a state-registered plan reviewer; detached one- and two-family houses of 3,500 square feet or less need no architect or engineer seal. Grand Rapids permit costs and fees

Grand Rapids building fees are based on the estimated construction value: a building application fee, the permit fee, a plan review fee and a zoning fee, which the city’s online fee estimator works out in advance. Trade, planning and land use permit fees are charged separately. Online permit applications are paid by credit or debit card when you apply.

Michigan fees are set by whoever holds enforcement for the parcel — the local unit, the county, or the state where neither has taken it on — so the schedule follows the authority rather than the state. A figure from a neighbouring municipality is not reliable, and a figure from a neighbouring township can be wrong even where the county enforces both. How to apply for a Grand Rapids building permit

1. Register the licence with the city

Review, corrections and what actually causes delay

In Michigan, the first cause of delay is uncertainty over who enforces the code — filing with the local unit when the county holds enforcement for it, or with the county when the state does. After that comes the edition question, because the trade parts and the building parts moved on different dates, and houses still follow the 2015 residential code, so a submission drawn to the wrong one is a correction cycle. Then a missing or expired state licence number on the application, energy-code and plan documentation, and floodplain requirements along the shorelines and rivers. Inspections in Grand Rapids

Where a permit is required, standard checkpoints include footing and foundation, framing, rough-in electrical, plumbing and mechanical, insulation and energy-code compliance, fire systems on commercial work, and final, with a use-and-occupancy certificate before the building is used. Where a soil erosion control permit attaches, its inspections run alongside the building inspections and have to be cleared as well.

Ask the enforcing agency which edition applies to your application, especially around a code change date — because editions are adopted part by part, the answer can differ between the building inspection and the trade inspections on the same job. They are carried out by an inspector registered with the state, employed or contracted by whichever authority holds enforcement for the parcel. Keep the approved plans and the energy-code documentation on site for the inspector to check against, and confirm the notice the Development Center needs and its inspection windows.

Frequently asked questions

Can I use my state licence to pull a permit in Grand Rapids straight away?

Not immediately. The city requires a State of Michigan licence holder to register that licence with Grand Rapids before applying for permits, and the registration card is posted after review, within about two weeks, rather than issued on the spot. Residential builders and maintenance and alteration contractors are licensed by the state under Article 24 of Public Act 299 of 1980, administered by the Bureau of Construction Codes, and the plumbing, electrical and mechanical trades are state-licensed as well. The licence is valid statewide. The permit application must set out the licence number and its expiry date, and performing residential work that requires a licence without holding one is a civil violation the county prosecuting attorney or the Attorney General may pursue.

When does the soil erosion permit apply?

Grand Rapids requires a land use and soil erosion control permit for work within 500 feet of a lake, river, stream or open drain. Open drains are the trap - they run through parts of the city that do not look like waterfront, so check the parcel rather than assuming.

Which code edition governs my project?

That depends on the part of the code the work falls under. One Michigan point catches almost everyone: the commercial and residential codes are not on the same edition. The bureau moved the plumbing, mechanical and electrical parts to new editions on the twelfth of March, 2024, and the building and rehabilitation parts to their 2021 editions on the ninth of April, 2025; houses still follow the 2015 Michigan Residential Code. The residential code did not move with them. Replacement residential rules were filed for an August 2025 effective date, but the Court of Claims entered a stipulated order stopping the department from implementing them while a builders’ association challenge is litigated, so the bureau still lists the 2015 Michigan Residential Code as the code in force. That case was still live when this guide was written. Confirm the edition governing each part of your work on your filing date rather than assuming the newest one applies.

Why has my plan review not started?

Most often because the plans have not been uploaded. Submitting the application and uploading drawings are separate actions in the portal, and the review queue does not begin until the drawings are in.

Can a homeowner apply for their own permit?

Yes, if you are the owner and occupant. The city recommends homeowners apply in person at the Development Center. Properties with two or more units must use a licensed contractor for mechanical work.

Do I need separate trade permits?

Yes. Electrical, mechanical and plumbing permits are separate from the building permit and are pulled by contractors holding the relevant state trade licence, registered with the city.
