In Chelsea, the Inspectional Services Department (ISD) in City Hall, 500 Broadway, Room 201, issues building permits and the electrical, plumbing, gas, mechanical and sheet metal permits through the City’s OpenGov permit system. Under the fee schedule effective January 1, 2017, a building permit costs $25 for the first $1,000 of estimated construction value and $15 for each additional $1,000, with a separate plan review fee on top.

What requires a building permit in Chelsea?

Chelsea is a city of about 40,100 people (Census estimate, 2025), and its ISD handles construction, food establishments and rental housing standards from one office. The permit types ISD takes online show where the City expects an application:

Permits ISD issues

  • Building: new construction, additions, foundations and alterations
  • Demolition and signs
  • Electrical, plumbing, gas and mechanical
  • Sheet metal, and sprinkler and Ansul hood systems
  • Roof-mounted solar (building plus electrical)
  • Certificates of occupancy and of inspection
  • Temporary and annual dumpster permits

Other City permits a project may need

  • Fire alarm, tank removal and hot work permits (Fire Department)
  • Street opening, curb cut and sidewalk or street occupancy permits
  • Excavating contractor registration with Public Works
  • Certificate of Habitability before a rental unit is re-let

What Chelsea decides and what the state holds

780 CMR, written by the state Board of Building Regulations and Standards, is the building code in Chelsea as everywhere in Massachusetts, and the City cannot amend it. Chelsea sets its own permit and plan review fees, its Zoning Ordinance (Chapter 34 of the City code, with a Floodplain Overlay District), the 2014 Certificate of Habitability ordinance for rental units, and street, sidewalk and excavation rules administered by Public Works. ISD’s brochure on illegal apartments asks owners with any question about a new or existing unit, including before a sale, to call the department.

Chelsea building department: who handles permitting

ISD issues building and trade permits for the whole city; there is no other building authority inside Chelsea. Mike McAteer is the Director of Inspectional Services. The department has building inspectors, a supervisor for construction inspections, two electrical inspectors and a plumbing and gas inspector, plus housing code and food inspectors.

Zoning relief, planning and the Conservation and Historical Commissions are handled by the Permitting and Land Use Planning Department in Room 106 of the same building (617-466-4180), and the Fire Prevention Division reviews building plans for life safety systems (617-466-4620).

Chelsea permit types and the approvals that come first

Registering in the OpenGov system is a one-time step of under five minutes. After that, applicants attach plans, photos and specifications, the file is routed electronically to the other departments that must review it, and comments and requests for more information appear online. Anyone who held an active permit in the City’s earlier system has to resubmit the project in OpenGov.

Residential permits

One- and two-family work pays the residential plan review scale, which starts at $75 for a project valued at $10,000 to $49,999. Three-family buildings and anything larger are charged on the commercial scale. ISD’s solar checklist shows what a typical residential package contains: a building application with plans, a structural engineer’s affidavit on the roof load, rafter spacing and fastener spacing, the workers’ compensation affidavit, insurance certificates and copies of the Home Improvement Contractor registration and Construction Supervisor License; and an electrical application with a three-line diagram, the electrician’s license and the system size in kW DC.

Landlords have their own step: since April 15, 2014 the Certificate of Habitability ordinance requires a rental unit to be inspected before it is re-occupied by new tenants, and ISD now also requires every rental unit to be inspected at least every five years whatever its occupancy. The only exemption is an owner-occupied unit, meaning the landlord lives in it and holds the property in his or her own name; rented condominiums and units owned by a trust or LLC are covered. The first inspection costs $50, one re-inspection is free and later ones are $10, and the certificate is valid for five years or until new tenants move in. The owner must tell the City about new tenants, and inspections are booked by leaving a message on 617-466-4132.

Commercial permits

Commercial projects and residential buildings of three or more units pay the commercial plan review fee, from $200 for $20,000 to $49,999 of value to $3,500 at $500,000. Above $500,000 the fee is $3,500 plus 0.15% of the value up to $3 million and 0.05% of anything above that. Tenant wiring in a commercial or mixed-use building needs separate electrical permits, and certificates of inspection cost $75 for a three-family, $75 plus $2 a unit for larger residential buildings and $100 for assembly and other commercial uses.

