Penobscot County has two permit worlds. In its cities and towns the municipal code office issues building permits. In the county’s 40 Unorganized Territories, building permits come from the state Land Use Planning Commission, while the county’s Unorganized Territory office handles E911 addressing and driveway entrance permits. By the Census Bureau’s 2025 estimates the largest municipalities are Bangor (32518), Orono (12421), Brewer (9636) and Hampden (8078).
This guide covers the four largest municipalities, the Unorganized Territories and the state office that permits public buildings.
