North Adams Inspection Services, in Room 100 on the first floor of City Hall at 10 Main Street, issues building, plumbing and gas permits, and the city’s Inspector of Wires issues electrical permits. Applications are made on the city’s fillable forms, then emailed to the department or dropped off, and a house addition costs $0.30 per square foot ($25 minimum, $2,000 maximum) under the fee appendix the city adopted on July 23, 2024.
North Adams is a city, so its permit rules sit in the Revised Ordinances rather than town bylaws: Chapter 3 covers building matters such as demolition bonds, Chapter 3A the demolition delay, Chapter 8 the Wire and Alarm Division, and Appendix D the fee schedules. The city’s business guide calls the building permit the last permit a project needs: every other approval must be in place first.
Inspection Services covers the whole City of North Adams out of one office in City Hall.
What requires a building permit in North Adams?
780 CMR decides which work needs a building permit and which small jobs are exempt; the city adds the local permits and registrations listed on its forms page and in Appendix D-1.
City permits and forms
- Building permits for one- and two-family homes and, on a separate packet, all other buildings
- New construction, additions, decks, garages and carports, pools
- Demolition, which also needs the construction debris disposal affidavit
- Sheds, sheet metal, trenches and solid fuel appliances
- Signs and awnings, and stove installations, on applications addressed to the Mayor
- Tents, gas fitting, plumbing and electrical work
Registrations and other offices
- Short-term rentals are registered with the city under section 3-50
- Owners of vacant and foreclosed residential properties register them under section 3-49
- The Health Department has its own applications for septic (disposal system) construction, wells and swimming pools
What the city decides and what the state holds
The Board of Building Regulations and Standards writes 780 CMR, and North Adams cannot change its technical rules. The City Council adopts what is local: the zoning ordinance (the posted use regulations are marked amended October 31, 2024, and the zoning map was updated in August 2024), the demolition delay, the Inspection Services and Wire and Alarm structure, and the fees in Appendix D.
North Adams building department: who handles permitting
Inspection Services is a division of the city’s Department of Public Safety, led by the Director of Inspection Services. William Meranti serves as Building Inspector and Zoning Officer, and a plumbing and gas inspector works from the same office. The Inspector of Wires, appointed by the Mayor, works under the direction of the Director of Inspection Services within the Wire and Alarm Division, which the ordinances make responsible for enforcing the electrical code.

Permit types
Residential permits
A one- or two-family project uses the city’s Building Permit Application Packet, which combines the state application form with three city attachments. The application asks for the zoning district, lot size, frontage and required and provided setbacks, the water supply, the flood zone and whether the house is on sewer or a septic system, then the estimated costs for building, electrical, plumbing and mechanical work. Contractors list their Construction Supervisor License type and Home Improvement Contractor registration, and the owner signs an authorization if an agent applies. The packet adds the city’s Home Improvement Contractor affidavit (registration is not required when, for example, the job is under $1,000, the building is not owner-occupied or the owner pulls the permit), the construction debris disposal affidavit and the workers’ compensation affidavit.
Building or remodeling a home here? Alliance handles residential permit expediting, so the crew isn't waiting on the counter.
Commercial permits
Buildings other than one- and two-family homes use the second packet. Commercial and industrial additions and new construction cost $0.40 per square foot, with a $50 minimum and a $10,000 maximum, and other building work is $8 per $1,000 of value within the same limits. The city’s 2022 business guide sets out the order: planning and zoning approvals and other permits first, then the building permit; it estimates up to one month for a building permit and two to three months for a special permit.
For tenant improvements and new commercial builds, Alliance handles commercial permit applications through issuance. More on this: commercial building permits explained.

- Zoning: the Zoning Board of Appeals hears appeals of denied building permits and other determinations of the Director of Inspection Services, plus special permits and variances under Chapter 40A; the Building Inspector, as Zoning Officer, tells applicants when relief is needed.
- Planning Board: commercial and industrial projects go through site plan approval under section 3D of the zoning ordinance, with review by city departments for traffic, drainage and parking; the board also handles subdivisions and Approval Not Required (Form A) lots, and the city’s guide asks owners planning additions larger than 200 square feet to email the Planning Board. The ZBA grants special permits for work in the Floodplain District, and the zoning ordinance sets lot size, coverage, frontage, setbacks, parking and height for each of the city’s 16 zoning districts.
- Conservation Commission: projects near wetlands are reviewed for compliance with local, state and federal wetland law; Notices of Intent go to Room 107 as paper copies without plastic bindings.
- Board of Health and Title 5: the Health Department issues disposal system construction and well permits, and the city’s business guide says the Board of Health enforces Title 5 and issues certificates of occupancy for all residences.
- Demolition delay: under Chapter 3A the Historical Commission reviews demolition of buildings 50 years old or more; one it finds preferably preserved waits out a 12-month delay.
- Street work and sewer: connecting to the municipal sewer needs a Public Services permit, which the City Engineer explains.

Rather talk it over?
Call 1-855-478-4290 →Worked example: a 400-square-foot addition to a house is 400 × $0.30 = $120, inside the $25 minimum and $2,000 maximum. The plumbing permit for a new bathroom in it is a flat $25 per application, and the gas permit another $25 if gas work is involved.
Trade permits and who may pull them
Plumbing and gas permits are filed on the city’s Plumbing Work and Gas Fitting forms with Inspection Services, whose plumbing and gas inspector handles them. Electrical permits use the state-format application addressed to the Inspector of Wires, which asks whether the work goes with a building permit, the existing and new service size, and counts of outlets, fixtures, heat pumps, solar modules, energy storage and EV chargers.
Trade work requires state-licensed electricians, plumbers and gas fitters under the Massachusetts electrical (527 CMR 12) and plumbing and fuel gas codes. The building permit is pulled by a Construction Supervisor License holder, whose license type (unrestricted, restricted one- and two-family, masonry, roofing, windows and siding, solid fuel, insulation or demolition) goes on the application, or by an owner doing their own work, who signs the city’s affidavit acknowledging no access to the state home improvement arbitration program or guaranty fund.

Contact the department for building inspections and finish with the occupancy sign-offs.
Review, corrections and what causes delay
Under 780 CMR 105.3.1 the building official must act on an application in writing within 30 days of its filing, and the city’s own guide estimates up to one month for a building permit. The same guide puts a special permit at two to three months, and a demolition of an older building can wait a year if the Historical Commission finds it preferably preserved.
Inspections in North Adams
Inspections are arranged with Inspection Services at (413) 662-3000 ext. 3020 during office hours, 8:00 am to 4:30 pm on weekdays; from Memorial Day week through Labor Day week the office closes at 1 pm on Fridays. Electrical inspections are made by the Inspector of Wires, and plumbing and gas inspections by the plumbing and gas inspector.
Demolition has its own rules in Chapter 3: a razing permit expires two months after it is issued, the inspector must be told immediately before razing starts, buildings are taken down one story at a time with material wetted to keep down dust, and razing within 25 feet of a street line needs a bond or liability insurance ($1,000,000 for injury to one person, $1,000,000 for injury to more than one person and $50,000 for property damage) filed with the City Clerk. Residential certificates of occupancy involve the Board of Health, according to the city’s business guide.
Building and energy code in North Adams
Massachusetts has one State Building Code, 780 CMR, for every city and town; towns cannot rewrite it, though many opt into a stricter energy code. The trades run under their own state codes. Massachusetts rules
Inspection Services enforces the 10th edition of 780 CMR and the Architectural Access Board’s regulations. FEMA lists North Adams as a participating National Flood Insurance Program community whose flood map dates from July 2, 1981, and the building application asks for the flood zone of every project.