What comes before the building permit

  • Zoning: the Zoning Board of Appeals, the City’s special permit granting authority, hears variances, special permits and appeals of enforcement decisions on the second Tuesday of each month at 6 pm.
  • Conservation Commission: enforces the Wetlands Protection Act and is responsible for protecting the city’s flood plains and other wetlands.
  • Historical Commission: applications go through the Permitting and Land Use Planning staff.
  • Public Works: any contractor who excavates in Chelsea must register each year under section 6-19 of the City code ($100 and a $10,000 bond, filed at City Hall Room 310, with up to ten days for DPW sign-off); street openings and curb cuts are separate applications.
  • Fire Department: fire alarm installation or changes, tank removal and cutting or welding all need Fire Department permits, paid online since January 1, 2026.

Chelsea building permit fees

The ISD Schedule of Permit Fees, effective January 1, 2017 and still the schedule the department posts, applies one formula to new construction, additions, foundations, signs and demolition. The plan review fee is charged in addition to the permit fee.

Worked example: a one-family addition with an estimated value of $40,000 pays $25 for the first $1,000 plus 39 × $15 = $585, a $610 building permit, and the $75 plan review fee for the $10,000–$49,999 band brings the total to $685 before trade permits. Work begun without a required permit pays double, and before a certificate of occupancy issues on any project valued above $200,000 the owner must give ISD an itemized cost breakdown.

Electrical, plumbing and gas permits in Chelsea

Electrical, plumbing, gas, mechanical, sheet metal and sprinkler permits are separate OpenGov applications, each with a copy of the tradesperson’s license, and each goes to its own inspector. Electrical permits run on estimated electrical value rather than on fixtures, and the electrical rule on late filing is specific: if work starts and the permit is not obtained within five days, or without the inspector’s consent, the fee doubles. Plumbing and gas permits cite Chapter 4, section 4-11 of the City ordinances, and a plumbing or gas re-inspection costs $25.

Supervising building work takes a state Construction Supervisor License, work on an existing owner-occupied home of one to four units needs Home Improvement Contractor registration, and electricians, plumbers and gas fitters hold state licenses; ISD asks for copies of each with the application. Fire alarm work is permitted by the Fire Department rather than ISD.

Review, corrections and what causes delay

Under 780 CMR 105.3.1 the building official must act on an application within 30 days of filing. Reviews by other departments run through the same system, and delays usually come from a reviewer’s request for more information: a missing structural letter, a three-line diagram not attached to a solar file, a zoning issue that needs a ZBA hearing (held only monthly), or Fire Prevention comments on alarm and sprinkler layouts.

Inspections in Chelsea

Inspections are requested through ISD, and their results can be viewed online in the permit system. For a solar job the checklist asks you to call ISD the day before the final; most inspections are scheduled within 72 hours with a two-hour arrival window, the installer brings the as-built plan and affidavit, and photos of flashing, bonding and wire management hidden under the panels are encouraged. If the number of panels changes, a revised plan must be filed before the inspection.

A certificate of occupancy costs $25 per dwelling unit, and for commercial space $50 for the first 1,000 square feet plus $10 for each additional 1,000. Separately, selling a home in Chelsea needs a smoke and carbon monoxide certificate from the Fire Prevention Division under Chapter 148, section 26F.

Building code and local rules in Chelsea

Chelsea enforces the 10th edition of 780 CMR. The City’s permit and planning pages do not name an energy code path (base, Stretch or Specialized), so ask ISD which applies before designing a new building. The online Zoning Ordinance warns that the City Clerk’s printed version, with later amendments, is the official text. FEMA lists Chelsea as a participating National Flood Insurance Program community, with flood maps effective July 3, 2024, and the City’s zoning maps include a Floodplain Overlay District.

Open burning is never allowed in Chelsea under the Fire Chief’s order; the Fire Department notes that Chelsea is one of 22 Massachusetts cities that do not allow it. All cutting, welding and other hot work needs a Fire Department permit with a fire detail, booked through the Fire Prevention Division on 617-466-4600 at least 24 hours ahead. An oil or fuel tank removal needs its permit first, and the Fire Department inspects the tank on the day of removal before it leaves the site. Since April 1, 2024 a contractor who needs a fire alarm master box disconnected calls the same 617-466-4600 line with the box number, the location and the contractor’s name and phone number.

Massachusetts has one State Building Code, 780 CMR, for every city and town; towns cannot rewrite it, though many opt into a stricter energy code. The trades run under their own state codes. Massachusetts rules
