Somerset County, Maine Building Permit Guide

Somerset County issues no building permits: Skowhegan, Fairfield, Madison and the other towns permit through their own code offices, and the Land Use Planning Commission permits the five plantations in its service area and the unorganized townships.

Building permits in Somerset County come from the town where the land is or, in the unorganized townships and five plantations, from the state Land Use Planning Commission (LUPC), whose Moosehead office in Dover-Foxcroft covers the whole county. Skowhegan, Fairfield and Madison each top 4,000 residents and must enforce the Maine Uniform Building and Energy Code (MUBEC). New homes cost $0.25 per sq ft in Skowhegan and $0.20 per sq ft in Fairfield and Madison; LUPC charges $200 or $300 per dwelling unit.

What needs a permit in Somerset County?

Somerset County has no county building rules. Each town publishes its own permit list, and LUPC lists the work it permits in the territories.

Skowhegan

  • New homes, including modular, and new commercial or multi-family buildings
  • Residential and commercial renovations
  • Garages with a foundation and utility buildings without one
  • Decks, and pools more than 24 inches deep
  • New or relocated mobile homes and demolition
  • Interior and exterior plumbing

LUPC areas

  • New, replaced or rebuilt dwellings and camps
  • Accessory structures over 750 sq ft
  • Additions, decks, porches and enclosed decks
  • Moving a building or adding a permanent foundation
  • Bunkhouses, personal campsites, home-based businesses
  • Filling and grading for a house

Fairfield’s fee schedule shows the permits its code office issues: residential and commercial buildings, accessory buildings, decks, renovations, mobile homes, storage containers, solar arrays, shoreland and floodplain permits and new driveway entrances. Madison requires applications for subdivisions, work in the shoreland zone and commercial site review. In LUPC areas, an accessory building added to an existing home may need only the commission’s notice and self-verification form when it meets the standards.

Every Somerset County town, plantation and township

Required to enforce MUBEC (over 4,000 residents): Skowhegan, Fairfield and Madison; the state MUBEC rule counts residents in the most recent decennial census, 2020.

Each has its own CEO and plumbing inspector, and enforces a building code only if it chose to: Anson, Athens, Bingham, Cambridge, Canaan, Caratunk, Cornville, Detroit, Embden, Harmony, Hartland, Jackman, Mercer, Moose River, Moscow, New Portland, Norridgewock, Palmyra, Pittsfield, Ripley, St. Albans, Smithfield, Solon and Starks, and Brighton Plantation, which is not on LUPC’s service-area list.

LUPC issues the permit: Dennistown, Highland, Pleasant Ridge, The Forks and West Forks plantations, and the townships the Census groups as Central Somerset, Northeast Somerset, Northwest Somerset and Seboomook Lake unorganized territories, from Bigelow and Concord to Big W and Seboomook.

Electrical, plumbing and septic permits

Electrical: the state Electricians’ Examining Board issues electrical permits unless the town has its own electrical inspector. Its permit rule excepts single-family dwellings, for which it wants certification or a licensed master electrician’s verification, but not the temporary service that powers construction of a one-family home. Skowhegan lets owners do their own plumbing and electrical work only in their primary residence; otherwise a state-licensed plumber or electrician must do it.

Plumbing and septic: the town’s plumbing inspector issues both, and Skowhegan’s FAQ tells owners to get interior or exterior plumbing permits from the Code Enforcement Office before any plumbing starts; its portal also takes plumbing applications. Skowhegan charges $250 to $300 for an exterior system plus a $15 water quality surcharge and at least $40 for interior plumbing. Fairfield charges $250 for a non-engineered system, $200 for an engineered one, and $40 for up to four fixtures plus $10 for each additional fixture; Madison charges $10 per fixture with a $40 minimum.

Unorganized territories: plumbing inspectors for the townships are appointed and listed through the Maine CDC subsurface wastewater program, and any LUPC application with a new or expanded septic system needs a signed HHE-200.

Late permits cost extra: Madison charges twice the fee for an after-the-fact permit, and LUPC charges three times its fee.

Documents and forms

Skowhegan: building, floodzone, sign, shoreland zoning and plumbing applications are filed in the town’s iWorQ portal, with required signature and upload sheets for shoreland and plumbing permits and checklists for site plan and subdivision review. The state HHE-211 plumbing and HHE-200 septic forms are uploaded with the plumbing application.

Madison: the town posts its building code permit application, the state plumbing application, and shoreland zoning, site review and subdivision applications; they can also be picked up at the Town Office.

LUPC: the April 2026 form signed by all owners, a location map, the deed or lease, site photos no more than two years old, a site plan, an HHE-200 when wastewater changes, erosion control details and any required driveway permit.

How to apply in Somerset County

1. Check which government has the lot

The tax bill names the town, plantation or township; the five LUPC plantations and the townships go to Dover-Foxcroft.

2. Check shoreland and flood zones

In Skowhegan those are the only zoning districts, and any project within 250 ft of most water bodies needs the code office.

3. Get the septic design

A licensed site evaluator prepares the HHE-200 for a new or larger system.

4. File

Skowhegan uses iWorQ; Fairfield and Madison take applications at the town office; LUPC takes them by email at ApplicationSubmissions.LUPC@maine.gov or by mail to 22 State House Station, Augusta.

5. Pay

Town fees go to the town; LUPC fees by check to “Treasurer, State of Maine” or online.

6. Inspections and address

Schedule the town’s inspections, and in the territories ask the county for a 911 address at (207) 858-1813.

Inspections

Skowhegan’s iWorQ portal lets applicants look up an existing permit to see its latest status. Fairfield’s CEO is also the building and plumbing inspector.

LUPC does not administer MUBEC and carries out no building code inspections; its staff visit sites to verify applications and check permit conditions. MUBEC compliance is still the owner’s duty in the territories, and a state-certified third-party inspector can be hired to check the work.

Local details in Somerset County

Highland Plantation is back under LUPC: the plantation voted on April 26, 2025 to repeal its comprehensive plan and land use ordinance, so state law required LUPC to take back land use authority. Its Chapter 17 rule took effect on September 2, 2025, and an updated Land Use Guidance Map for Highland (Zoning Petition ZP 804) replaced the interim map on February 26, 2026.

Skowhegan zoning and sewer fees: the town has no residential or commercial zoning districts, only flood hazard and shoreland zoning, and in most cases a building must sit 5 feet from the property line; subdivisions follow their own covenants. Its fee schedule also lists a one-time $1,760 sewer capacity reserve fee, and non-residential buildings pay $8 per gallon of effluent with a $1,760 minimum.

Madison site review: voters amended the Chapter 484 site review ordinance at the 2025 annual town meeting.

Timing: LUPC advises filing early, ideally in winter, because staffing shortages can slow decisions.

Maine building code

Maine’s adopted code applies statewide, but permits are required where the town’s ordinance says so; shoreland zoning applies statewide near water, fees and appeals are local, and code enforcement officers must be certified by the state. Maine rules
